The Decision of the Prime Minister approving the program "Promoting lifelong learning activities among workers in enterprises until 2030"

On 19/10/2022, the Prime Minister issued the Decision No. 1268/QD-TTg approving the program "Promoting lifelong learning activities among workers in enterprises until 2030".

According to the Decision, the objective of the Program is to continue to arouse and promote the nation's tradition of studiousness among workers; propagate and mobilize workers at the enterprise to form the habit of self-study and active lifelong learning; support and create favorable conditions for workers at enterprises to study and improve their professional qualifications and skills; strengthen the application of information technology in working, access to the open education system, contribute to promoting the development of human resources, especially high-quality human resources to meet the requirements of the Fourth Industrial Revolution and international integration.

The detail goals are as follows:

- Regarding politics and law: Striving to reach 70% by 2025, 90% of workers in enterprises by 2030, to be propagated, disseminated, studied and grasped throughly the guidelines of the Party, the policies and laws of the State related to workers associated with the theoretical contents of the functions and tasks of the working class and the Vietnamese Trade Union.

- Regarding professional skills: Striving to reach 50% by 2025, 75% of workers in enterprises by 2030 to participate in learning to improve their professional skills.

- About life skills: Striving to reach 50% by 2025, 75% of workers in enterprises by 2030 to participate in learning life skills education.

- Regarding the application of information technology and digital technology: Striving to reach 40% by 2025, 65% of workers in enterprises by 2030 to be disseminated about information technology and digital technology.

- Regarding the learning model: Striving to reach 30% by 2025, 50% of workers in enterprises by 2030 to achieve the title of "Learning Citizen" issued by the competent authority.

+ Funds for the implementation of the Program include: The state budget shall support according to the ability to balance and decentralize the budget as prescribed in the Law on State Budget; funding from trade union finance on the basis of balancing revenues and expenditures of trade unions at all levels (excluding the state budget) and other lawful mobilized sources, in which:

- State budget support for the following expenditures: i) Expenses for organizing conferences and seminars to introduce and train the implementation of the Program's contents; ii) Expenses for investigation and survey on the situation and learning needs of workers in order to have appropriate and effective forms and measures of propaganda; iii) Propaganda expenditures: organizing propaganda activities (production of radio and television programs on the mass media, distribution of publications, media products, materials for propaganda activities) on promoting lifelong learning activities among workers at enterprises; iv) Expenses for law dissemination and education, raising awareness and responsibilities of all levels and sectors on promoting lifelong learning activities among employees at enterprises; v) Expenses for performing the tasks of inspecting and supervising the implementation of the Program.

- The trade union's financial resources for the following expenditures: i) Expenses for organizing dialogues and negotiations with employers to create conditions for workers to study; ii) Expenses for propaganda, compilation of documents, training for trade union officials to carry out the task of propagating and disseminating laws, improving qualifications, professional skills and life skills for workers; iii) Launching, organizing and implementing emulation movements on promoting lifelong learning activities among workers at enterprises; reward collectives and individuals with outstanding achievements in the implementation of the Program.

- Other funding sources for the following expenditures: i) Expenses for training and organizing training and retraining to improve professional qualifications and skills for employees when they first enter the enterprise, training for employees before changing to another job in the enterprise; ii) Encouraging enterprises to prioritize funding to improve skills for workers.

+ Based on the assigned tasks, annually, the Labor Confederation of provinces and centrally-run cities shall draw up the implementation plan of the Program and report it to the People's Committees of the provinces and centrally-run cities; at the same time making an estimate and sending it to the financial agency of the same level to allocate funds for the implementation of the Program.

+ The preparation and execution of cost estimates, accounting and finalization shall comply with the provisions of the Law on State Budget, the Law on Accounting and guiding documents.

In addition, the Decision also sets out the tasks, solutions and organization for the implementation of the Program.
