The Official Telegram on the application of measures to prevent and control the Covid-19 epidemic and develop the economy to realize " the dual goal"

On 05/6/2021, the Prime Minister issued the Official Telegram No. 789/CD-TTg on the application of measures to prevent and control the Covid-19 epidemic and develop the economy to realize " the dual goal".

According to the Official Telegram, some localities apply social distancing measures to combat the Covid-19 epidemic. Other localities also take measures to control people returning from epidemic areas. However, some places have conducted rigid and extreme measures affecting production and business activities, posing the risk of causing disruption in supply chain and large-scale production. The Prime Minister requested as follows:

- Ministers, heads of ministerial-level agencies, agencies attached to the Government, the People's Committees of provinces and centrally-run cities continue to thoroughly grasp and effectively implement the instructions on the epidemic prevention and control, carry out the "dual goal" of the Standing members of the Secretariat at the Official Telegram dated April 27, 2021 and the directions of the Government, the Prime Minister, the National Steering Committee for the Covid-19 prevention and control and other guidance from the Ministry of Health.

- The Chairmen of the People's Committees of provinces and centrally-run cities:

+ To discuss and agree with relevant localities to unify the application of measures in management of transport activities (including transportation of passengers, workers, goods, production materials, etc.) , ensure the control of the source of disease transmission but not to "block transport and ban trade", not cause congestion or negatively affect production and business activities; carry out medical isolation for the right subjects as prescribed for people coming from epidemic areas.

+ To direct the implementation of mandatory medical declaration for all participants in the transport of goods, supplies and equipment in service of the epidemic prevention and control, production and business, and workers in industrial parks, factories, enterprises; strictly sanction cases of failure to declare and making untruthful declarations.

- The Ministry of Transport shall assume the prime responsibility for, and coordinate with the Ministries of Health, Public Security and Industry and Trade in reviewing the organization of transport activities to epidemic areas to meet the requirements of the epidemic prevention and control and production and business activities; promptly correct the application of excessively necessary measures, causing traffic congestion and negatively affecting production and business activities.

- The Ministry of Industry and Trade shall direct, guide and ensure favorable conditions for trade, consumption and supply of goods between epidemic-affected localities and other localities.

- The Ministry of Health shall assume the prime responsibility for, review, inspect, urge and correct the application of medical isolation measures against the regulations for people from epidemic areas.
