On 26/9/2023, the Government Office issued the Official letter No. 7382/VPCP-CN on the plan to ensure electricity supply for production, business and consumption of the people in the last months of 2023 and 2024.

Accordingly, Deputy Prime Minister Tran Hong Ha has the following opinions:

- The Ministry of Industry and Trade, according to its assigned functions and tasks, is responsible for leading and directing agencies and units to fully, centrally, and effectively implement the tasks and solutions to ensure electricity supply for production, business and consumption of the people according to the direction of the Prime Minister in Document No. 745/TTg-CN dated August 15, 2023 and Official Telegram No. 782/CD-TTg dated September 4, 2023; promptly report to the Prime Minister on the difficulties and problems affecting the assurance of electricity supply and the issues beyond authority.

- The Ministry of Agriculture and Rural Development shall soon direct the development of plans to discharge water from large hydroelectric reservoirs to serve water supply in the Winter-Spring crop in 2024 and guide relevant localities to make a plan to use discharged water sources in the direction of maximum economical and efficient use of water resources; report to the Prime Minister on the implementation results in November 2023.

- The Ministries: Natural Resources and Environment, Industry and Trade continue to promptly and effectively carry out the tasks assigned in the Official Telegram No. 397/CD-TTg dated May 13, 2023 related to flexible regulation and operation of hydropower reservoirs in inter-reservoir operation processes to effectively exploit and save water resources, optimize socio-economic and environmental development benefits brought by water resources, at the same time ensure absolute safety for the project and the downstream area; report to the Prime Minister on the implementation results in November 2023.

- The People's Committees of provinces and centrally-run cities strengthen leadership and direction to effectively carry out electricity saving work at localities according to Directive No. 20/CT-TTg dated June 8, 2023 of the Prime Minister; promptly tackle difficulties and obstacles in compensation and site clearance for power source and grid projects, especially key and urgent projects to ensure electricity supply; closely coordinate with the Ministry of Industry and Trade and relevant ministries and agencies to direct the implementation of investment preparation steps in power projects in the area according to authority and in accordance with the law.

In addition, the Government Office assigned specific tasks to Vietnam Electricity Group, Vietnam Oil and Gas Group, Vietnam National Coal-Mineral Industries Group and investors of power plants.
