The Government’s Resolution on ensuring national food security until 2030.

On 25/3/2021, the Government issued the Resolution No. 34 / NQ-CP on ensuring national food security until 2030.

According to the Resolution, food security (including food and foodstuff) has always been paid special attention and directed by the Party and State to ensure national food security both in the short term and in the long term. After more than 10 years (2009 - 2019) of implementing the Politburo's Conclusion No. 53-KL / TW (Term 10) on the National Food Security Project to 2020, significant achievements have been attained as follows: Ensuring the national food security firmly in all circumstances, making an important contribution to the socio-economic and political stability and national development, especially when there are fluctuations in the world economic crisis and the impact of the Covid-19 pandemic; participating in food supply to the world. Food and foodstuff production continues to develop; rice production increased from 39.17 million tons to 43.45 million tons, food averagely rose from 497 kg / person / year to over 525 kg / person / year, bringing Vietnam into the group of leading countries in foodstuff production; the output of meat of all kinds increased by 1.3 times, milk of all kinds rose by 3.36 times, eggs increased by 2.13 times; fishery output rose by 1.7 times. Undernutrition has been reduced to 10.8% in 2019; the People's living standards have been markedly improved, especially the rural people's income has increased by 3.65 times. Infrastructure system for production, circulation, and food reserve has been upgraded and modernized; distribution channels are constantly being expanded and perfected, improving production capacity, circulation and accessibility to food and foodstuff for the people.

However, the issue of food security in the country still has a number of limitations and weaknesses as follows: At times, there are places where the production is not under planning, leading to a partial surplus of food and affecting producers. The income of rice growers is still low, and the life of some people is still difficult. The organization of production, processing, trade, and assurance of food quality and safety still have many shortcomings. The stature and physical condition of the Vietnamese have been improved, but still slowly. Ensuring food security at the household level in some places is uncertain; the ability to access food diversely, timely and nutritiously remains a big challenge for people in remote, ethnic minority and mountainous areas.

The Government promulgates a Resolution on ensuring national food security up to 2030 with the overall goal of ensuring enough food for domestic consumption in all circumstances and partly for export; increasing income for people to ensure the access to good quality food and food safety; step by step improving the stature, physical strength and mentality of Vietnamese people.

Detail goal are as follows:

- Ensuring food supply: Using flexibly the rice land funding, improving the efficiency of rice land use, stabilizing 3.5 million ha of rice land, annually producing at least 35 million tons of rice, making the barrel to ensure national food security, meeting the needs of consumption, processing, storage and export. To develop vegetables and beans with an area of ​​1.2 - 1.3 million ha and an output of 23-24 million tons; fruit trees with an area of ​​1.3 to 1.4 million ha and an output of 16-17 million tons; the output of meat of all kinds is 6.0 - 6.5 million tons, fresh milk at 2.6 million tons, and 23 billion eggs; fishery output of 9-10 million tons ...

- To ensure people's access to food: Rice farmers in large-scale commodity rice production areas have an average profit of over 35% as compared to production costs. Rural people's income is 2 times higher than that of 2020. To synchronously develop infrastructure, circulation and distribution system to increase food access opportunities for people ...

- To ensure the nutritional and food safety requirements: Ensuring the nutritional needs with balanced diets, reducing the proportion of rice, increasing the use of meat, milk, eggs, fish, vegetables and fruits at all levels, contributing to improving the quality of life for the people, especially school-aged children. Raising caloric consumption to over 2,500 Kcal / person / day; reducing the rate of malnutrition among children under 5 years old with stunting form to below 19% and underweight form to less than 10.5%; the obesity rate among children under 5 years old in rural areas below 5% and below 10% in urban areas.

The Resolution also sets out nine main tasks and solutions: Promoting development, restructuring food production, associating with the market; investing in infrastructure development for food production; intensifying research, application and transfer of science and technology in food production, preservation and processing; training to improve the quality of human resources; renewing forms of food production; reforming mechanisms and policies to ensure national food security; developing the circulation system, increasing the accessibility of food and foodstuff for people at anytime, anywhere; developing information and communication systems on national food security; improving efficiency of resources using, protecting the environment, improving adaptability to climate change, and preventing natural disasters.

The People's Committees of provinces and centrally-run cities formulate and approve the master plan on the socio-economic development in the locality, in which the development orientation of food and commodity food production, promoting local advantages; organizing the supply of food and foodstuff for people to ensure in all circumstances; strictly managing the fund of agricultural production land, especially two-crop rice land that needs strict protection; well implementing the State mechanisms and policies on food production and consumption. To promulgate local mechanisms and policies to encourage production development to contribute to ensuring food security in the whole country and in the locality in all circumstances.
