To approve the Project "Promoting the application of information technology and digital transformation in trade promotion activities in the period of 2021-2030"

On November 22, 2021, the Prime Minister issued the Decision No. 1968/QD-TTg approving the Project "Promoting the application of information technology and digital transformation in trade promotion activities in the period of 2021 - 2030”.

According to the Decision, the overall objective of the Project is to promote the application of information technology and digital transformation in trade promotion activities in order to improve the quality and efficiency of the activities of trade promotion agencies under the Government, trade promotion support organizations and enterprises, cooperatives and business households on the basis of formation and development of a digital trade promotion ecosystem; raise awareness and capacity on information technology application and digital transformation in trade promotion activities, promote the development of foreign and domestic trade, contribute to restructuring the Industry and Trade industry.

The specific goals by 2025 are as follows:

- Building and forming a digital trade promotion ecosystem.

- 100% of trade promotion organizations and over 200,000 businesses are granted the accounts on the digital trade promotion ecosystem and 50% of these have transactions and share information.

- Database specialized in trade promotion and 10 categories of key export goods are formed, connected and linked with the database of 10 key export markets.

- 25% of market connection services are organized on a connection platform, supporting 100,000 businesses.

- 25% of fairs and exhibitions are held in the digital environment.

- 100% of trade promotion organizations and over 100,000 turns of businesses, cooperatives, and business households are received training, guidance and support on information technology application and digital transformation in trade promotion and information security assurance.

- 100% of trade promotion organizations and over 100,000 turns of businesses, cooperatives and business households use, exploit, operate shared platforms and share data with the digital trade promotion ecosystem.

- 100% of administrative procedures in the field of trade promotion are eligible to deploy online public services at levels 3, 4 and integrated on the National public service portal, with 90% of businesses satisfied with the results of administrative procedures in the electronic environment.

The specific goals by 2030 are as follows:

- Completing and developing the digital trade promotion ecosystem.

- 75% of trade promotion organizations and businesses are funded regular accounts, search, provide and share information on the digital trade promotion ecosystem.

- 50% of market connection services of enterprises are performed on the digital trade promotion ecosystem, supporting 1,000,000 businesses.

- The database specialized in trade promotion and 20 categories of key export goods have been completed, expanding connectivity, interconnection, and sharing data with a database of 20 key export markets.

- 60% of fairs and exhibitions are held in the digital environment.

- 100% of trade promotion organizations and over 100,000 turns of businesses, cooperatives, and business households are received training, guidance and support on information technology application and digital transformation, technology, digital platform and information security assurance.

- 100% of trade promotion organizations and over 500,000 turns of businesses, cooperatives and business households use, exploit, operate shared platforms and share data with the digital trade promotion ecosystem.

The project also offers three main tasks and solutions such as: Building and developing the digital trade promotion ecosystem; perfecting mechanisms and policies; raising awareness and capacity.

The responsibilities of the People's Committees of the provinces and centrally-run cities are as follows: To develop an annual plan to implement the Scheme according to the guidance and master plan of the Ministry of Industry and Trade; promulgate policies and mechanisms to attract resources and technologies to contribute to the effective implementation of the Scheme; annually evaluate the results of the implementation of the Scheme, and send reports to the Ministry of Industry and Trade before December 15 to summarize and report to the Prime Minister.

This decision takes effect from November 22, 2021.
