On the morning of September 20, Deputy Prime Minister Le Van Thanh chaired a teleconference to discuss the operation, difficulties, problems and solutions to restore the operation of industrial parks, economic zones, export processing zones, high-tech parks and industrial clusters with 28 destinations of provinces and cities. At the Hung Yen province’s destination, the conference drew the attendance of Mr. Dang Ngoc Quynh, Standing Vice Chairman of the Provincial People's Committee and leaders of relevant departments and branches.

According to the report of the Ministry of Planning and Investment, by the end of August 2021, in the whole country there are 397 established industrial parks (including 04 export processing zones); there are 291 industrial parks under the operation and 106 industrial parks in the process of basic construction. The industrial parks and economic zones nationwide have created jobs for nearly 4 million direct workers (including 456,000 foreign workers), seeing an increase of about 90,000 workers as compared to the end of 2020. In the whole country there are 03 hi-tech parks established in Hanoi, Da Nang and Ho Chi Minh City with a total area of ​​about 3,000 ha; 968 industrial clusters have been established with 730 industrial clusters already in operation, attracting about 13,500 investment projects in production and business; creating jobs for over 580,500 employees. Despite heavily affected by the Covid-19 epidemic, industrial parks and coastal economic zones across the country have attracted about 428 new investment projects and 517 projects that increase investment capital with the newly and additionally registered capital reaching about 8.1 billion USD (seeing an increase of 7.3% in newly and additionally registered capital as compared to the same period in 2020). Accumulated to the end of August 2021, industrial parks and economic zones across the country have attracted about 10,963 projects of foreign investors with a total registered capital of about 230 billion USD, the realized investment capital of about 68.9%.

At the conference, representatives of localities and businesses focused on discussing difficulties and problems and making recommendations on such content as: specific mechanisms and policies to support businesses; the costs related to isolation and testing; processing time, customs clearance of import and export shipments; instruction on threading, separating F0, F1 from the working environment.

Speaking at the conclusion of the conference, Deputy Prime Minister Le Van Thanh said that in the context of the complicated developments of the Covid-19 epidemic, the restoration of production and business and the removal of current difficulties need the close cooperation of agencies and units from the central to local levels and businesses. The Deputy Prime Minister requested the Ministry of Planning and Investment to proactively synthesize and grasp difficulties and problems of people and businesses to promptly solve; focus on important issues especially attracting investment. The Ministry of Health needs to make a specific plan to distribute vaccines to localities with industrial zones and clusters; guide solutions to prevent and control the epidemic, ensure absolute safety for workers to maintain the newly normal production state. The Ministry of Transport shall coordinate with ministries, sectors and localities in organizing appropriate traffic flow, ensuring the circulation of goods and raw materials for production, creating favorable conditions for workers to move, and reducing traffic jams. Enterprises need to urgently develop a recovery plan, return to production and business safely, adapt to the epidemic situation in the locality and the actual conditions of the business. Localities conduct flexible and effective epidemic prevention and control measures, creating favorable conditions for enterprises to carry out production and business activities.
