The Directive to the Prime Minister on strengthening the performance of the Campaign "Vietnamese people prioritise using Vietnamese goods" in the new situation

On 26/10/2021, the Prime Minister issued the Directive No. 28/CT-TTg on strengthening the performance of the Campaign "Vietnamese people prioritise using Vietnamese goods" in the new situation.

According to the Directive, after 10 years of implementation, the Campaign "Vietnamese people prioritise using Vietnamese goods" has achieved important results, strongly promoting patriotism, building a consumer culture of Vietnamese people, boosting the development of domestic production. The campaign has been identified by the Secretariat as one of the necessary and important solutions to carry out the country's socio-economic development tasks. The campaign is a right policy with profound meaning, making an important contribution to stabilizing the macro-economy, ensuring consumer demand, social security and the country's rapid and sustainable development in the past time. The share of consumption of goods and services produced by Vietnamese people has been increased, actively supporting the development of the domestic market in a sustainable way.

In order to effectively implement the Directive No. 03-CT/TW dated May 19, 2021 of the Secretariat on strengthening the leadership of the Party for the Campaign "Vietnamese people prioritise using Vietnamese goods" in the new situation and overcome the limitations mentioned above to strengthen the implementation of the Campaign in the coming time in the context that the country continues to integrate deeply with the world economy, the fourth industrial revolution is taking place strongly and especially the impacts and influences of the Covid-19 epidemic on the economy, the Prime Minister requested ministries, ministerial-level agencies, agencies attached to the Government, other central agencies, the People's Committees of provinces and centrally-run cities as follows:

- To step up the work of information, propaganda and advocacy so that domestic and foreign consumers know, understand and properly appreciate the quality of products, goods, services, production and business capabilities; continue to conduct appropriate solutions to encourage, orient consumption and mobilize people to actively use Vietnamese goods.

- To diversify propaganda activities about the Campaign in various forms and appropriate content to agencies, units and socio-political organizations, in order to encourage and prioritize the purchase of Vietnamese goods when there is a need to purchase with funds from the state budget.

- To continue to propagate and mobilize Vietnamese businesses to be aware of the role, benefits and effectiveness of participating in the Campaign, take responsibility for improving the quality and competitiveness of products, goods and services; carry out the commitments to protect the interests of consumers; step by step build, protect and develop brands for Vietnamese products and goods not only in the domestic market but also gradually reaching out to regional and world markets; mobilize domestic enterprises, producers and traders, when conducting projects and works, to prioritize the procurement and use of domestic machinery, equipment, supplies, raw materials, and services.

- To regularly and timely publicize the list of newly promulgated technical regulations and national standards; officially inform on the market developments and prices of essential commodities, especially domestically produced goods, on the mass media.

- To review policies, promote business support in trade promotion activities, stimulate the consumption of Vietnamese goods; establish distribution channels for goods, develop the domestic market; apply e-commerce in domestic and foreign market expansion; inspect and control the market; strengthen consumer’s rights protection activities.

The specific tasks of the People's Committees of the provinces and centrally-run cities:

- The People's Committees of the provinces and centrally-run cities shall pay attention and arrange the operation funds of the Campaign Steering Committee in the annual budget estimates of the Fatherland Front of the provinces and centrally-run cities. At the same time, there is a plan to mobilize socialization resources to respond to local Campaign activities.

- To review and select typical goods and products and local strengths to develop and conduct promotion and introduction programs; strengthen exchanges and connection of goods supply and demand at regional levels.

- To continue to direct and organize the implementation of the Campaign in the locality; associate the performance of the Campaign with programs, plans and tasks for economic development and market stabilization programs in the locality.

- To focus on reviewing, abolishing and reducing administrative procedures in order to create favorable conditions for production, circulation, distribution of goods and consumption; focus on building and promulgating mechanisms and policies to support and encourage enterprises in the area to develop production and business, distribution service system to bring Vietnamese goods to rural, remote and isolated areas to create conditions for consumers to access and choose to purchase and use Vietnamese branded goods.

In addition, the Directive also sets out specific tasks for each Ministry and central branch.
