At the meeting, delegates discussed the following contents: the Draft report on the implementation of the socio-economic development plan for 2023 and the goals, tasks, and solutions for 2024; the Draft Resolution regulating environmental protection fees for mineral exploitation in Hung Yen province; Amending and supplementing a number of articles of the regulations on decentralization of revenue sources, expenditure tasks and percentage (%) of revenue division between budget levels of Hung Yen province for the period 2023 - 2025 promulgated together with the Decree No. 302/2022/NQ-HDND dated December 8, 2022 of the Provincial People's Council; the Draft Resolution regulating the non-collection of a number of fees and charges under the authority of the Provincial People's Council when converting related documents of individuals, organizations, and businesses due to the arrangement of administrative units at district and commune levels in the period 2023 - 2030; the Draft Resolution regulating expenditure levels for a number of expenditures on organizing compensation, support, resettlement and enforcement of counting and enforcement of land recovery in Hung Yen province; the finalization of state budget revenues in the area; the finalization of local budget revenues and expenditures in 2022; the results of practicing thrift and combating waste in 2023; the directions and tasks for 2024; issuing a Resolution regulating the titles, numbers and a number of regimes and policies for part-time workers at the commune, village and residential levels; the fixed operating budget levels of socio-political organizations at commune, village, and residential group levels in Hung Yen province; the implementation of the state budget investment capital plan in 2023 and the expected plan for 2024 in Hung Yen province.

Speaking at the meeting, Chairman of the Provincial People's Committee Tran Quoc Van requested departments, branches and localities to carefully study the content of the implementation of the state budget investment plan in 2023 and the expected plan for 2024 to make a plan to propose solutions for implementation in the last months of 2023 and 2024. Regarding the socio-economic development situation of the province, the Department of Planning and Investment based on the opinions of departments and branches to adjust tasks and solutions to implement appropriate targets, close to the actual development situation of the locality. In particular, clarifying the causes of some existing problems and limitations, thereby proposing solutions for socio-economic development in the last months of the year that are close to the actual situation of the province, ensuring the completion of set goals and plans.

Comrade Chairman of the Provincial People's Committee Tran Quoc Van requested departments, branches and localities to focus on successfully completing the province's socio-economic development plan in the last months of the year; balance budget revenue sources and ensure assigned capital plans.
