This morning, on July 6, 2022, at the Hall of the Provincial People's Council and the Provincial People's Committee, the 17th Hung Yen Provincial People's Council, term 2021-2026, opened the 8th Session. The opening session drew the attendance of Mr. Tran Thanh Man, Politburo member, Standing Vice Chairman of the National Assembly; Mr. Nguyen Huu Nghia, Member of the Party Central Committee, Secretary of the Provincial Party Committee; Mr. Tran Quoc Toan, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Mr. Tran Quoc Van, Deputy Party Secretary, Chairman of the Provincial People's Committee; Mr. Pham Dinh Toan, Vice Chairman of the Office of the National Assembly; Mr. Nguyen Tuan Anh, Deputy Head of the Deputy Affairs Board under the National Assembly Standing Committee; members of the Provincial Standing Committee, members of the Provincial Party Executive Committee; Standing members of the Provincial People's Council, the Provincial People's Committee, the Provincial Fatherland Front Committee; leaders of departments, agencies, branches, unions of the province; leaders of districts, city and town.

Speaking at the opening of the meeting, Chairman of the Provincial People's Council Tran Quoc Toan emphasized: At this meeting, the Provincial People's Council will focus on discussing and giving opinions on such important issues as: Discussing and assessing the implementation of the socio-economic development plan; the state budget revenues and expenditures; the public investment capital plan for the first 6 months and the main tasks and solutions for the last 6 months of 2022; the report on the operation results of the Standing members, the Provincial People's Council’s Boards in the first 6 months, the orientations and key tasks in the last 6 months of 2022; the Report on the direction and administration of the Provincial People's Committee in the first 6 months and the key tasks and solutions in the last 6 months of 2022; considering and approving thematic monitoring program of the Provincial People's Council in 2023 at the request of the Standing members of the Provincial People's Council; considering adjusting and supplementing the 5-year medium-term public investment plan for the period of 2021-2025 and supplementing the public investment plan in 2022 in Hung Yen province; considering and approving investment policies for a number of public investment projects under the decision-making authority of the People's Council at the request of the Provincial People's Committee and deciding on other important contents. The contents that are considered, discussed and decided at this meeting are very important, Chairman of the Provincial People's Council Tran Quoc Toan suggested that the delegates of the Provincial People's Council promote democracy, responsibility and frankness in discussion, debate, focus on key issues; clearly express their views on each content, especially on draft resolutions so that the Provincial People's Council can make the right decisions, close to the actual situation, ensure the law, of good quality and high feasibility, for the development of the province and meeting the beliefs and expectations of voters, contributing to the success of the session.

Mr. Le Xuan Tien, Standing Vice Chairman of the Provincial People's Council, on behalf of the Standing members of the Provincial People's Council, presented the report on the activities of the Standing members of the Provincial People's Council and the Boards of the Provincial People's Council in the first 6 months, the key tasks in the last 6 months of 2022; the Report and draft resolution on the supervision program of the Provincial People's Council in 2023.

On behalf of the Provincial People's Committee, Standing Vice Chairman of the Provincial People's Committee Dang Ngoc Quynh presented the Report and draft Resolution on the implementation of the socio-economic development plan; the state budget revenues and expenditures; the public investment capital plan for the first 6 months of the year and the main tasks and solutions for the last 6 months of 2022.

Accordingly, in the first 6 months of the year, in the context of complicated developments in the world and in the region, the increased prices of some essential raw materials have greatly affected the situation of production and business in the country and the province. The Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee have led and directed drastically to realize the dual goal of preventing the Covid-19 pandemic while recovering and developing the socio-economic situation; together with the great efforts of all people and businesses in the province, up to now, the socio-economic situation has achieved quite positive results: Gross domestic product (GRDP) increased by 8.6%; State budget revenue increased dramatically, total budget revenue reached VND 25,817 billion, getting 132.2% of the yearly plan, up 161.8% over the same period in 2021. Budget expenditure is estimated to reach at VND 6,171 billion, equaling 36.9 % plan. The province has 422/534 schools reaching national standards. To create jobs for 9,750 people, reaching 39.8% of the plan, up 12% over the same period. Administrative reform has changed markedly; the ranking of PAR index in 2021 has improved significantly as compared to the previous year, specifically: Provincial Competitiveness Index (PCI) ranks the 39th out of 63 provinces and cities, up 14 levels; the Provincial Governance and Public Administration Performance Index (PAPI) ranks the 5th out of 63 provinces and cities, up 39 levels; Administrative Reform Index (PARINDEX) ranks the 12th out of 63 provinces and cities, up 10 levels; the Satisfaction Index of Public Administration Services (SIPAS) ranks the 3rd out of 63 provinces and cities, up 2 levels as compared to 2020. In the first 6 months of 2022, the implementation progress and capital disbursement of projects have attained good results as compared to the national average. The disbursement to June 30, 2022 reached VND 2,446.9 billion, getting 59% of the plan assigned by the Prime Minister and 26.4% of the plan assigned by the locality. The report also pointed out shortcomings, limitations, and provided 15 key tasks and solutions that need conducting in the last 6 months of 2022.

