The 17th Hung Yen Provincial People's Council in this morning, December 8 opened its 11th session at the Hall of the Provincial People's Council – the Provincial People's Committee. The opening session drew the attendance of Mr. Do Tien Sy, Member of the Party Central Committee, General Director of the Voice of Vietnam; Mr. Nguyen Huu Nghia, Member of the Party Central Committee, Secretary of the Provincial Party Committee; Mr. Tran Quoc Toan, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Mr. Tran Quoc Van, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; members of the Provincial Standing Committee, members of the Provincial Party Executive Committee; delegates in the provincial delegation of the National Assembly; deputies of the Provincial People's Council; Standing members of the People's Council, the People's Committee, the Vietnam Fatherland Front Committee of the province; leaders of provincial departments, agencies, branches and unions; leaders of districts, city and town.

Speaking at the opening of the session, Chairman of the Provincial People's Council Tran Quoc Toan emphasized: Under the correct, wise and timely leadership of the Provincial Party Committee; the close and drastic direction and administration of the authorities at all levels; the close solidarity and coordination of all levels and branches; the drastic participation of the whole political system, together with the efforts and support of the People and the business community, the socio-economic objectives and tasks and local budget in 2022 have been successfully and comprehensively completed; Hung Yen province has quickly and successfully transitioned to a state of safe, flexible adaptation and effective control of the Covid-19 epidemic; urgently reopened the economy, restored socio-economic activities with solutions that have been implemented synchronously and drastically in association with promoting the expansion of vaccination against Covid-19 to the whole population. At the 11th session of the Provincial People's Council, the Provincial People's Council will consider, give opinions and decide on important contents, delagates focus on studying, actively discussing, giving practical and good quality opinions into the contents presented at the meeting, making an important contribution to the success of the meeting, meeting the expectations of voters and people in the province.

At the meeting, Mrs. Quach Thi Huong, Member of the Provincial Standing Committee, Chairwoman of the Vietnam Fatherland Front Committee of the province presented a report summarizing the opinions and recommendations of voters before the regular meeting at the end of 2022.

On behalf of the Provincial People's Committee, Mr. Trinh Van Dien, Director of the Department of Planning and Investment presented the Report and draft Resolution on the implementation of the socio-economic development plan in 2022; the goals, tasks and solutions in 2023. Accordingly, with the goal of creating a stable environment for development, supporting and removing difficulties for businesses and people, adapting safely, flexibly and protecting optimally people's health, ensuring social security; the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee have led, directed and administered drastically, along with the efforts of all levels, branches, organizations, economic sectors and people in the province, the province's socio-economic situation has achieved positive results in all fields. Despite many difficulties and challenges, the province's economy has recovered and grown rapidly, the economic growth rate in 2022 reached 13.4%, this is the highest increase in the past 12 years. The growth of each industry has exceeded the set plan, of which: Industrial production index increased by 10.5% (plan: 8.7%; in 2021 up 9.28%); construction production value increased by 41.52% (plan: 5%, in 2021 up 0.59%); the value of commercial production and services increased by 19.32% (plan: 5.5%, in 2021 up 3.38%); agriculture and fishery maintained a growth rate of 2.5% (the plan up 2.2%, in 2021 up 2.93%). The economic structure continues to shift in the direction of increasing the proportion of industry, construction and services, specifically in 2022: Industry and construction account for 63.91%; trade and services account for 28.60%; agriculture and fishery account for 7.49% (Plan: Industry, construction 64%, trade and service 28%, agriculture and fisheries 8%; in 2021: Industry, construction 63.46%, trade and service 27.95%, agriculture and fishery 8.59%). GRDP per capita is 102.3 million VND, reaching 107.68% of the plan, up 16.1% (plan: 95 million VND, in 2021: 88.1 million VND). Total development investment capital reached VND 57,618 billion, up 45.53% compared to 2021. Labor productivity is estimated at VND 196 million/worker, up 11.8% (It reached VND 169 million/worker in 2021, up 5.81%). Total retail sales of goods and services is 60,938 billion VND, up 61.1% (in 2021: 37,824 billion VND); export turnover is estimated at 6,300 million USD, reaching 112.5% of the plan, up 1.25% over the same period in 2021 (plan: 5,600 million USD; in 2021: 5,479 million USD). State budget revenue has increased dramatically, total budget revenue in 2022 is estimated at 50,850 billion VND, reaching 260.4% of the estimate, up 2.67 times compared to 2021. Total budget expenditure is 16,069.6 billion VND, reaching 88. 6% of the estimate. It is expected that 20 more communes will meet the newly advanced rural standards, 10 communes meet the newly model rural standards, 15 residential areas are recognized as model residential areas; urbanization rate reaches 43.5%; the whole province has five more schools meeting national standards, bringing the total number to 428/539 schools meeting national standards. To maintain the natural population growth rate below 1%; the sex imbalance ratio at birth is 118.6 boys/100 girls. The percentage of communes recognized as meeting national standards for health is 100%. The proportion of people participating in health insurance reaches 92.6%. The rate of workers in the age group participating in social insurance reaches 40.29% (plan 37.5%). Life expectancy is over 74 years old; 9.3 doctors and 30 hospital beds/10,000 people. To create new jobs for 2.5 thousand workers. The rate of trained workers is 68%, the rate of trained workers with degrees and certificates is about 28.5%. The rate of poor households according to the new multidimensional poverty line is 1.94%, down 0.61%. The percentage of cultural villages and residential groups is 89.7%; the rate of cultural families is 92.2%; the rate of cultural agencies, units and enterprises is 92%. Administrative reform has changed markedly; ranking of PAR indexes has improved significantly, specifically: Provincial Competitiveness Index (PCI) in 2021 ranks the 39th out of 63 provinces and cities, up 14 levels; the Provincial Governance and Public Administration Performance Index (PAPI) ranks the 5th out of 63 provinces and cities, up 39 levels; Administrative Reform Index (PARINDEX) ranks the 12th out of 63 provinces and cities, up 10 levels; the People's Satisfaction Index of Public Administrative Service (SIPAS) ranks the 3rd out of 63 provinces and cities, up 2 levels compared to 2020.

