Looking back at 2021, in the context of many difficulties and challenges due to the impact of the Covid-19 pandemic, but with the drastic direction and administration of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the efforts to overcome difficulties of all levels, branches, the business community and people, up to now, the epidemic situation in the province has always been controlled, ensuring the safety of production, business and daily life of people; the socio-economic situation has gained positive results as compared to the national average. The province has completed all fields of socio-economic development in 2021, many targets have been met and exceeded the set plan. The province's gross domestic product (GRDP) increased by 6.52%, higher than the plan and as compared to 2020 (up 6.0% as in the plan; up 6.26% in 2020). Industries and fields maintained a good growth rate: Industrial production index increased by 8.8% (in the plan: up 8.0%); production value: Industry and construction rose by 8.74% (in the plan: up 8.0%); trade and services increased by 2.69% (in the plan: up 3%); agriculture and fishery rose by 2.78% (in the plan: up 2.2%). Export turnover is estimated to reach at USD 5,167 million, getting 107.6% of the plan, up 23.8%. Total retail sales of goods and services is 45,109 billion VND, reaching 102.5% of the plan, up 7.06%. The economic structure has shifted in a positive direction: Industry and construction account for 63.67% - trade and services: 27.65% - agriculture and fishery: 8.68%. Gross domestic product per capita (GRDP/person) reaches 87.7 million VND (in the plan: 84.5 million VND; 78.7 million VND in 2020). Budget revenue is estimated to reach at 17,300 billion VND, getting 127.3% of the plan, up 4% as compared to 2020. To effectively conduct the fields of education - training, health, culture and social security. The poverty rate is reduced to 1.32% (the plan: 1.5%; according to the poverty line in the 2021-2025 period, it is 2.55%). To create new jobs for 2,350,000 employees (the plan: 2.33 thousand employees). The percentage of cultural villages and quarters is 89.5% (the plan: 89.5%); the rate of cultural families: 92% (in the plan: 92%). The percentage of households using clean water reaches 92%.

Industrial production is an area heavily affected by the Covid-19 epidemic. Enterprises always both strengthen measures to prevent and control the Covid-19 epidemic, and conduct production and business activities, and look for new markets. The index of industrial production increased by 8.8% (in the yearly plan: up 8.0%). The infrastructure development of industrial parks and industrial clusters is concerned. There are 4 more industrial parks with a total area of ​​587.7 ha, approved by the Prime Minister for investment policy. The province and functional branches are studying, surveying, and making plans to add to the planning for 6 new industrial parks. To carry out ground clearance of about 150 ha (reaching 150% of the plan) and invest in synchronous infrastructure construction of about 100 ha of industrial park land (reaching 100% of the plan). Up to now, 16 industrial clusters have been established with a total area of ​​763.19 ha, and the total registered investment capital of VND 6,918 billion.

In 2021, the province has attracted 69 investment projects (down 34 projects as compared to the same period in 2020), including 50 domestic projects and 19 foreign projects; bringing the total number of investment projects in the province to 2,058 projects (1,559 domestic projects, 499 foreign projects), total registered capital of 244,096 billion VND and 5,929.8 million USD. There are 45 more projects put into operation, creating jobs for about 5,750 workers.

The activities to support enterprises in recovering, maintaining and developing production and business in association with ensuring safety for epidemic prevention and control are carried out drastically and effectively. In 2021, the province has 1,220 newly established enterprises (up 4.2%), the registered capital is 22,092 billion VND (up 79.5%). Up to now, the province has 13,405 enterprises registering to operate with a total capital of 144,022 billion VND, of which 66.3% of enterprises are operating.

Trade and services are the hardest hit by the Covid-19 pandemic, but still maintain a good growth rate as compared to the whole country with an increase in production value of about 2.69%, total retail sale of goods and services increased by 7.06%; exports rose by 8.78%; imports increased by 33.8%. Trade management activities are concerned, the province has directed to well perform the work of ensuring the balance of supply and demand, stabilizing the market to serve consumers, especially in the areas implementing the blockade, and social distancing. The province is proactively ready for solutions to organize trade promotion activities in the context of the Covid-19 epidemic, so that there is no shortage of goods and price fever.

Agricultural and fishery production continues to develop in the direction of commodity production in association with the implementation of the project on restructuring the industry towards increasing added value and sustainable development. The value of agricultural and fishery production is estimated to reach at 13,318 billion VND, up 2.78% as compared to 2020; in which agriculture is estimated to reach at 11,860 billion VND, up 2.55%; seafood attains 1,448 billion VND, up 4.69%. The epidemic situation on crops and livestock is well controlled, and no major epidemics have occurred in the province. The national target program on building new rural areas is focused on directing and performing, especially building advanced new rural areas and model new rural areas.

The state budget collection work has been completed in excess of the assigned estimate. As a result, the total budget revenue in the area is estimated to reach at 17,300 billion VND, getting 127.3% of the plan, up 4% as compared to 2020, in which: Import and export tax collection is 3,600 billion VND, reaching 105.9% of the plan, increasing by 6.5% as compared to 2020; domestic revenue is 13,700 billion VND, 34.4% higher than the estimate, up 4% as compared to the implementation in 2020. Budget expenditures are ensured according to the plan and efficiency.