Speaking at the session, on behalf of the Standing Committee of the National Assembly, Standing Vice Chairman of the National Assembly Tran Thanh Man acknowledged and praised the efforts, drastic and creative direction of the Party Committee, the government and the people of Hung Yen province, especially the determination to overcome difficulties caused by the COVID-19 epidemic. Hung Yen province is a bright spot in term of economic growth as compared to the national average in the first 6 months of the year.

Standing Vice Chairman of the National Assembly Tran Thanh Man asked all levels of Party committees, authorities and Fatherland Front of Hung Yen province to continue to thoroughly grasp, strengthen propaganda work and promptly institutionalize the Resolutions of the Party, the National Assembly, the Government on the socio-economic development, finance, budget, public investment; National target programs, the programs on prevention and control of COVID-19 under the motto of flexible, safe adaptation and effective control of the epidemic and the socio-economic recovery and development programs, the financial and monetary solutions in 2022-2023, allocate sufficient resources to organize the implementation, ensure the effectiveness and efficiency. To fully, comprehensively and deeply grasp the impacts and difficulties of enterprises, people, each district and commune; highly focus on developing production and business and proactively prevent and combat the epidemic. To increase the disbursement of public investment capital; manage state budget revenues, ensure correct and adequate collection; resolutely reduce capital plans of projects that cannot be disbursed to transfer to the ones with high disbursement rate; overcome the situation of scattered investment, focus on investment spending on development. Hung Yen needs to maximize the advantages of a province with a favorable position as the gateway to the southeast of Hanoi capital, in the northern development triangle area, especially to improve traffic connection capacity from Hanoi to Hung Yen via the Ring No. 4 - Hanoi Capital Region, this is an important driving force to continue promoting socio-economic development, ensuring national defense and security in the Red River Delta in general and Hung Yen province in particular. To continue to uphold the responsibilities of cadres at all levels and branches, especially the responsibilities of the head. To actively prevent and reverse the deterioration of political ideology, morality, lifestyle and the expressions of "self-evolution", "self-transformation". To well perform the planning and rotation of cadres early and from afar; build an increasingly clean and strong political system, meeting the requirements of leadership, management, administration and organization of implementation of the Party's guidelines, policies and laws of the State. To maintain national defense, security, social order and safety, create a favorable environment for socio-economic development. To actively grasp the situation of political security, economic security, ideological cultural security, religious situation, not passive or surprised. To strengthen the suppression of crime and social evils; synchronously carry out solutions to prevent and combat crimes, especially drug crimes, ensure traffic safety and prevent fire and explosion. To be ready to promptly respond and effectively handle incidents, natural disasters, and rescue. The People's Council of Hung Yen province needs to continue to innovate its mode of operation, ensure the correct roles, tasks and powers of the People's Council, Standing members of the People's Council, boards, delegations and delegates of the People's Council in accordance with the Law on Organization of Local Government and related regulations, contributing to improving the quality of operations, especially the quality of meetings and supervision activities. Each member of the People's Council must always be closer to the people, and make many forms of meeting and listening to voters' opinions to find out the people's thoughts and aspirations. To actively coordinate with the National Assembly Delegation of Hung Yen province in supervising the implementation of the Resolutions of the National Assembly in the locality to ensure seriousness, quality and efficiency. To closely coordinate with the Provincial Fatherland Front Committee and mass organizations to well perform the supervision and social criticism on major decisions on the socio-economic development, the assurance of national defense and security, social security in the province.

Also at the meeting, the Provincial People's Committee had reports, presentations and draft resolutions as follows: On the policy of using provincial budget capital to support communes to invest in infrastructure to implement the National Target Program to build a new rural area in Hung Yen province in 2022-2023; the adjustment and supplementation of the 5-year medium-term public investment plan for the 2021-2025 period and the supplementation in the 2022 public investment plan; the approval of investment policies for a number of projects in the province; amending and supplementing a number of articles of the Resolution No. 292/2020/NQ-HDND dated July 10, 2020 of the Provincial People's Council stipulating the rate of collection, exemption and reduction of the regime of collection, payment, management and use of fees, charges under the decision competence of the Provincial People's Council; stipulating the content and level of expenditure for the selection of textbooks in the general education institutions in the province; stipulating spending levels for training and retraining teachers and administrators of educational institutions to implement new programs and new textbooks in the province; prescribing a number of policies on population work at grassroots levels in the province; the Report and draft resolution on the youth development in Hung Yen province in the period of 2022-2030.
