On the morning of April 26, at the Hall of the Provincial People's Council and the Provincial People's Committee, the 17th Hung Yen Provincial People's Council held its 7th session. In the attendance were Mr. Tran Quoc Toan, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Mr. Tran Quoc Van, Deputy Party Secretary, Chairman of the Provincial People's Committee; members of the Provincial National Assembly Delegation; deputies of the Provincial People's Council; Standing members of the People's Council, the People's Committee, the Provincial Fatherland Front Committee; leaders of provincial departments, divisions, branches and unions; leaders of the People's Councils, the People's Committees of districts, town and city.

Speaking at the opening of the session, Chairman of the Provincial People's Council Tran Quoc Toan emphasized: In the first months of 2022, Hung Yen province and the whole country continue to carry out tasks under the influence of the Covid-19 pandemic, but with the drastic and effective leadership and direction of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the active and proactive participation of the Fatherland Front and socio-political organizations at all levels, branches and political system, the province has achieved many important results. With the determination to constantly improve the quality and efficiency of the People's Council; based on the provisions of the Law, the actual situation and requirements of the province; on the basis of agreement with the People's Committee, the Vietnam Fatherland Front Committee of the province, the Standing members of the Provincial People's Council decided to convene the 7th session (the irregular meeting) for the Provincial People's Council to promptly consider and decide on a number of important issues in the socio-economic development. The contents submitted to this meeting have been carefully and qualitatively prepared by the Provincial People's Committee; received complete comments from the boards of the Provincial People's Council in the process of preparing and conducting the close examination. Delegates of the Provincial People's Council, with the responsibility of the people's representatives before the voters, should focus on carefully studying the provisions of the law, the actual situation of the locality, the feasibility and effectiveness of each content to make the right decision, ensure that the Resolutions passed by the Provincial People's Council at the meeting are in accordance with the law, soon come to life and promote effectiveness.

At the meeting, the Provincial People's Committee submitted to the Provincial People's Council such reports, proposals and draft resolutions as: The promulgation of regulations on content and spending levels for preparation, organization and participation in examinations, competitions and contests applicable to the field of education and training in Hung Yen province; the assignment of the number of employees and contract workers according to the Government's Decree No. 68/2000/ND-CP dated November 17, 2000 in public non-business units and associations funded by the State in 2022 of Hung Yen province; the regulation of content and spending levels to support the development of collective economy and cooperatives in the province in the period of 2022-2025; the adjustment and supplementation of the 5-year financial plan for the period of 2021-2025 in Hung Yen province; it is expected to adjust and supplement the 5-year medium-term public investment plan for the period of 2021-2025 and the plan to use the increase in provincial budget revenue in 2021; approve the list of projects whose land needs recovering to be adjusted and supplemented in 2022 in the province; approve the list of projects using land for rice cultivation under 10ha to be adjusted and supplemented in 2022 in the province; the proposal and draft resolution on approval of investment policies for a number of public investment projects under the authority of the Provincial People's Council.

Next, representatives of the Boards of Cultural – Social Affairs, Legal Affairs, Economic – Budgetary Affairs of the Provincial People's Council presented the Verification Report on the reports and propposals to the Provincial People's Committee submitted in the meeting.

After that, the meeting conducted a vote to dismiss Mr. Pham Van Khue from the position of Vice Chairman of the Provincial People's Council, term 17, for the period of 2021-2026, due to being assigned and appointed to hold the position of Head of the Organizing Commission of the Provincial Party Committee; Mr. Nguyen Ngoc Thuyen, former Chief of Office of the Provincial People's Committee, from the position of member of the Provincial People’s Committee, term 17, for the period of 2021-2026, due to his retirement and enjoying the social insurance regime as prescribed. Also at the meeting, the delegates of the Provincial People's Council voted to elect Mr. Le Xuan Tien, Member of the Provincial Standing Committee to hold the position of Standing Vice Chairman of the Provincial People's Council, term 17, for the period of 2021 -2026.

After a period of serious and responsible work, at the 7th session, the 17th Provincial People's Council completed the proposed contents and programs. 100% of the members of the Provincial People's Council highly agreed, voted to approve the Resolutions on personnel work and 18 thematic resolutions.

Speaking at the closing of the session, Chairman of the Provincial People's Council Tran Quoc Toan said: The adoption of resolutions at the meeting is important. However, the early implementation to bring resolutions to life is even more important. These are extremely urgent issues in order to solve issues that voters and people in the province are particularly interested in, therefore, the Provincial People's Committee is requested to direct all levels, branches and localities to focus on well performing a number of key tasks as follows: Based on the actual situation, there is a solution to develop budget revenue and expenditure estimates to ensure effective savings in the direction of increasing spending on development investment to improve infrastructure and the socio-economic development in the province. To take initiative in resources to perform spending tasks when there are new changes in mechanisms and policies promulgated by the Central Government; specific policies, programs and schemes promulgated by the province to promote economic development and ensure social security. In the annual capital allocation plan, it is necessary to arrange a capital balance between the total investment and the completed volume of the works with a large total investment and a large completion volume in order to arrange a reasonable ratio. To strengthen inspection of the public investment sector, prevent public investment arrears, especially at district and commune levels. To enhance the supervision of the management and use of state budget capital and loan sources to ensure investment efficiency. For payroll management of employees and contract workers according to the Decree No. 68/2000/ND-CP dated November 17, 2000 of the Government, the Provincial People's Committee is requested to direct functional branches and localities in the province to organize to review and assess the current situation, determine the needs of employees of each unit to develop an appropriate recruitment plan, especially recruiting teachers to ensure sufficient number and correct structure and improve quality, overcome partial redundancies and shortages. To direct and handle the redundant number of education officials, deal with the situation that the number of people present is more than the number of staff assigned at educational and training non-business units. To promote propaganda and dissemination of regulations on expenditure content and levels of examinations applicable to general education conducted at schools in the province to all levels of education management, educational institutions in the province; guide the timely application of expenditure contents and levels to ensure strict and correct regulations; strengthen inspection and examination of the implementation of promulgated policies, ensure the publicity, transparency and compliance with the law.