At the 11th session, the Provincial People's Council considers and discusses to pass a number of resolutions on the socio-economic development situation, revenue and expenditure estimates, and local budget allocation plans in 2023 and mechanisms and policies for socio-economic development. Notably, there are a number of important resolutions that have great impacts on the socio-economic life of the province such as: the Resolution on decentralization of revenue sources, spending tasks of local authorities at all levels and the ratio of percentage distribution of revenues among budget levels for the period of 2023-2025; the Resolution on the principles, criteria and norms for the allocation of recurrent expenditure estimates of the local budget for the period of 2023-2025; The Resolution on the policies to support and encourage the use of cremation in the province; the Resolution on the urban areas, inner towns of city, town, townships, residential areas that are not allowed to raise livestock and policies to support when relocating livestock production facilities out of the prohibited areas of breeding permits in the province; the Resolution on funding support for population collaborators in villages, residential groups, residential areas in communes, wards and townships in the province; the Resolution on stipulating the level of support from the state budget to pay health insurance for people of agricultural and fishery households with average living standards in the province in the period of 2023-2025; the Resolution on the regular level of support for the titles of captains and vice captains of the civil defense team and the norms of equipment for fire prevention and fighting and rescue for the civil defense forces in the province; the Resolution stipulating the rate of collection of a number of fees under the decision-making authority of the Provincial People's Council for online public service provision...

At the meeting, the Procurator General of the Provincial People's Procuracy presented a report on the situation of law observance and supervision in 2022, the tasks and solutions in 2023; the Chief Justice of the Provincial People's Court presented a report on adjudication work in 2022, the tasks and solutions in 2023.

In the afternoon, delegates of the Provincial People's Council discussed in groups and ended the first working day.

Tomorrow, December 9, the meeting enters the second working day and closes. According to the expected content, the working program of the second working day is as follows: Summary report of opinions in the discussion groups; relevant agencies respond to opinions and recommendations of voters and questions from delegates of the Provincial People's Council; the Chairman of the Provincial People's Committee makes a speech, explains to clarify the issues of concern to voters and the opinions of the Provincial People's Council’s delegates; adopting the Resolutions of the meeting; electing and dismissing a number of positions under the decision-making authority of the Provincial People's Council; closing the meeting.
