On September 15, Comrade Pham Minh Chinh, Politburo member, Prime Minister chaired a national teleconference on promoting administrative procedure reform and modernizing the method of direction and regulation to serve people and businesses. The conference drew the attendance of comrades: Mr. Pham Binh Minh, Politburo member, Standing Deputy Prime Minister of the Government; Mr. Vu Duc Dam, Deputy Prime Minister. Addressing the conference, Prime Minister Pham Minh Chinh affirmed that administrative reform has always been identified by the Party and State as an important step in building and perfecting a clean, strong, effective, efficient rule of law, for the people to serve, for the development of the country; the modernization of direction and administration is an important tool in reforming national governance towards modernity. With the efforts of both the political system and the entire people, it has made important progress in reforming administrative procedures; aroused and mobilized all resources for national development; improved the effectiveness and efficiency in the direction and administration of the authorities at all levels. However, besides the achievements, there are still shortcomings and limitations that need overcoming soon to quickly clear, mobilize and effectively use all resources for national recovery and development.

Prime Minister Pham Minh Chinh praised and highly appreciated the Advisory Council for Administrative Procedure Reform for making many practical and grounded recommendations to further simplify and substantially reduce administrative procedures and business regulations and promote data-based management, administration, and monitoring.

Prime Minister Pham Minh Chinh asked the delegates to evaluate in an overall, objective, comprehensive and profound way the implemented tasks of promoting administrative procedure reform and modernizing the method of guidance and operating to serve people and businesses over time. To analysis, evaluate and highlight the achievements for further promotion; clearly state the causes and lessons drawn for the things that have not been done and set out specific orientations, solutions and tasks from now until the end of 2025, ensure the practicality and conformity with the actual situation in order to effectively carry out this work. Ministries, branches and localities shall focus on leading, directing and administering administrative procedure reform, at the same time strengthening closer coordination among agencies, units and divisions to ensure good completion of all assigned tasks. Agencies and units continue to review administrative procedures to amend, supplement, cut, and reduce promptly and effectively; innovate one-stop shop to better serve people and businesses; step by step modernizing the method of direction and administration; actively consult experts, scientists and people directly affected by policies when formulating policies; strengthen propaganda to raise awareness of people and businesses... The guiding point of view throughout is to take people and businesses as the center, the subject, goal, and motivation of administrative procedure reform, at the same time taking the satisfaction of people and businesses as a measure to evaluate the performance results...

According to a report by the Government Office, from 2021 to now, 1,758 business regulations have been reduced and simplified in 143 legal documents. The Prime Minister has approved the plan to reduce and simplify over 1,100 regulations of nine ministries and agencies. The business regulation consultation and lookup portal has been put into operation and become a digital tool to support administrative reform. The business regulation consultation and lookup portal gathers information, data on business regulations, plans to reduce and simplify, meeting the needs of searching, monitoring, evaluating and serving as an online interaction chanel among ministries, branches and associations, businesses and people in consulting policies and regulations.

Up to now, the business regulation consultancy and lookup portal has updated 17,687 current regulations, 352 regulations expected to be issued in nine draft legal documents and a plan to reduce and simplify 1,029 business regulations to consult associations, businesses, people and monitor the implementation of reform options.

The Government Office has submitted to the Prime Minister for approval of a plan to decentralize authority to handle 699/5,187 administrative procedures in more than 100 fields. Up to now, the whole country has established a total of 11,700 one-stop shops at all levels to receive and handle administrative procedures. The number of administrative procedures implemented at the one-stop shop at all levels has reached an average of 96.9%...

Speaking at the Hung Yen bridge point, Chairman of the Provincial People's Committee Tran Quoc Van affirmed that the province has made many changes in providing online public services, creating favorable conditions for people and businesses. A lot of departments have positively changed with the number of administrative procedures records using online public services in August 2022 of over 80%, of which four departments have achieved 100% including: Home Affairs, Finance, Science and Technology, Culture - Sports and Tourism. Although some departments have changed, the results have not been as high as the Department of Natural Resources and Environment. For districts, town and city, up to now, 100% of units have not reached the target on the proportion of administrative procedures records at district and commune levels using online public services. In particular, in Van Giang district in August 2022, there are only over 7.2% of district-level administrative administrative records and 1.5% of commune-level administrative procedures records using online public services.

Chairman of the Provincial People's Committee Tran Quoc Van requested as follows: To achieve the goal of 2022, units with a low rate of administrative procedures records using online public services need to focus on leading and directing specialized departments and units to urgently, actively update and process online records. In addition, the districts, town and city drastically and synchronously carry out solutions to increase the proportion of district-level administrative administrative records using online public services, it is necessary to strengthen the direction and guidance of communes, wards and townships in receiving and processing online administrative procedures dossiers. Moreover, agencies, units and localities need to promote propaganda and mobilize people and businesses to actively use online public services...
