The conference heard comrade Truong Thi Mai, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Commission presenting the Resolution No. 21-NQ/TW, on June 16, 2022, the 5th Plenum, the 13th Party Central Committee on "Strengthening and consolidating the construction of the Party's grassroots organization and improving the quality of Party members in the new period". According to the Head of the Central Organization Commission of the Party Central Committee Truong Thi Mai, the improvement of the leadership capacity and combat strength of the Party's grassroots organizations and the quality of Party members has always been valued and identified by the Party as an important and regular task. The construction of a clean and strong Party organization has been promoted; the Party's grassroots organization continued to be consolidated, ensuring the Party's leadership at the grassroots, associated with building the organizational structure of the political system to be lean, effective and efficient.

Regarding specific goals, Head of the Central Organization Commission Truong Thi Mai asked each Party committee to develop goals suitable to their respective tasks. Regarding the tasks and solutions in the coming time, for consolidating and improving the leadership capacity and combat strength of the Party's grassroots organizations, Head of the Party Central Committee's Organization Commission Truong Thi Mai said that the first job is to renovating and perfecting the organization of various Party's grassroots organizations; studying and building a specific grassroots organization model of the Party; effectively conducting the model of “four-good cells” and “four-good Party's grassroots committees.” Head of the Central Organization Commission Truong Thi Mai also emphasized the solution of revolutionary moral education and raising the sense of fostering and training in political bravery, moral qualities, lifestyle, "self-examination", "self-correction", upholding the honor and self-esteem of Party members. To play the role of the press in the work of information, propaganda, and introduction of typical examples of Party members. The Party committee, Party cell assign specific tasks to Party members, create favorable conditions, inspect and supervise the performance of Party members. Each Party member must develop a plan to strive and train for inspection and supervision by the Party committee and Party cell, as a basis for year-end review, evaluation and grading.

Speaking at the conclusion of the conference, comrade Vo Van Thuong, Politburo member, Standing member of the Secretariat highly appreciated the results of the National Conference on researching, studying and mastering the Resolution of the 5th Plenum, the 13th Party Central Committee and praised the serious study spirit and responsibility of the delegates attending the conference. The Standing member of the Secretariat Vo Van Thuong suggested that, along with implementing the Resolution of the 5th Plenum, the 13th Party Central Committee, Party committees, Party organizations, officials and Party members should continue to learn, study and master two speeches of General Secretary Nguyen Phu Trong at the conference, taking that as a guideline for the process of learning, mastering and conducting the contents of the resolution.

The Standing member of the Secretariat Vo Van Thuong requested that, immediately after the conference, Party committees and Party organizations at all levels must quickly organize propaganda, research, study and mastery for all officials, Party members and the people deeply imbued with the contents of the resolutions of the 5th Plenum of the 13th Party Central Committee, especially the views, goals, tasks, solutions, new and core issues that are closely related and impact on the socio-economic development process of the country and people's life in many ways. Thereby, developing action plans and programs to carry out the resolutions and decisions practically and effectively, contributing to maintaining political stability, building a clean and strong Party with the capacity, qualifications and prestige to lead the country.