The disbursement of public investment capital achieved good results. Right from the beginning of the year, the province has actively directed solutions to speed up the implementation and disbursement of the public investment capital plan; promptly remove difficulties and obstacles and transfer capital plans between slow-deployed works and projects to the ones with fast progress. The planned capital allocation is 6,070 billion VND; disbursement is estimated to attain at 96% of the plan.

Land management activities continue to be strengthened. The work of site clearance, land valuation, compensation and support for resettlement has been carried out drastically. The Provincial Standing Committee issued the Directive, the Provincial People's Committee issued the Scheme on strengthening the leadership, direction of the performance of site clearance works and projects in the province. Environmental protection activities continue to be concerned. To thoroughly treat establishments causing serious environmental pollution, increase inspection and supervision of large waste-generating facilities. At the same time, continuing to coordinate with Hanoi city in controlling, treating and minimizing the pollution of Bac Hung Hai river water and improving the environment of canals, ditches, ponds and lakes in the province.

Transport infrastructure continues to be strongly invested. In the year, more than 150 km of roads at all levels have been already invested. To actively deploy investment projects: the Project to build the road beside the road connecting Hanoi - Hai Phong expressway with Gie Bridge - Ninh Binh expressway; the project of a horizontal trunk road connecting the National Highway No. 39 (Km22+550) with the provincial road No.376; coordinate in implementing the project of a road connecting Hanoi - Hai Phong expressway with Gie Bridge - Ninh Binh expressway (phase 2)… The management and maintenance of roads and waterways are carried out regularly in accordance with the plan, ensuring safe and smooth traffic.

Socio-cultural activities have changed positively, the cause of education and training continues to develop, and people's health care is concerned. Educational institutions have organized online teaching according to the educational program, ensuring that the schedule of the 2021-2022 school year program is in accordance with regulations. Preventive health activities have been effectively conducted, epidemic surveillance regime is carried out regularly and seriously. The province mobilizes the whole political system to take part in the drastic implementation of the prevention and control of the Covid-19 epidemic; strictly perform social distancing, strengthen and expand testing, and proactive with arising situations. To arrange 16 medical facilities to collect, receive, isolate and treat patients; 36 quick and mobile response anti-epidemic teams at provincial and district levels. To prepare human resources and equipment to quickly respond to situations when an epidemic occurs. Propaganda activities are deployed in a variety and continuously, suitable to the actual situation so that people are proactive, not confused and worried. The collection, isolation and treatment are carried out actively, promptly, seriously, according to regulations and ensuring safety. The work of vaccination against Covid-19 has been accelerated. The management of the medical environment is strictly conducted, ensuring that it does not pollute the environment and not spread dangerous diseases to the community. The province promptly implements the policies of the Government, the Prime Minister and the province to support people, businesses and workers affected by the Covid-19 epidemic.

Administrative procedure reform has gained good results, creating favorable conditions for people to come and do business with agencies and units. The province has published 1,444 administrative procedures to the National Public Service Portal; provided 912 level-3 online public services and 570 level-4 online public services on the provincial public service portal. Social issues continue to be addressed, creating more jobs for workers. Political security, social order and safety have been maintained. People's living standards in general have been improved and enhanced.

However, besides the outstanding achievements, it is necessary to seriously consider the shortcomings such as: The agricultural and fishery sector has difficulties in harvesting, transporting and consuming; the risk of natural disasters and epidemics in animal husbandry is always hidden; the work of building brands and geographical indications for products is not much; a number of small and medium-sized enterprises, production and business establishments have not high management level, technology, competitiveness, financial potential is limited, it is difficult to make a big change in quality in production and business activities. Trade promotion activities are limited, some contents cannot be organized as planned; participation in trade promotion activities in provinces and cities cannot be performed. Investment capital for social development decreased over the same period, especially foreign direct investment capital (state investment increased by 19.34%). The construction progress of a number of traffic works is still slow, many projects have problems in ground clearance. Environmental pollution in daily life, industry, animal husbandry and aquaculture is still complicated. Cultural and social activities face many difficulties due to the impact of the epidemic; education - training must be conducted in an online form, affecting the quality of teaching and learning. The situation of social order and safety and security in rural areas is still potentially complicated; violations in land management, corridors of irrigational works and dykes have not been thoroughly remedied.

Total retail sales of goods and services are 48,000 billion VND. Total development investment capital is 42,000 billion VND. Local budget revenue is 19,525 billion VND, of which: Domestic revenue is 15,925 billion VND, revenue from import and export activities is 3,600 billion VND. Total local budget expenditure is 16,751.7 billion VND, of which: Development investment expenditure is 9,049 billion VND, recurrent expenditure is 7,490.5 billion VND. To strive 10 - 15 more communes to achieve advanced new rural areas, from 8 to 10 communes attain model new rural areas. To maintain the natural population growth rate below 1%. To mobilize resources to promote the restructuring of the agricultural sector towards a modern, efficient and sustainable direction, encourage the development of organic agriculture in association with the construction of enhanced new rural areas and model new rural areas; develop large-scale concentrated production areas, quickly put mechanization into production. To focus on exploiting well revenue sources, ensuring correct, sufficient and timely revenue collection into the state budget, completing and exceeding the 2022 budget revenue plan. To accelerate the performance and disbursement of public investment capital from the very beginning of the year.

To continue to well conduct programs and plans for socio-cultural development. To strengthen measures to prevent and control the Covid-19 epidemic, absolutely not subjective or neglect the developments of the epidemic, strictly comply with the regulations of the Central and the province on the Covid-19 prevention and control, suitable to the actual situation.
