On the morning of August 30, at the Hall of the Provincial People's Council – the Provincial People's Committee, the People's Council of Hung Yen province, term 17, held the 9th Session. In the attendance were Mr. Tran Quoc Toan, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Mr. Tran Quoc Van, Deputy Party Secretary, Chairman of the Provincial People's Committee; delegates in the Provincial Delegation of the National Assembly; deputies of the Provincial People's Council; Standing members of the People's Council, the People's Committee, the Provincial Fatherland Front Committee; leaders of provincial departments, divisions, branches and unions; leaders of the People's Councils, the People's Committees of districts, town and city.

Speaking at the opening of the session, Chairman of the Provincial People's Council Tran Quoc Toan emphasized: In the 9th Session (the irregular session), the 17th Provincial People's Council will consider and decide on a number of major and important issues in the socio-economic development of the province, it is recommended that the delegates of the Provincial People's Council, with the responsibility of the people's representatives before the voters, focus on carefully studying the provisions of the law, the actual situation of the locality, the feasibility and effectiveness of each content to make the right decision, ensure that the resolutions passed by the Provincial People's Council at the meeting are in accordance with the law, soon come to life and promote the efficiency.

At the meeting, the Provincial People's Committee submitted to the Provincial People's Council the reports, proposals and draft resolutions as follows: On the temporary collection of the tuition fee rate for the school year 2022-2023 according to the Resolution No. 154/ 2018/NQ-HDND dated July 13, 2018 of the Provincial People's Council; the Regulations on policies to support localities to reach the finish line early, recognized as meeting the standards of newly advanced rural areas and newly model rural areas in Hung Yen province in the 2021-2025 period; approving the list of traffic projects requiring land recovery and use of rice land under 10 hectares in 2022 in the province; adjusting and deciding on investment policies for a number of projects and works under the competence of the Provincial People's Council.

Next, the representatives of the Boards of the Provincial People's Council: The Board of Cultural – Social Affairs, the Board of Legal Affairs, the Board of Economic – Budgetary Affairs presented the Verification Report on the reports and submissions of the Provincial People's Committee at the meeting.

The delegates of the Provincial People's Council conducted voting to approve the Resolution, reached a high consensus and voted to approve 32 resolutions submitted at the meeting.

Speaking at the closing session, Chairman of the Provincial People's Council Tran Quoc Toan suggested the Provincial People's Committees, all levels and branches to drastically perform a number of key tasks in the following months of 2022 as follows: To focus on conducting comprehensively and effectively the tasks and solutions set out in the resolutions and conclusions of the Central Government and the province. To strive to exceed the remaining targets and tasks in the last 4 months of 2022. To accelerate the construction progress and disbursement of public investment capital in 2022, it is necessary to arrange capital balance between the total investment level and completion volume of works with large total investment and large completion volume to arrange reasonable rates. To attach direct responsibilities to the heads of relevant agencies, units and localities in ensuring construction progress and quality. To strengthen the inspection, supervision and clarification of the causes of works and projects behind schedule in order to take specific measures and solutions, and handle them promptly and decisively. To focus on speeding up the verification, appraisal and approval of project profiles for implementation according to regulations, especially the ones under the national target programs. To implement synchronously solutions to collect state budget, collect correctly, fully and promptly the revenues according to regulations. To strictly manage and control the auction activities of land use rights. To enhance inspection, examination and state management of land, minerals and environmental protection. To continue to closely follow the direction of the Central Committee, the Provincial Party Committee and the actual situation to flexibly, synchronously and effectively carry out the measures to prevent and control the Covid-19 epidemic, speed up the vaccination schedule for each subject to ensure safety, efficiency, and create favorable conditions for production and business activities of people and businesses in the newly normal situation.
