The Directive to the Prime Minister on accelerating the implementation of the Master Program on State Administrative Reform for the 2021-2030 period

On 2/9/2021, the Prime Minister issued the Directive No. 23/CT-TTg on accelerating the implementation of the Master Program on State Administrative Reform for the 2021-2030 period.

According to the Directive, on the basis of summarizing the reality of the past period and continuing to implementing the Party's guidelines on administrative reform, meeting the increasing requirements of people, businesses and society in the context of the strong impact of the Fourth Industrial Revolution and the trend of deeper international integration, the Government has issued the Master Program on State Administration Reform for the 2021 - 2030 period in the Resolution No. 76/NQ-CP dated July 15, 2021 (hereinafter referred to as the Master Program). To promote the implementation of the Master Program in a synchronous, unified and effective manner, the Prime Minister directed as follows:

+ Ministries, branches and localities continue to thoroughly grasp the Party's guidelines and policies on accelerating administrative reform, build an administration serving the people, of democracy, professionalism, modernity and cleanliness, strong, lean, effective, efficient and capable of creating and developing; taking the people as the center, taking the satisfaction of the people as a measure to evaluate the performance quality of the state administrative apparatus. Administrative reform must come from reality, meet the requirements of rapid and sustainable socio-economic development of the country, practical issues, which have been proven to be clear, agreed by the majority and effective, continue to implement. New issues, without regulations or their regulations that have surpassed reality, are necessary to boldly pilot, practice and learn from experience, gradually expand, not perfectionist and rush. Administrative reform is the responsibility of the whole political system, so it is indispensable to strengthen the leadership role of the Party committees at all levels and the consensus and unity of the people, organizations and society in the implementation of the administrative reform objectives and tasks. In the process of organizing and performing, it is necessary to promote information and propagate extensively about the goals, meanings and contents, tasks, solutions and results of the implementation of the Master Program to cadres and officials, employees, people, businesses and the whole society.

+ Ministers, heads of ministerial-level agencies, agencies attached to the Government and Chairmen of the People's Committees of provinces and centrally-run cities directly lead and direct the implementation of the Master Program and take responsibility before the Government and the Prime Minister for the results and progress of the assigned administrative reform tasks; strengthen the inspection and evaluation of PAR implementation seriously, honestly and objectively; tighten administrative discipline in the performance of official duties and tasks of the contingent of cadres, civil servants and public employees, clearly define the responsibilities of each individual and organization in the implementation of each task of administrative reform. To continue to innovate and improve the quality and effectiveness of monitoring and evaluation of the PAR Index of ministries, ministerial-level agencies, the People's Committees of provinces and centrally run cities; measure and determine the Satisfaction Index of people and organizations with the service of state administrative agencies, the Satisfaction Index of people with the quality of public health and educational services in accordance the Master Program and practical requirements, ensure a comprehensive, objective, fair, timely assessment that fully and multi-dimensionally reflects the results of administrative reform implementation in ministries, branches and localities.

+ To strengthen the roles, responsibilities and capacity of the standing administrative reform agency of the Government, ministries, branches, localities and agencies in charge of performing administrative reform contents in the Master Program. To conduct a clear, specific mechanism of assignment and coordination, clear in authority and responsibility among agencies and units in implementing administrative reform contents to ensure that the Master Program is conducted synchronously and commonly on the roadmap and set goals.

+ To focus on effectively performing and completing important tasks that have been given special attention and drastic direction by the Government and Prime Minister over the past time, which are:

- To continue to perfect the socialist-oriented market economy institution, open up resources, create an equal, open and favorable investment and business environment; innovate and improve the quality of construction, promulgation of legal documents and organize law enforcement. To improve institutions on business and competition, create favorable conditions for businesses to develop healthily, reduce informal transaction costs, increase publicity and transparency, and strengthen anti-corruption. To promote and perfect institutions and mechanisms for decentralization in order to clearly define tasks, powers, authority and responsibilities among the Government, ministries and branches; among the Government, the Prime Minister, ministries, branches and local authorities in order to ensure unified state management, promote the initiative and creativity of each level, each branch, each locality, especially the top.

- To conduct administrative reform in a more drastic, substantive and effective manner; in which, focusing on reviewing, reducing and simplifying business conditions and cumbersome, complicated and unnecessary administrative procedures, focusing on administrative procedures that are causing obstacles, restricting production and business activities and other administrative procedures directly related to people and businesses. To expeditiously complete the review, statistics, assessment and propose plans to reduce and simplify regulations and compliance costs related to business activities within the scope of management, esuring quality and efficiency on schedule. To strengthen the application of information technology and digital technology to standardize and simplify business processes; integrate forms, declarations and documents with duplicate information content; provide smart utilities to support people and businesses when dealing with administrative procedures. To step up decentralization in administrative procedures in the direction that the closest level to the grassroots and the people will be assigned for settlement, ensuring the principles of sectoral and territorial management, not let the situation of many layers, prolong the settlement time and cause harassment, negativity and trouble for the people.

- To well organize the receipt and handling of administrative procedures dossiers under the management of ministries, branches and localities; reduce the rate of delay in processing applications; seriously apologize to people and organizations when there is a delay. To regularly monitor and correct the working style, manners and attitudes of civil servants at the One-Stop-shop Department at all levels; build the image of a team of professional, responsible, disciplined, friendly and dedicated civil servants serving the people.

- To urgently complete the review and streamline the organizational apparatus and complete the functions and tasks of administrative agencies and public non-business units according to the regulations of the Government and the Prime Minister. To step up the formulation and improvement of policies and laws on the organization of the state administrative apparatus according to the provisions of the Resolution No. 18-NQ/TW and the Resolution No. 19-NQ/TW of the 6th Conference of the 12th Party Central Executive Committee and its guiding documents. To enhance pilot transfer of a number of public administrative tasks and services that the State does not necessarily have to perform to enterprises and social organizations; promptly review, summarize and gradually expand the appropriate and effective models.

- To speed up the development and issuance of guiding documents on determining job positions and the structure of civil servant ranks, employment positions and the structure of public employees in accordance with the Government's regulations. To strictly comply with regulations on management and use of cadres, civil servants and public employees under their management; ensure a fair, democratic, open and transparent competition mechanism in recruitment, appointment and promotion of civil servants and public employees. To strengthen inspection and examination to promptly detect and strictly handle violations in recruitment, appointment and rotation of cadres, civil servants and public employees.

- To prioritize resources, focus on effectively implementing the tasks of building and developing e-Government and digital government according to the roadmap, focus on perfecting the legal framework and national databases, application platforms to drastically innovate the method of direction, operation and management from traditional manual to electronic one and based on digital data, improving the quality of operations of state administrative agencies and public service delivery to people and organizations in the digital environment.

- To deploy and complete key tasks in the remaining months of 2021 and the following years.
