Celebrating the Independence day this year, together with the whole country, the people in the province are in a happy mood when the Covid-19 epidemic is under control, the efforts to recover and develop the economy have positively changed, the newly normal state will promote efficiency in practice.

Since the beginning of the year, in the context of many difficulties and challenges due to the impact of the Covid-19 epidemic, the conflict between Russia and Ukraine has disrupted the supply chain, but the synchronous and timely deployment of the socio-economic recovery and development programs and fiscal and monetary policies according to the Resolutions of the National Assembly and the Government; along with the efforts of the whole political system, business community and people in the province, the socio-economic development in the 7 months of 2022 continues to achieve a lot of positive results.

Looking back at the beginning of the year, the situation of the Covid-19 epidemic was still complicated, the province has mobilized the whole political system to drastically implement the prevention and control of the Covid-19 epidemic. The Health sector and localities have strengthened and expanded testing, treatment, and proactive response to emerging situations. Propaganda activities are deployed diversely and continuously, suitable to the actual situation so that people are proactive, not confused and worried. The province has promptly implemented the policies of the Government, the Prime Minister and the province to support people, businesses and workers affected by the Covid-19 epidemic together with the whole country, the epidemic situation has been gradually controlled and pushed back, the socio-economic recovery and development activities have been promoted and brought about high efficiency.

On February 18, 2022, the Provincial People's Committee issued the Action Program No. 28/CTr-UBND to implement the Resolution No. 11/NQ-CP dated January 30, 2022 of the Government on the program of socio-economic recovery and development and implement the Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the Program (the Resolution No. 11/NQ-CP). Accordingly, the whole province has unanimously and jointly carried out such key solutions as: To effectively and flexibly conduct the dual goals of preventing and controlling the Covid-19 epidemic, recovering the socio-economic development, and opening up the economy associated with investment in raising the capacity in health care, disease prevention and control; increasing mobilization and efficient use of resources, investing in developing synchronous and modern infrastructure; perfecting institutions, administrative reform, improving business investment environment; ensuring social security, sustainable poverty reduction, and job support.

Industrial production is an area heavily affected by the Covid-19 epidemic. Enterprises are in the situation of both strengthening measures to prevent and control the Covid-19 epidemic, and conducting production and business activities and looking for new markets. In the past 7 months, the index of industrial production increased by 9.9%. The infrastructure development of industrial zones and clusters is concerned. The province has two more industrial park infrastructure projects approved by the Prime Minister on the investment policy. The province has attracted 38 new investment projects. The activities to support enterprises in recovering, maintaining and developing production and business in association with ensuring safety for epidemic prevention and control are conducted drastically and effectively. The province has more than 700 newly established enterprises with the registered capital of over 10 trillion dong. There are about 10,000 new jobs. The construction of infrastructure, especially traffic infrastructure, infrastructure of industrial parks and industrial clusters has been enhanced. The disbursement of public investment capital gained good results. Right from the beginning of the year, the province has directed solutions to speed up the implementation and disbursement of the public investment capital plan; promptly remove difficulties and obstacles so that projects can ensure progress and promote efficiency in real life.

Trade and services are the hardest areas hit by the Covid-19 epidemic, but quickly recovered and achieved good growth. Generally, for 7 months, the total retail sales of goods and services reached VND 26,937,969 million, up 7.2% over the same period last year. Trade management activities are concerned, the province has directed to well perform the work of ensuring the balance of supply - demand, stabilizing the market to serve consumers. Agricultural and fishery production continues to develop in the direction of commodity production in association with the implementation of the project on restructuring the industry towards increasing added value and sustainable development. The epidemic situation on crops and livestock is well controlled, and no major epidemics have occurred in the province. The national target program on building new rural areas is focused on directing and performing, especially building newly advanced rural areas and newly model rural areas.

State budget collection in the province attained high and breakthrough results. By the end of July, the total state budget revenue in the province is estimated to reach at over VND 35 trillion, attaining 179.5% of the estimate assigned by the Provincial People's Council. In which, domestic budget revenue is estimated to attain at over 32,360 billion VND, reaching over 203% of the whole year estimate; budget revenue from import and export activities is estimated to reach at over 2,686 billion VND, getting over 74.6% of the whole year estimate. The outstanding result is that the collection of land use fees reaches over VND 26,002 billion, getting 361.15% of the estimate assigned by the Provincial People's Council, seeing an increase of 723% over the same period last year. This is considered an "impressive number" about the breakthrough in the state budget revenue in 2022 in the province.

Implementing the Resolution No. 11/NQ-CP, one of the tasks and solutions is to effectively implement preferential lending policies through the Bank for Social Policies (VBSP). In a short time, this preferential capital soon brings into play its effectiveness in real life, contributing to the implementation of the socio-economic recovery and development program in the province. By the end of July 2022, VBSP, Provincial Branch has disbursed 186 billion VND, implementing 91.1% of the assigned plan. Thereby promptly supporting people to overcome difficulties and stabilize their lives after the Covid-19 epidemic.

The socio-economic recovery and development after the Covid-19 epidemic is being promoted throughout the province, which is a both urgent and long-term task. With the drastic participation of all levels and sectors, the consensus and joint efforts of all classes of people, promoting the achievements, promising in the coming time, the situation of socio-economic development continues to develop and attains a lot of new achievements.
