According to a report at the conference, during the 4th outbreak of Covid-19 epidemic nationwide, more than 130,000 officials, teachers, lecturers, students, and pupils have been infected with Covid-19. Currently, more than 4.7 thousand officials, teachers, staff and students are being treated for Covid-19. As of January 15, 2022, over 72% of students aged 12 to 17 years old have been vaccinated against Covid-19 with the 2nd dose; 82% of school officials, teachers and staff get the second dose of Covid-19 vaccine.

Recently, implementing the Resolution No. 128/NQ-CP dated October 11, 2021 of the Government promulgating temporary regulations "Safely and flexibly adapting, and effectively controlling the Covid-19 epidemic", the Ministry of Education and Training issued the Official Letter No. 4726/BGDĐT-GDTC dated October 15, 2021 on the organization of direct teaching activities at educational institutions. In addition, the Ministry of Education and Training has issued official documents directing, guiding and supporting, creating the best conditions for schools to open and welcome students back to school safely. As of January 18, there are 14 provinces and cities nationwide that organize direct teaching for students of all levels in preschool and high school; 30 provinces and cities organize teaching directly, online and via television; 19 provinces and cities organize online and televised teaching.

Concluding at the workshop, leaders of the Ministry of Education and Training suggested that localities need to boldly, urgently and resolutely open schools as soon as possible so that students can return to school directly. The Ministry of Education and Training will review, adjust and issue guiding documents suitable to the new situation for all levels to deploy when opening schools. The Departments of Education and Training of provinces and cities need to actively advise the People's Committees of provinces and cities to urgently develop a plan to prepare letting students return to school immediately after the Lunar New Year holiday in 2022, even pre-school and primary school students have not been vaccinated; promote communication, create consensus for parents to have their children vaccinated against Covid-19 according to regulations and coordinate with schools to prepare the best conditions for their children to return to school. …

Speaking at the Hung Yen destination, Mr. Nguyen Duy Hung, Vice Chairman of the Provincial People's Committee requested the Department of Education and Training to closely coordinate with the Department of Health to speed up the progress of the 2nd dose of Covid-19 vaccine for students and officials, teachers, staff as prescribed. The Department of Education and Training proactively and urgently develops plans, scenarios, consulting measures, and submits them to the Provincial People's Committee to open schools as soon as possible, in which it is necessary to develop separate plans for each school level, subject, each subject of primary and final grade students. The People's Committees of districts, town and city, based on the assessment of the epidemic level, will take the initiative and decide to allow preschool, elementary, and junior high school students to return to school in safe conditions.
