On 05/12/2022, the Provincial People's Committee issued the Plan No. 196/KH-UBND to implement the Strategy for Scientific, Technological Development and Innovation in Hung Yen Province to 2030.

Accordingly, the Plan clearly states the following general objectives: To effectively implement the Prime Minister's Decision No. 569/QD-TTg dated May 11, 2022 promulgating the Strategy for Scientific and Technological Development and Innovation by 2030. By 2030, science, technology and innovation will develop steadily, truly becoming a driving force for growth, contributing to achieving and exceeding socio-economic development goals of the province. To promote research on application and transfer of scientific and technological advances; focus on supporting the implementation of science, technology and innovation activities; actively and proactively approach and successfully apply the achievements of the fourth industrial revolution to production, business and service life, promote the process of industrialization, modernization, improve productivity, quality and efficiency of the economy and social life.

About specific goals

- To enhance the contribution of science, technology and innovation to economic growth through scientific research and technology development activities, technological innovation activities, management capacity improvement, implementation in the enterprise. By 2030, the contribution of total factor productivity (TFP) to economic growth will be above 50%.

- To increase investment, diversify and effectively use resources for scientific, technological development and innovation, strive by 2025, investment in science and technology will reach 1.2%- 1.5% GRDP, of which the contribution of society to scientific research, technology development accounts for 60%-65%. By 2030, investment in science and technology will strive to reach 1.5%-2% of GRDP, of which the society's contribution to scientific research and technology development will account for 65%-70%.

- To achieve the goal of developing the science and technology market in Hung Yen province according to Decision No. 2209/QD-UBND dated September 22, 2021; develop science and technology enterprises under Decision No. 1130/QD-UBND dated May 25, 2022; support the innovation startup ecosystem of Hung Yen province according to Plan No. 142/KH-UBND dated September 16, 2021; support organizations and enterprises to improve productivity and product quality according to Plan No. 101/KH-UBND dated June 30, 2021; develop intellectual property of Hung Yen province according to Decision No. 1221/QD-UBND dated May 26, 2022 of the Provincial People's Committee.

- To strive to 2030, supporting the application and updating of traceability data for 100% of key products, OCOP products and essential products and consumer goods (prepackaged) in the fields under the guidance of ministries and functional branches, meeting the requirements of national standards and national technical regulations on traceability; traceability data is updated on the National Product and Goods Traceability Portal according to regulations.

- By 2025, human resources for scientific research and technology development in the state sector and outside the state sector (full-time conversion) will reach 10 people per ten thousand people, by 2030 at 12 people per ten thousand people; which focuses on human resource development in the business sector.
