Chairman of the Provincial People's Council Tran Quoc Toan delivers the opening speech at the Session

Speaking at the opening of the Session, Chairman of the Provincial People's Council Tran Quoc Toan stated: According to the regulations, before the end of the term, the Provincial People's Council holds a conference to evaluate the organization and operation of the People’s Council, the People's Committee, Boards of the Provincial People's Council and judiciary bodies in the past five years, on that basis, good lessons were drawn to carry out important tasks in the next term. The term 2016-2021 is under the attention and guidance of the Central, the direct and comprehensive leadership and direction of the Provincial Standing Committee, together with the high political determination of both the political system and the consensus of the People in the province, the operation of the People's Council, Boards of the People's Council, the People's Committee of the province and the judiciary bodies have gained outstanding and important results in all fields of working area. The economy has stably developed; GRDP increases by an average of 8.32% annually; total product per capita reaches 78.83 million VND; the annual budget collection exceeds the plan assigned by the Central; from 2017, Hung Yen province has become a province to balance revenue and expenditure by itself and contributed to the central budget. In 2020, Hung Yen province is recognized by the Prime Minister to complete the new-style rural areas construction program, of which 28 communes have completed the criteria of newly advanced rural communes, 5 communes have basically completed the criteria of newly model rural communes, the people's lives have continuously improved. State management in all fields has continued to be strengthened. The local military and defense work was directed and performed comprehensively. The work of ensuring security, maintaining social order and safety is concentratedly directed. During the term, the Provincial People's Council has held 16 sessions, 02 explanatory sessions of the Standing members of the Provincial People's Council, issued 260 resolutions, organized 57 supervision, survey, and promptly made recommendations to competent agencies to deal with difficulties and problems of localities, agencies and units; most opinions and recommendations of voters and monitoring delegations have been directed by the Provincial People's Committee for functional agencies to handle and resolve according to their competence. The coordination among the Standing members of the People's Council, the Standing Board of the Vietnam Fatherland Front Committee of the province, the Provincial Delegation of the National Assembly has been performed effectively. It can be affirmed that: The role, position and prestige of the Provincial People's Council are increasingly raised, highly appreciated by all levels and branches, and supported by a large number of voters and the People.

Looking back on the past 5 years, the People's Councils, the People's Committee of the province, Boards of the People's Council and the judiciary bodies of the province have carried out many important and decisive tasks, but there are also many limitations that need to learn from experience. In order to properly assess the organization and operation in the past term, draw valuable experiences for the next term, delegates of the Provincial People's Council are proposed to promote democracy, uphold the sense of responsibility and dedication, continue to discuss and contribute practical ideas, creating an important momentum for the operation of the Provincial People's Council for the term of 2021-2026. Before the discussion and general evaluation of the operation of the Provincial People's Council in the 2016-2021 term, at this meeting, delegates focus on discussing and considering the approval of 07 draft resolutions presented by the Standing members of the Provincial People's Council and the Provincial People's Committee at the meeting.

Speaking at the Session, Provincial Party Secretary Do Tien Sy emphasized that: in the past 5 years of the 2016-2021 term, the Provincial People's Council has continued to assert its position as a state authority in the locality. Inheriting and promoting the achievements, lessons learned from the previous tenure, enhancing the innovation in operation, the Provincial People's Council has promoted collective intelligence, increasingly enhanced the role and responsibility of the Standing members of the People's Council, Boards of the People's Council, delegate groups of the People's Council and each deputy of the Provincial People's Council, strived to perform well functions according to the law, notably as follows: The Provincial People's Council has focused on comprehensive innovation in working fields, improving the quality of the meetings, mainly on the quality of promulgating the resolutions of the People's Council, ensuring the leadership of the Provincial Party Executive Committee, complying with the law, in line with reality, promoting the province's potentials and strengths, as an important driving force to promote the socio-economic development. Many important Resolutions issued by the Provincial People's Council have direct influence, long-term orientation to the province's development, such as: the resolutions on provincial socio-economic development, the ones on incentive policies in investment and development, social security policy, national defense and security; building and enhancing the effectiveness and efficiency of local authorities ... The timely, close-knit resolution of the situation and practical requirements in the past term have created a legal corridor, mechanism and motivation for all levels, branches and people to implement the tasks of socio-economic development. This is also an important basis for all levels and branches to strengthen state management and attract and call for investment. At the same time, it is a specific base for voters and the people of the whole province to monitor and supervise.

