To digitize, provide essential public services to people and businesses

On 20/5/2022, the Provincial People's Committee issued the Official Letter No. 1292/UBND-PVHCC&KSTT on the digitization and provision of essential public services to serve people and businesses to meet the requirements of the Project to develop the application of data on population, identification and electronic authentication for national digital transformation in the period of 2022-2025, with a vision to 2030.

Accordingly, the Provincial People's Committee requests provincial departments, agencies and branches; the People's Committees of districts, town and city to urgently perform the following tasks:

Regarding the digitization of records and reuse of the results of digitization of records, the results of administrative procedures in receiving and handling administrative procedures:

+ Provincial departments, agencies and branches have well performed the work of digitizing records and reusing the results of digitized records, the results of handling administrative procedures related to personal and organizational information and papers in receiving and handling administrative procedures at the Center for Public Administration Service and Control of Administrative Procedures and the One-stop Shop of the Management Board of the Industrial Parks of the province (hereinafter referred to as the One-stop Shop at provincial level) from June 1, 2022 in order to enrich, update, supplement, connect and share administrative procedure data with the National Population Database;

+ The District-level People's Committees shall digitize dossiers and reuse the results of digitization of dossiers and administrative procedures in receiving and handling administrative procedures from December 1, 2022; the Commune-level People's Committees from June 1, 2023;

+ Particularly for 25 essential public services in Appendix I attached to the Decision No. 06/QD-TTg, provincial departments, agencies, branches, and the People's Committees of districts and communes shall base themselves on the list of administrative procedures under their jurisdiction to assume the prime responsibility for, and coordinate with relevant agencies and units in carrying out the digitization from July 1, 2022;

+ To focus on the effective implementation of the Plan No. 44/KH-UBND dated March 14, 2022 of the Provincial People's Committee on digitizing the results of settlement of administrative procedures under the handling competence of state administrative agencies in Hung Yen province.

Regarding the promotion and efficiency of online public service provision:

+ Provincial departments, agencies and branches, based on their assigned functions and tasks and guidance of ministries, central branches and relevant agencies and units, assume the prime responsibility for, and coordinate with the district-level People's Committees and the commune-level People's Committees to provide 25 essential public services on the National Public Service Portal in the Decision No. 06/QD-TTg and the list of essential public services of organizations and individuals at the Decision No. 422/QD-TTg in 2022;

+ Provincial departments, agencies and branches shall assume the prime responsibility for, and coordinate with the Office of the Provincial People's Committee in, standardizing and restructuring the process and operations of handling administrative procedures under their management on the basis of the guidance of ministries and central branches; integrate and provide online public services on the National Public Service Portal for the above essential public services in the direction of utilizing, exploiting and sharing among ministries, agencies, units and not request the reception officials to update the information on citizen and enterprise data already available in the national database, specialized database and the information system for handling administrative procedures;

+ Departments, agencies, branches of provinces, the People's Committees of districts, town and city, based on the actual situation of receiving and handling administrative procedure dossiers under the handling competence of the agency or unit, propose and register the target of online public services that generate dossiers and the rate of online settlement dossiers and send them to the Office of the Provincial People's Committee (the Center for Public Administration Service and Control of Administrative Procedures) before May 31, 2022 to summarize and report to the Provincial People's Committee for consideration and decision, specifically as follows: For provincial departments, agencies and branches: Register the ratio of administrative procedures to be solved online at level 3, level 4 at least 45% or more; the People's Committees of districts, town and city and the People's Committees of communes, wards and townships: Register the online rate of administrative procedure dossiers to be settled at level 3 and level 4, reaching a minimum of 35 % or more (the District-level People's Committees organize the implementation and synthesis of registration proposals for the commune-level People's Committees under their management);

+ The Department of Information and Communications shall assume the prime responsibility for, and coordinate with the Office of the Provincial People's Committee and relevant agencies and units in researching solutions, and advising the Provincial People's Committee to promulgate appropriate mechanisms and policies to promote the efficiency of providing and using online public services and boosting digital transformation in Hung Yen province in the period from now to 2025 according to the guidance of the Ministry of Information and Communications.

Regarding the implementation of electronic copy authentication from the original:

+ The Department of Justice shall assume the prime responsibility for, and coordinate with the Office of the Provincial People's Committee and relevant agencies and units in directing cadres and civil servants in charge of justice and authentication at the district-level People's Committees and the commune-level People’s Committees to carry out the authentication of electronic copies from the original according to the provisions of the Decree No. 45/2020/ND-CP dated April 8, 2020 of the Government on performing administrative procedures for comparison with copies to reduce the provision of information and travel time in conducting administrative procedures;

+ The Office of the Provincial People's Committee shall assume the prime responsibility for, and coordinate with the Department of Justice and relevant agencies and units in, organizing the guidance of professional processes and procedures for the service of authentication of electronic copies from the original according to the direction of the Office of the Government on the National Public Service Portal.
