On 09/5/2021, Chairman of the Provincial People's Committee Tran Quoc Van chaired an online meeting of the whole province on the Covid-19 epidemic prevention and control. After the meeting, the Provincial People's Committee issued the Notice No. 137 / TB-UBND on the conclusion of the Chairman of the Provincial People's Committee on the Covid-19 epidemic prevention and control.

Accordingly, the epidemic situation in the province today continues to develop complicatedly. The whole province has recorded 16 positive cases: My Hao: 07 cases and Khoai Chau: 07 cases (related to the National Hospital for Tropical Diseases); Phu Cu: 02 cases (related to Ly Nhan, Ha Nam); and many F1, F2, and F3 cases, especially related to the National Hospital for Tropical Diseases and K Hospital. In order to strictly control the epidemic situation, effectively localize and suppress the epidemic, the Chairman of the Provincial People's Committee requested as follows:

- Heads of departments, agencies, branches and unions of the province; Chairmen of the People's Committees of districts and communes; the heads of organizations, enterprises and people in the province continue to strictly and drastically implement the direction of the Central, the Government and the Prime Minister's instructions in the Notice No. 98 / TB-VPCP dated May 8, 2021 of the Provincial Party Committee, the instructions of the Provincial People's Committee at the Telegrams No. 860 / CD-CTUBND, No. 864 / CD-CTUBND, No. 883 / CD-CTUBND; the Official Letter No. 896 / UBND-KGVX dated 8/5/2021. To promote the leadership of the Party committees, the direction, administration and management of the government and mobilize the participation of the People and the whole political system; give prominence to the responsibility of the head, the responsibility to set the example of cadres and Party members in the epidemic prevention and control.

- From 0:00 on May 10, 2021, to carry out the following measures:

+ To implement the social gap according to the Directive No. 16 / CT-TTg dated 31/3/2020 of the Prime Minister for the entire My Hao town and 05 communes of Khoai Chau district: Dong Ninh, Tan Chau, Tu Dan, Dai Tap, Dong Ket.

+ To carry out the anti-epidemic measures according to the Directive No. 15 / CT-TTg dated March 27, 2020 of the Prime Minister for 05 communes of Van Lam district: Chi Dao, Lac Hong, Luong Tai, Dai Dong, Viet Hung.

+ The People's Committees of Khoai Chau, Van Lam districts and My Hao town shall assume the prime responsibility for, and coordinate with relevant agencies in effectively conducting measures to zone off the epidemic prevention and control; ensure safe conditions for people in the area of social distance.

- Tracing and testing:

+ The People's Committees and the steering committees at all levels, the Covid teams in community promote tracing of at-risk cases related to identified cases, soon complete the review of people who come for medical examination, treatment, care and visit of relatives at the National Hospital for Tropical Diseases from April 14, 2021 and Tan Trieu facility of K Hospital from April 22, 2021. To pay attention to classifying F1, F2, and F3 cases according to the guidance of the Ministry of Health in the Decisions No. 3468 / QD-BYT dated August 7, 2020 and No. 5053 / QD-BYT dated December 3, 2020.

+ Every week or when necessary, to organize a Covid-19 random test of medical staff in the high-risk departments and divisions and the staff working in the screening, diversifying and isolating areas; test for patients in some departments and divisions at high risks or severely affected patients when infected with Covid-19; test for the police force, the army and related forces at the front line of the epidemic prevention and control.

+ The Department of Health urges testing facilities to speed up and soon complete testing of risky cases.

- The Department of Health directs tightening the measures to prevent and fight against the epidemic in the medical examination and treatment establishments, as specifically:

+ To urgently review, supplement and complete the hospital's plan to respond to the epidemic situation according to the motto "4 on-site", including a plan to expand treatment facilities, prepare to be ready for: force, protective means, equipment, consumable supplies, essential drugs.

+ The medical examination and treatment facilities regularly evaluate the hospital and clinic in safety of the Covid-19 epidemic prevention and control according to the Decision No. 3088 / QD-BYT dated July 16, 2020 and No. 4999 / QD-BYT dated 01/12/2020 of the Ministry of Health.

+ To strictly organize screening, dividing and isolating patients right from the reception gate of the medical examination and treatment facility under the guidance of the Ministry of Health. To review the layout of the department and divisions; reasonable medical examination and treatment process, not allow patients to share the hospital bed; arrange a distance of at least 2m among patient beds; ensure natural ventilation.

+ To minimize family members and relatives to visit medical examination and treatment facilities. To limit inpatient hospitalization when it is not absolutely necessary. It is recommended that people go to primary health care for medical examination and treatment. To deploy online registration, make appointments before going for medical examination and treatment and recommend people to arrive on time, not before the appointment time.

+ The head of the medical examination and treatment facility is responsible for managing and directing all staff to raise awareness of the epidemic prevention and control: To strictly comply with the 5K recommendation, personal protective measures, not going to any high risk of infection areas such as bars, karaoke bars, movie theaters, weddings ...

- The Provincial police, departments, branches, the district and communal People's Committees, according to their functions, decentralization and management continue to strengthen inspection, supervision and strictly sanction violations of regulations on the epidemic prevention and control. To sanction at the highest level, and stop the operation of production and business facilities, enterprises and private clinics which do not meet the requirements of the epidemic prevention and control, strengthen penalizing the people not wearing face masks.