The achievements of the Provincial People's Council, term 16 in the past term have made important contributions to the successful implementation of the Resolution of the 18th Provincial Party Congress, term 2015-2020, with many norms exceeding the targets set in the Resolution of the Congress, creating an important premise for the successful performance of the socio-economic development goals and tasks in the next 5 years in the spirit of the Resolution of the 13^th National Party Congress, the Resolution of the 19^th Provincial Party Congress set out. The Provincial Party Executive Committee recognized and highly appreciated the important contributions made by the delegates of the Provincial People's Council, term 16, agencies in the government apparatus, the judiciary bodies and the Vietnam Fatherland Front Committee of the province, the socio-political organizations from the province to the grassroots, the business community and the people of the whole province in recent years. The collectives and individuals who were commended and rewarded at this important meeting, were warmly praised and congratulated.

In the coming time, the world economic situation is forecasted to continue to develop complicatedly and unpredictably; the country faces many opportunities, but continues to meet many difficulties and challenges. Facing the above situation, all levels, sectors, business community and people in the province are required to continue to promote solidarity, community responsibility, and make more efforts. The Provincial Party Committee proposed the Provincial People's Council next time, on the basis of properly evaluating the achievements, shortcomings, lessons stated in the Summary Report of the Provincial People's Council, the following contents are highlighted on:

Firstly, focusing on researching, grasping and deeply implementing the Resolution of the 13^th National Party Congress, the Resolution of the 19th Provincial Party Congress and the Party Congresses at all levels for the term of 2020-2025 to all levels of Party committees and Party organizations, government, unions, voters and People in the province. The focus is to soon complete the development and issuance of programs and projects to concretize the performance of the Resolution to ensure closely the characteristics, situation, requirements of localities, agencies and units, soon bringing the Resolution to life.

Secondly, in the condition that the province must proactively realize the dual goal of both effectively preventing and combating the Covid-19 epidemic, while promoting the development of the local economy in the context of continuing to maintain the task of self-balancing in revenue - expenditure; at the same time, creating momentum to enter a new stage of development for the 2021-2026 term. Therefore, the committees at all levels and branches are suggested to focus on leading and directing all levels and branches to grasp the situation to proactively and promptly give creative and effective solutions for the socio-economic development, ensuring security and national defense.

Thirdly, for the upcoming election day – May 23 to take place with great success; all levels, branches, units and localities need to closely coordinate and actively prepare and organize the election of deputies to the 15^th National Assembly and the People's Council’s deputies at all levels for the term of 2021-2026. Delegates of the Provincial People's Council in their respective positions actively participate in election preparation, propaganda, and mobilization of the People and supervise election activities, ensuring this major political event to take place in a democratic, legal, safe, economical way and as a great festival of the people. Along with good preparation for the election of the National Assembly’s and the People's Council’s deputies at all levels, the first session of the Provincial People's Council term 17, in the period of 2021-2026 should be well prepared. This is the starting meeting for a new term, with many important contents, especially the election of key titles of the Provincial People's Council and the Provincial People's Committee, agencies of the People's Council, members of the Provincial People's Committee. The advisory agencies are suggested to raise the sense of responsibility, focus on researching and advising to help the Provincial People's Council to build the program, content and organize successfully the first session of the 17th Provincial People's Council, which is the important premise to drive the operation for the whole term.

In the 2016-2021 term, the Provincial People's Council term 16 has nearly ended with positive results, which will be an important foundation and motivation for the Party and people in the province to take advantage of opportunities and overcome challenges, by 2025, strive to build Hung Yen into a modern industrial province, with high efficiency in agriculture, rapid and sustainable development. The Provincial People's Council is about to enter a new term with many opportunities, advantages and many intertwined difficulties and challenges. Promoting the tradition, achievements and experience of the Provincial People's Council in previous sessions, the Provincial Party Committee believes that the Provincial People's Council in next term, including re-elected and new delegates will highlight the sense of responsibility, well implement the tasks and functions of the Provincial People's Council and the Provincial People's Council's delegates for the term of 2021-2026.

Next, the Standing members of the Provincial People's Council submits a report and draft resolution on the establishment of the Office of the Provincial Delegation of the National Assembly and the Provincial People's Council.

