In the first 10 months of 2023, administrative reform work has been fiercely led and directed by the Government, the Prime Minister, ministries, branches and localities for implementation. The Government has organized 8 thematic sessions on law making; Ministries and branches have developed, submited for promulgation or promulgated according to their authority 247 legal documents; localities have issued 1,540 provincial-level legal documents. The rate of dossiers that are granted the results of electronic administrative procedures of ministries and branches reached 26.93%, seeing an increase of 16.15% and those of localities reached 40.91%, seeing an increase of 27.77% over the same period last year. To date, 36/63 localities have deployed smart direction and management centers. The ratio of online public services in the entire process to the total number of qualified people reached 100%...

For Hung Yen province, in recent times, it has proactively and drastically carried out administrative reform contents. To effectively reduce the number of public service units. At the same time, he requested members of the Government's Administrative Reform Steering Committee, heads of ministries, branches and localities to raise the spirit of responsibility and be more drastic in leading and directing administrative reform; focus on tackling difficulties and obstacles in simplifying administrative procedures, streamlining payroll, streamlining the apparatus, reducing focal points of public service units, digital transformation... in the last 2 months of the year, the Government's Administrative Reform Steering Committee to focus on synchronously deploying solutions to effectively conduct the remaining tasks and plans of the year. To strengthen the review, reduction, and simplification of administrative procedures and regulations and business conditions. To continue to promote reform of the civil service regime, improve administrative discipline. To continue to deploy the development of e-Government and digital government; national digital transformation according to approved plans and roadmaps.

At the same time, he emphasized: Currently, the province has completed scoring and determining the PAR indicators for 2023. In general, the indicators still maintain pace and some indicators increased compared to the previous year. However, administrative reform work in some departments, branches and localities still exists and is limited, especially in reviewing legal documents such as at the Department of Health and the People's Committee of Phu Cu district; there is still the phenomenon of overdue resolution of administrative procedures and not promptly apologizing to people and organizations when the deadline for resolving administrative procedures is overdue; the occurrence of administrative procedures through online public services is still low, digitization of records and results of resolving administrative procedures are low such as: the Department of Construction, the People's Committee of Hung Yen city. The rate of online payment to resolve administrative procedures in some departments,branches and localities is still low... Comrade Vice Chairman of the Provincial People's Committee Nguyen Duy Hung requested that based on the results of scoring the administrative reform indexes in 2023, the departments, sectors and localities quickly make solutions to overcome shortcomings and limitations, with special attention to the task of simplifying administrative procedures; developing electronic government, digital government, digitizing results of resolving administrative procedures; the operation of the One-Stop department in handling administrative procedures... He requested the Department of Home Affairs and the Department of Information and Communications to strengthen inspection and urge branches and localities to strictly implement PAR tasks and work. For the arrangement of administrative units at district and commune levels, relevant departments and localities based on functions and tasks, focus on implementation according to the promulgated plan of the province.
