To implement the Resolution No. 131/NQ-CP dated October 6, 2022 of the Government on promoting reform of administrative procedures and modernizing methods of direction and administration to serve people and businesses

On 01/11/2022, the Provincial People's Committee issued the Official Letter No. 2918/UBND-PVHCC&KSTT on the implementation of the Resolution No. 131/NQ-CP dated October 6, 2022 of the Government on promoting reform of administrative procedures and modernizing methods of direction and administration to serve people and businesses.

Accordingly, the Provincial People's Committee requests departments, agencies, branches and the People's Committees of districts, town and city to perform the following tasks:

- Regarding improving the efficiency of administrative procedures to serve people and businesses:

+ To strictly implement publicity and transparency in receiving and handling administrative procedures, ensuring that 100% of administrative procedures are published, fully disclosed, on time and 100% of administrative procedures received and settled at agencies and units, whose processing status is monitored on the Public Service Portal and the province’s electronic one-stop-shop system (the province’s administrative procedure settlement system), synchronize with the National Public Service Portal so that people and businesses can monitor and evaluate the implementation process.

+ To review and strengthen the one-stop-shop department of the Management Board of the Industrial Parks of the province, the one-stop-shop departments at district and commune level and implement the Brand Identity Kit at the one-stop-shop department at all levels in the direction of the Government Office, the Office of the Provincial People's Committee, ensure the effective implementation of the Scheme on renewal of the implementation of the one-stop-shop mechanism in handling administrative procedures in the Decision No. 486/QD- TTg dated March 27, 2021 of the Prime Minister, meet the requirements of the service administration. Completion time in December 2022.

+ To thoroughly grasp and strictly perform the receipt and settlement of administrative procedures and public services under the handling competence; strengthen discipline and administrative discipline, renew working methods and styles, and resolutely handle in accordance with regulations the cadres, civil servants and public employees who engage in the acts of harassment, negativity, trouble or intentionally set administrative procedures in contravention of regulations or delay, return the dossier many times; people and businesses have to go back and forth many times to complete and supplement their records, causing time and expense.

+ To speed up the process of digitizing records and results of administrative procedures at the Center for Public Administration Service and Administrative Procedures Control of the province, the one-stop-shop department of the Management Board of the Industrial Parks of the province, the one-stop-shop Department at district and commune level according to the Government's regulations in the Decree No. 45/2020/ND-CP, the Decree No. 107/2021/ND-CP, the Resolution No. 50/NQ-CP dated 8/4/ 2022 and the direction of the Provincial People's Committee.

100% of the results of administrative procedures are provided at the same time as an electronic version with full legal value for people and businesses; not require people to provide documents, the results of administrative procedures have been digitized in accordance with regulations.

+ Regarding building internal process to handle administrative procedures: Departments, agencies and branches actively review, assume the prime responsibility for, and coordinate with relevant agencies and units to develop and submit to the Chairman of the Provincial People's Committee for approval of the internal process of handling administrative procedures for administrative procedures within the scope of state management functions assigned as prescribed; ensure that 100% of administrative procedures under the handling competence of provincial, district and commune agencies complete the development of internal and electronic processes in handling administrative procedures, have information, data at the province’s administrative procedures system.

To coordinate with the Office of the Provincial People's Committee in the process of developing an electronic process to handle administrative procedures on the basis of the internal process of handling administrative procedures approved by the Chairman of the Provincial People's Committee.

+ To strengthen the guidance for people and businesses to carry out administrative procedures online through the National Public Service Portal and the Provincial Public Service Portal; Departments and branches focus on restructuring business processes to perfect online public services to integrate and provide on the National Public Service Portal for administrative procedures within their settlement, ensuring the principle of taking the user as the center.

To strictly implement the receipt and processing of online applications, not let the slow or late situation of processing applications.

+ To promote the implementation of online payments on the National Public Service Portal, the Provincial Public Service Portal; coordinate with the Department of Finance in studying and proposing competent authorities to reduce fees and charges in the case of online payment to encourage people and businesses to participate in the implementation.

+ To review, standardize and electronicize application forms and declarations in the direction of reducing at least 20% of declared information on the basis of reusing digitized data; accelerate the implementation of digital signatures in administrative procedures and on platforms and mobile devices when eligible. To coordinate with the Office of the Provincial People's Committee to research and organize the implementation of administrative procedures regardless of administrative boundaries.

+ To carry out solutions to improve service quality and satisfaction of people and businesses; assign the focal point to control administrative procedures to regularly update and monitor the results of the assessment of service quality for people and businesses in handling administrative procedures and providing public services at agencies, units and localities to ensure according to the sets of indicators in the Decision No. 766/QD-TTg dated June 23, 2022 of the Prime Minister and on the National Public Service Portal.

To personalize the responsibilities of individuals, organizations, agencies and units under their management in keeping records late in handling administrative procedures and public services; 100% of administrative procedures under delay must have a report explaining the reason to the head of the agency or unit and apologize to the people in accordance with the provisions of the Decree No. 61/2018/ND-Cp dated April 23, 2018 of the Government.

+ To carry out the reception and handling of complaints and recommendations on problems and inadequacies in the implementation of administrative procedures.

- Regarding modernizing the method of direction and administration:

+ Departments, agencies and branches shall assume the prime responsibility for, and coordinate with People's Committees of districts, town, city and related agencies and units in urgently building, completing and putting into operation national databases, specialized databases of ministries and central branches deployed nationwide and specialized databases under the management of assigned branches and domains in the province, approved by the Provincial People's Committee to ensure on schedule, serve the province's digital transformation in the period of 2022-2025.

+ To promote connection, integration and sharing of information and data between information systems and databases serving the direction and administration of the Government and the province; handle administrative procedures, provide online public services; provide utilities for people, businesses and promote socio-economic development.

When building or upgrading specialized information systems and databases, it is mandatory to have components and functions to connect and share digital data with information systems and other databases related the design in accordance with the Government's Decree No. 47/2020/ND-CP dated April 9, 2020 on management, connection and sharing of digital data of state agencies.

+ Departments, agencies, branches and the People's Committees of districts, town and city continue to strictly implement digital signing, send and receive documents and process work files in the electronic environment at state agencies and government at all level; no later than December 2023, complete the processing of documents in the electronic environment at the People's Committees of communes, wards and townships in the province.

+ On standardizing the reporting regime, building a reporting system at the request of the Government in the Decree No. 09/2019/ND-CP dated January 24, 2019 stipulating the reporting regime of the State administration agency.

Departments, agencies and branches shall assume the prime responsibility for, and coordinate with the People's Committees of districts, town and city in regularly strictly controlling the regulation of periodical reporting in the documents with the competent of promulgation or advising agencies, the competent person of promulgation in accordance with the provisions of the Decree No. 09/2019/ND-CP.

To strictly conduct the reporting regime according to the Decision No. 05/2020/QD-UBND dated October 20, 2020 of the Provincial People's Committee stipulating the periodical reporting regime to serve the objectives of state management in Hung Yen province on the Hung Yen Provincial Reporting System at http://baocao.hungyen.gov.vn.