The Provincial People's Committee submits the reports and draft resolutions as follows: The report and draft Resolution on the adjustment of the scale, location, and the project on land recovey in the adjustment to the land use planning up to 2020 in districts to update the annual land use plan at the district level in the province; the report and draft Resolution on approval for the investment policy of Hanoi - Hung Yen interprovincial road upgrading and expansion project, on the section passing Hung Yen province (The provincial road No. 379); the report and draft resolution on the approval for investment policy of the project on the construction of the side road of the road connecting Hanoi - Hai Phong expressway with Gie Bridge - Ninh Binh expressway, the section passing Hung Yen province; the report and draft resolution on the approval of investment policy for the project on the road linking the district road No. 45, Dong Than commune with the provincial road No. 376, Ngoc Long commune; the report and draft resolution on the approval of investment policy of the project to build the horizontal axis connecting the National road No. 39 (Km22 + 550) with the provincial road No. 376; the report and draft resolution on the election spending rate for deputies to the 15^th National Assembly and the People's Councils at all levels for the term of 2021-2026 and the time to enjoy support in Hung Yen province.

Representative of the Board of Economic Affairs and Budget of the Provincial People's Council presented the verification reports on the reports and draft resolutions of the Provincial People's Committee submitted at the meeting.

Under the direction of the Standing Vice Chairman of the Provincial People's Council, delegates of the Provincial People's Council have highly unanimously passed through 07 resolutions submitted at the meeting.

Next, the delegates reviewed reports on the organization and operation of the 2016-2021 term: A summary report on organization and operation of the Provincial People's Council, term 16, in the period of 2016-2021; the Report on the results of the work of the Fatherland Front's participation in building local government in the 2016-2021 period; the Report on collection of voters’ opinions and recommendations and results of resolving opinions and recommendations of voters for the 2016-2021 term; the Report on the organization and operation results of the Provincial People's Committee, term 2016-2021; the Working report of the People's Procuracy, term 2016-2021; the Summary report on the People's Court work, term 2016-2021; the Summary Report on Civil Judgment Execution, term 2016-2021; the Summary Report on the organization and operation results of the Board of Economic Affairs - Budget of the Provincial People's Council, term 2016-2021; The Summary report on the organization and operation results of the Board of Cultural and Social Affairs of the Provincial People’s Council, term 2016-2021; the Summary report on the organization and operation results of the Board of the Legal Affairs of the Provincial People's Council, term 2016-2021.

The delegates listened to the opinions of delegates from An Thi district People's Council's Delegate Group on the construction of local government, solutions to improve the performance of elected bodies.

Following that, under the authorization of the President of the Socialist Republic of Vietnam, Provincial Party Secretary Do Tien Sy awarded the Third Class Labor Medal to Mr. Do Xuan Sang, Vice Chairman of the Provincial People's Council for his excellent achievements in renewing the activities of the Standing Committee of the Provincial People's Council.

After a period of working urgently and seriously, the 16^th Session, the Provincial People's Council, term 16 has completed all the proposed contents and programs. Speaking at the closing session, Chairman of the Provincial People's Council Tran Quoc Toan emphasized as follows: There is only about 3 months left until the 16th term of the Provincial People's Council will officially close to prepare for a new term - the 2021-2026 period, term 17, the Provincial People's Council. Looking back on the past 5 years, we are proud of the achievements, but many concerns about the responsibility to the development of the province, the things that are still being done, the response to the voters' beliefs and expectations. In order to well implement the remaining objectives and tasks, in addition to the solutions identified in the reports, the delegates are requested to continue to promote strongly the spirit of solidarity, unity, consensus and initiative and high responsibility for realizing the goals, striving to fulfill the highest of the set targets and plans, creating a premise for us to enter a new stage of development. The Provincial People's Committee, all levels and branches  are proposed to proactively handle and solve timely and effectively the remaining, limited and arising problems; review and fullly carry out the recommendations after supervision of the offices of the People's Council from the beginning of the term up to now; in which, to pay special attention to the settlement of voters' opinions and petitions, especially the ones reflected by voters many times and prolonged. All levels, branches and localities focused on organizing the election of deputies to the 15th National Assembly and the Hung Yen's People's Councils at all levels for the term of 2021-2026.
