The national teleconference to review traffic order and safety in the first 6 months and the directions and tasks for the last 6 months

On the afternoon of July 15, the National Traffic Safety Committee held a nationwide teleconference to review the work of ensuring traffic order and safety in the first 6 months of the year and implement tasks in the last 6 months of 2022. Standing Deputy Prime Minister, Chairman of the National Traffic Safety Committee Pham Binh Minh chaired the conference. At the provincial bridge point, the conference drew the attendance of Vice Chairman of the Provincial People's Committee, Standing Deputy Head of the Provincial Traffic Safety Committee Nguyen Hung Nam and leaders of a number of related departments and branches, leaders of the People's Committees of districts, town and city.

According to the report of the National Traffic Safety Committee, in the first 6 months of the year, the traffic police force has handled 1,379 million cases of violations of traffic order and safety on roads, railways and inland waterways; made a fine of over 1,634 trillion VND; stripped more than 144,000 driving licenses, professional certificates and licenses, and seized over 241,000 vehicles of all kinds. As compared to the same period in 2021, the number of cases has decreased by 353,889 cases (down 20.42%), the fines reduced by more than 82 billion VND (4.81%). In the statistics of the first 6 months of the year, the number of inspected road vehicles is over 2.5 million vehicles; the number of inspected and monitored inland waterway means is 19,619 times, the sea-going ships at 815 times, in the railway sector there are 1,731 registered vehicles. In the first 6 months of the year, there are more than 322 thousand cars, more than 1,603 thousand motorbikes and more than 62 thousand newly registered electric motorbikes; more than 1,772 thousand new driving licenses have been issued nationwide. Vehicle load continues to be controlled synchronously and drastically: In the road sector, in the first 6 months of the year, 51,770 vehicles have been inspected, 1,424 driving licenses have been stripped, with a fine of 49.81 billion VND; the maritime sector has carried out 523 inspections, with no violation case; the railway sector has held five times of weighing and checking rolling stock, with no violation. Regarding traffic accidents in the first 6 months of 2022 (December 15, 2021 to June 14, 2022), there are 5,703 traffic accidents, 3,314 people killed and 3,690 people injured. As compared with the first 6 months of 2021, the number of traffic accidents decreased by 663 cases (10.41%), seeing an increase of 79 deaths (2.44%) and a decrease of 793 injured people (17.69%).

At the conference, delegates focused on exchanging, discussing and proposing solutions to overcome limitations in the first 6 months of the year and implementing tasks in the last 6 months of 2022.

Speaking at the conclusion of the conference, Standing Deputy Prime Minister, Chairman of the National Traffic Safety Committee Pham Binh Minh suggested that in the last 6 months of the year, ministries, branches and localities should focus on and drastically direct to reduce all three criteria on traffic accidents with the number of cases, deaths and injuries at least 5% as compared to 2021. The Deputy Prime Minister assigned the Ministry of Transport to inspect and review the documents system related to the work of ensuring traffic order and safety; make a plan to repair and maintain the transport infrastructure system; coordinate with other forces in ensuring vehicle load control, issue driving licenses in accordance with regulations; urgently develop an implementation plan to ensure traffic safety in the last 6 months of the year; the Ministry of Public Security directs the local police to maintain regular peak patrols, control and handle violations of traffic order and safety; completely solve traffic accidents related to alcohol concentration, issue driving licenses, tighten management on vehicle registration. The local education sector strengthens the education of traffic safety regulations for students. Localities need to take more drastic measures to control and reduce traffic accidents.

Speaking after the conference at the provincial bridge point, Vice Chairman of the Provincial People's Committee, Standing Deputy Head of the Provincial Traffic Safety Committee Nguyen Hung Nam asked departments, branches and localities to do better in the inspection and examination to ensure traffic order and safety and provincial traffic infrastructure; apply information technology, install camera systems at reasonable locations to monitor oversized and overloaded vehicles; strengthen the propaganda of people and businesses to obey traffic safety regulations; step up handling at the "black spots" locations, which have many potential risks of traffic accidents; strengthen inspection and supervision of traffic order and safety; branches and localities develop plans to carry out specific, practical and effective contents in order to substantially change the traffic safety situation in the province; propose and advise the Provincial People's Committee on the plans and solutions to upgrade traffic infrastructure./.
