Hung Yen province is ranked among the highest in the country on the Provincial Governance and Public Administration Performance Index (PAPI) in 2021.

According to the results announced at the Conference on May 10, 2022, the Provincial Governance and Public Administration Performance Index (PAPI) in 2021 is determined according to 8 content indexes, 29 component indexes and more than 120 component indicators on governance and public administration performance of all 63 provinces/cities. The PAPI index in 2021 surveyed 15,833 Vietnamese citizens who were randomly selected across all 63 provinces and cities in the country.

Analytical results from people's experiences and assessments expressed through the content axes of the PAPI index will be an important information channel that not only reflects the thoughts and aspirations of the people at the grassroots level, but also as the basis for the government system at all levels and policy makers to promptly adjust and perfect policies and operational methods to suit practical requirements.

Ranking by score, in 2021 Hung Yen province ranked the 5th out of 63 provinces/cities with a total score of 45,366 points, seeing an increase of 3,196 points as compared to 2020 (42.17 points), increasing by 39 levels as compared to 2020 (the 44th/ 63 provinces/cities).

Through scoring 8 contents of the PAPI index in 2021, Hung Yen has 4/8 content axes in the group of provinces with the highest scores nationwide, including: Local people's participation reached 5,403 points, ranking the 5th/63 provinces and cities, up 0.092 points and up 9 levels as compared to 2020 (in 2020 ranking the 14th out of 63 provinces/cities), 0.452 points lower than the province with the highest score in the country (Thanh Hoa 5,855 points); Publicity and transparency attained 5,859 points, ranking 06/63 provinces/cities, increasing 0.668 points and raising 35 levels as compared to 2020 (in 2020 ranking 41/63 provinces/cities); 0.392 points lower than the province with the highest score in the country (Binh Duong: 6,251 points); Corruption control in the public sector reached 7.54 points, ranking the 5th out of 63 provinces/cities, increasing by 0.717 points as compared to 2020 and up 30 levels as compared to 2020 (in 2020 ranking 35/63 provinces/cities); 0.606 points lower than the province with the highest score in the country (Binh Duong 8,146 points); Public administrative procedures gained 7,504 points, ranking 6/63 provinces/cities, increasing 0.071 points and up 19 ranks as compared to 2020 (ranking 25/63 provinces/cities in 2020); 0.261 points lower than the province with the highest score in the country (Vinh Phuc 7,765 points). In addition, other content axes have also increased points and ranks as compared to 2020 such as: Accountability to the people reached 4,419 points, ranking the 19th out of 63 provinces/cities, up 31 ranks as compared to 2020; Public service provision attained 7,999 points, ranking the 14th out of 63 provinces/cities, up 13 ranks as compared to 2020; Environmental governance achieved 3,651 points, ranking 23/63 provinces/cities, up 38 ranks as compared to 2020; E-governance gained 2.99 points, ranking the 21st out of 63 provinces/cities, up 2 levels as compared to 2020.

This result is an objective reflection of the synchronous solutions that Hung Yen province has been conducting over the past time in improving the operation efficiency of the government apparatus, meeting the satisfaction of the people in the province.
