On 16/7/2021, the Prime Minister issued the Directive No. 19/CT-TTg on launching emulation to successfully implement the annual socio-economic development task and the 5-year plan (2021 - 2025) according to the Resolution of the 13th National Party Congress.
According to the Directive, in the past years, patriotic emulation movements have been organized and carried out effectively, strongly promoting patriotism and strength of national unity, encouraging and motivating all levels, sectors and people of all walks of life to overcome many difficulties and challenges, gained important and comprehensive achievements in all fields, and made a prominent mark in 2020 and the 2016-2020 period. Especially, the "dual goal" of both conducting effectively the prevention and control of the Covid-19 epidemic, and recovering and developing socio-economic situation, ensuring social security and people's life and health has initially been performed successfully... Thereby, continuing to create an important premise to promote the cause of industrialization and modernization of the country, the construction and defense of the Fatherland in the next period.
In the coming time, besides the advantages, the country will also face many difficulties and challenges, especially in the context of the world situation, many rapid and complicated changes of the region and the increasing impact and influence of serious consequences of natural disasters, epidemics, climate change... To promote the achievements, contributing to the successful implementation of the annual socio-economic development tasks and the 5-year plan (2021) - 2025) according to the Resolution of the 13th National Party Congress, the Resolution No. 50/NQ-CP dated May 20, 2021 of the Government on the Government's action plan to implement the Resolution of the 13th National Party Congress, the Prime Minister requests ministries, departments, branches, mass organizations, provinces and centrally-run cities:
- To continue to thoroughly grasp, deploy, propagate and organize the good performance of the Party's guidelines, the State's policies and laws on emulation and commendation; deeply grasp the patriotic emulation ideology of President Ho Chi Minh, the Directive No. 34-CT/TW dated April 7, 2014 of the Politburo on "Continuing innovating emulation and commendation work", create a stronger change in awareness, ideology and strengthen the leadership of the Party committees and authorities at all levels, uphold the roles and responsibilities of the head and the Emulation - Reward Council at all levels, make emulation really become a sense of self-discipline, responsibility and regular work of each level, each branch, each unit and individual; form the climax of revolutionary action, actively contributing to the successful implementation of the Resolution of the 13th National Party Congress.
- To organize emulation movements practically and effectively, closely follow the orientation and direction of the Party and State and the emulation theme "Unity, creativity, emulation to build and defend the Fatherland" launched at the 10th National Congress of Patriotic Emulation. To renovate the contents and methods of organizing emulation movements, with rich and diverse forms, specific and practical contents, focus on concretizing and well implementing 6 key tasks, 3 strategic breakthroughs, in order to strongly arouse patriotism, the will to national self-reliance, the aspiration to develop the country, and bring into play the total strength of the whole political system, striving by 2025, Vietnam will become a developing country with modern industry, surpass the low middle income level; successfully complete the five-year socio-economic development key targets (2021-2025) set out in the Resolution of the 13th National Party Congress.
- Ministries, departments, branches, Fatherland Front, mass organizations, provinces and centrally-run cities, based on functions, tasks and specific characteristics of localities and units, launch emulation movements suitable to each field of social life, regions and classes of people, associated with promoting the "Studying and following Ho Chi Minh's thought, morality and style"; emulate to build and perfect institutions for sustainable economic, cultural and social development...; emulate strongly in the development of science, technology and innovation, in association with arousing the country's development aspirations, creating breakthroughs to improve productivity, quality, efficiency and competitiveness of the economy, restructure the economy associated with growth model innovation; emulate in comprehensive national digital transformation to build and develop e-Government, towards digital government, digital economy and digital society; emulate in the construction and development of culture and society, study promotion, talent promotion, building a learning society, improving the people's material and spiritual life; emulate and successfully perform national defense, security and foreign affairs tasks, actively integrate into the world, create a peaceful environment and favorable conditions for the development of the country; improve the quality of emulation movements in the field of building the Party, the State and the whole political system; focus on building a clean and strong Party, raising the leadership capacity and fighting strength of Party organizations and Party members; buid a lean organizational structure, operating effectively and efficiently, serving the people, taking the people and enterprises as the center; step up decentralization of powers to strengthen inspection and supervision work and improve the quality of cadres, civil servants and public employees; uphold the responsibility to set an example, the spirit of creativity, dare to think, dare to do, dare to take responsibility of cadres and Party members, in association with promoting the prevention and fight against corruption and waste. To bring into play the patriotic emulation movement of the Fatherland Front and people's organizations, enhance the role of gathering and building the great national unity block, mobilize resources and creativity of the people and union members, actively contributing to the successful implementation of socio-economic development tasks of ministries, branches, localities and the whole country.
