On the morning of July 14, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung chaired a teleconference to review the work of the first 6 months of the year and implement tasks for the last 6 months of 2021 in the labor, people with meritorious services and social sector; thoroughly conduct the Resolution No. 68/NQ-CP and the Decision No. 23/2021/QD-TTg. At the Hung Yen destination, in the attendance were Mr. Nguyen Duy Hung, Vice Chairman of the Provincial People's Committee; leaders of relevant departments and branches.

According to a report of the Ministry of Labor, War Invalids and Social Affairs, in the context of the complicated situation of the Covid-19 epidemic affecting people's lives, especially workers, the whole country has focused on implementing the dual goal of epidemic prevention and control and economic recovery and development, the Ministry of Labor, War Invalids and Social Affairs has coordinated with relevant ministries and branches to submit to the Government for promulgation of the Resolution No. 68/NQ-CP and the Decision No. 23/2021/QD-TTg stipulating a number of policies to support employees and employers facing difficulties due to the pandemic. By the end of the second quarter, the unemployment rate of employees at working age in urban areas is 3.7%; the rate of trained workers is about 65%; the rate of trained workers with diplomas and certificates is about 26%. The total number of Vietnamese people going to work abroad is 40,602 workers, reaching about 45.11% of the plan. Vocational education in the country is estimated to enroll 645,000 people (reaching 27.2% of the plan in 2021). The rate of employees at working age participating in social insurance is over 34%, and unemployment insurance at about 28%. In the first 6 months of the year, 412,733 people filed for unemployment benefits (equal to 79.8% in 2020); 380,636 people have decided to receive unemployment benefits (equal to 84.7% in 2020); there are 912,886 people receiving job placement counseling (up 59.1% in 2020) and 10,651 people receiving vocational training support (down 6.3% in 2020). The implementation of preferential policies for people with meritorious services to the Revolution is carried out fully, timely, with the right people and the right objects; the Ministry has submitted to the Prime Minister for recognition and granting the Certificates of National attribution for 369 martyrs, regranting 4,039 Certificates of National attribution and received 1,544 ADN samples to hand over to the assessment unit.

At the conference, delegates focused on discussing advantages and disadvantages in the process of implementing the Resolution No. 68/NQ-CP of the Government and the Decision No. 23/2021/QD-TTg of the Prime Minister on a number of policies to support employees and employers facing difficulties due to the local Covid-19 pandemic.

Concluding the conference, Minister Dao Ngoc Dung highly appreciated the efforts of the whole industry and localities over the past time. The Minister emphasized that in the coming time, the whole industry would steadfastly conduct the set goals. The Minister requested the local Departments of Labor, War Invalids and Social Affairs to quickly advise the province to implement the Resolution No. 68/NQ-CP of the Government and the Decision No. 23/2021/QD-TTg of the Prime Minister with proactive and positive spirit to ensure timeliness and effectiveness, right object, avoid negative and profiteering situation; localities not to take additional procedures in the implementation of support policies; promote administrative reform, technology application, digital transformation in all fields of the industry; media agencies to update and promote propaganda on support policies, promptly praise good examples, good practices, detect and criticize the one of bad working; examine and review issues related to the management of foreign workers in Vietnam; localities, departments and units of the Ministry to do better coordination.

Speaking at the provincial destination, Vice Chairman of the Provincial People's Committee Nguyen Duy Hung suggested that the Labor, War Invalids and Social Affairs sector should focus on completing the set plan in 2021, ensuring to perform well the prevention and control of the Covid-19 epidemic in all fields of the industry; well organizing the activities to celebrate the 74th anniversary of War Invalids and Martyrs' Day safely and appropriately; implementing the Resolution No. 68/NQ-CP of the Government and the Decision No. 23/2021/QD-TTg of the Prime Minister quickly and promptly to avoid negative situations, omission or exploitation of policies./.
