The national teleconference summarizing the work in 2021, implementing the tasks in 2022 of the home affairs sector

On the morning of January 12, the Ministry of Home Affairs held a nationwide teleconference summarizing the work in 2021 and implementing the tasks in 2022 of the home affairs sector. Prime Minister Pham Minh Chinh attended and directed the conference. At the Hung Yen provincial destination, the conference drew the attendance of Standing Vice Chairman of the Provincial People's Committee Dang Ngoc Quynh; leaders of a number of provincial departments and branches; representatives of the Home Affairs Divisions of districts, town and city.

According to the report of the Ministry of Home Affairs, in 2021, the Ministry always closely follows the orientation, leadership and direction of the Politburo, the Secretariat, the Government and the Prime Minister to effectively implement the Resolutions of the 13th National Party Congress and the Government. The Ministry has advised the National Election Council and the Government, coordinated with the Party committees and local authorities to successfully organize the election of deputies to the 15th National Assembly and the People's Councils at all levels for the 2021-2026 period. To advise and propose the Government in the work of decentralization of state management with 12 branches and fields; 8 branches and fields need to complete regulations on decentralization among the Government and ministries and ministerial-level agencies; 15 branches and fields need to complete regulations on decentralization among the Government, the Prime Minister, ministries, ministerial-level agencies and local governments. In 2021, the whole country has reduced 7 professional organizations at provincial level, 1,648 organizations inside specialized agencies at departmental level and 451 specialized divisions at district level; in the period of 2019-2021, 8 administrative units at district level and 561 administrative units at commune level have been reduced. The whole industry has also exceeded the target of reducing the number of civil servants and the number of public employees receiving salaries from the state budget. The Ministry has advised and submitted to the competent authorities to supplement 27,850 teacher payrolls for localities to ensure the principle that students must have teachers. Administrative reform has also been drastically conducted by the Ministry. The Ministry has carried out inspections at ministries, branches and localities in accordance with their competence, order and procedures; inspected 739 legal documents of 63 provinces and cities. In 2022, the Ministry of Home Affairs sets out the action motto "Solidarity, discipline, exemplary, innovation, efficiency", overcomes shortcomings and challenges, striving to successfully implement the fields of work of the entire sector.

At the conference, representatives of ministries, branches and localities spoke and contributed many ideas that the Home Affairs sector should focus on performing such as training and fostering staff according to job positions; promoting administrative reform; renovating the organization and improving the operational efficiency of public non-business units; decentralization issues; urban government organization; arrangement of commune-level administrative units.

Speaking at the conference, Prime Minister Pham Minh Chinh praised the achievements of the home affairs sectors in 2021. In the coming time, the Prime Minister asked the whole industry to focus on such key contents as: Renovating and perfecting institutions and policies; the management mechanism for cadres, civil servants and public employees to ensure the synchronization and consistency in the whole system; coordinate in building and perfecting mechanisms and policies to detect, attract and utilize talents; tighten discipline, improve ethics, civil service culture, and professionalism of cadres, civil servants and public employees. The Ministry should soon complete the mechanism of decentralization, clearly delineate functions and tasks of each state administrative agency and organization, avoid overlapping, duplication, and arrange organizational structure streamlinedly. To effectively carry out the Master Program on Administrative Reform to 2030. To closely coordinate with the Ministry of Information and Communications to accelerate the digital transformation of ministries, branches and localities in order to build a digital government associated with the development of the digital economy and digital society towards a modern, streamlined, effective, efficient and clean administration to serve the people./.