- Along with organizing emulation movements, it is necessary to regularly pay attention to discovering and fostering new factors and examples, propagate and replicate advanced examples, set an example of good people and good deeds, in order to promote and encourage emulation movements. Ministries, departments, branches, mass organizations, provinces and centrally-run cities make specific plans to foster and build new models and factors in each year and the whole period, which are carried out from the grassroots level and well synchronously conducted in all four stages: Detecting - fostering - summarizing - replicating advanced examples. Information and communication agencies actively innovate and diversify methods to promote the propaganda of President Ho Chi Minh's patriotic emulation ideology, the Party's guidelines, and policies and laws of the State on emulation and commendation; open specialized pages and categories and increase the duration to introduce and propagate good examples in emulation movements, the example of good people and good deeds in various fields.
- To continue to do well the state management of emulation and commendation. To focus on perfecting the legal system on emulation and commendation in accordance with the actual situation, overcome the current shortcomings and inadequacies. To regularly urge, examine, review, summarize and evaluate the effectiveness of emulation movements on the basis of evaluating the performance of political tasks of each agency or unit. To strengthen inspection, supervision, timely detect and strictly handle violations in the work of emulation and commendation. To enhance the role and responsibilities of the Emulation - Reward Council at all levels; innovate and improve the operational efficiency of emulation clusters and blocks. To arrange, train and foster a contingent of civil servants engaged in emulation and commendation work with moral qualities, solid political bravery, firmly grasp the Party's guidelines, and State’s policies and laws, have knowledge and experience sticking with the masses and emulation movements. At the same time, continuing to strengthen the organization, the apparatus stably, streamlinedly, effectively, efficiently and unifiedly from the central to local levels. This is an important factor that determines the quality of the advisory work and the results of the effective performance of the emulation movement and commendation work nationwide, contributing to the successful implementation of the Resolution of the 13th National Congress of the Party.
- Currently, while the situation of the Covid-19 epidemic is complicated, with many dangerous new strains, spreading very quickly, promoting the spirit of national unity, and the spirit of "fighting the epidemic like fighting against the enemy", the entire Party, army and people are determined to concentrate all their minds and resources, work together, and unite to fight the pandemic. Ministries, branches, localities and people nationwide focus on promoting emulation movements, mobilizing the participation of the whole political system, mobilizing all levels, branches and people to actively participate in the epidemic prevention and control, with the spirit of "every citizen is a soldier", unite, share and mutually support to overcome difficulties; promptly detect and fight against violations; continue to implement drastically, timely, synchronously and effectively solutions in the prevention and control of the Covid-19 pandemic, well control the risk of disease transmission from the outside, thoroughly extinguish the epidemic inside, apply information technology for rapid tracing, rapid zoning, reasonable testing, effective treatment, social distancing at the necessary scope and time, stop the source of infection, ensure the motto "5K + vaccine" and actively research and apply compulsory technologies in epidemic prevention and control; quickly test and vaccinate the people, focus on realizing the "dual goal", both effectively preventing and controlling the Covid-19 epidemic and protecting the people's health, and making good use of opportunities and efforts to the socio-economic recovery and development. All levels and branches promptly reward and encourage collectives and individuals to do well; criticize and review cases of negligence, subjectivity, and failure to fulfill responsibilities in the epidemic prevention and control.
- Ministries, departments, branches, provinces and centrally-run cities are responsible for organizing the implementation of this Directive. The Ministry of Information and Communications directs press agencies and media to strengthen information activities, widely propagate the contents of the Directive, create social consensus, and reach a high level of unity in the organization and performance of the emulation movement, associated with actively propagating, disseminating and replicating advanced examples.
