On the morning of October 26, at the Hall of the Provincial People's Council – the Provincial People's Committee, the People's Council of Hung Yen province, term 18, held the 4th session. The meeting witnessed the attendance of Mr. Do Tien Sy, Member of the Party Central Committee, General Director of the Voice of Vietnam; Mr. Tran Quoc Toan, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Mr. Tran Quoc Van, Deputy Party Secretary, Chairman of the Provincial People's Committee; members of the Provincial Delegation of the National Assembly; deputies of the Provincial People's Council; Standing members of the People's Council, the People's Committee, the Provincial Fatherland Front Committee; leaders of provincial departments, agencies, branches and unions; leaders of the People's Councils, the People's Committees of districts, towns and city.

Speaking at the opening of the meeting, Chairman of the Provincial People's Council Tran Quoc Toan emphasized: Since the beginning of the year, the country has implemented the socio-economic development plan in extremely difficult and challenging conditions due to the complicated and unpredictable developments of the Covid-19 epidemic, especially the 4th outbreak that has lasted from April 27 to now. In some localities, many enterprises have had to stop operating or dissolve, especially in the fields of commerce, services and industry; the work and life of workers are severely affected. In the province, with the high sense of responsibility and determination of the whole political system, the efforts of the business community and the people, the province's socio-economic situation continues to be stable and achieve important results. However, due to the general influence of the epidemic situation across the country, the performance of socio-economic development tasks and ensuring national defense and security in the first 9 months of the year still face many difficulties. According to the forecast of the epidemic situation in the world and in the country, there is still the risk of new outbreaks of epidemic anywhere, at any time, especially in the past time with a large number of people moving to their hometowns from localities to loosen social distancing, there is a potential risk of the next outbreak. In order to ensure state management, promptly take measures to conduct the province's socio-economic development tasks in the remaining months from now to the end of 2021, at this meeting, the Provincial People's Council will consider reviewing and assessing the socio-economic development situation in the first 9 months of the year, thereby adjusting solutions and tasks to implement the socio-economic development targets in 2021 to suit the actual situation of the province. Also at this meeting, the Provincial People's Council will consider and decide on such a number of contents as: the Report on final settlement of state budget revenue in the area, the settlement of local budget revenues and expenditures in 2020; the 5-year financial - budgetary plan for the period of 2021-2025; considering adjusting payrolls of civil servants and contract workers according to the Decree No. 68/2000/ND-CP in state administrative agencies and organizations of Hung Yen province in 2021; consolidating personnel work for a number of positions elected and dismissed by the Provincial People's Council.

On behalf of the Provincial People's Committee, Mr. Trinh Van Dien, Director of the Department of Planning and Investment, presented the report on the socio-economic development in the first 9 months of the year; adjustment of socio-economic development targets in 2021 and tasks and solutions in the last months of 2021 and the draft Resolution on the adjustment of socio-economic development targets in 2021.

Accordingly, in the context of complicated and unpredictable developments of the Covid-19 epidemic, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee have thoroughly grasped and strictly followed the direction of the Secretariat, the Government and the Prime Minister and guidance of the Ministries, central departments and agencies to concretize the province's conditions in order to effectively implement the "dual goal" of both epidemic prevention and socio-economic development. The results for the first 9 months of the year are as follows: Gross domestic product (GRDP) increased by 5.71%, (the yearly plan: up 7.5%), industrial production index rose by 7.76% (the yearly plan: up 8.5%). Production value: Industry and construction increased by 7.74% (the plan: up 8.7%); trade and services rose by 1.93% (the yearly plan: 7%); agriculture - fishery increased by 2.29% (the yearly plan: 2.2%). Export turnover is 4,000 million USD (the yearly plan: 4,800 million USD). Total retail sales of goods and services are 32,628 billion VND (the yearly plan: 45,300 billion VND), seeing an increase of 4.85% as compared to 2020. State budget revenue is 13,485 billion VND, reaching 99.2% of the plan, up 21 .9% as compared to 2020, in which: Import and export tax collection is 2,977 billion VND, reaching 87.6% of the plan; domestic revenue is 10,508 billion VND, getting 103.1% of the plan, up 23.3% over the same period. Total budget expenditure is 7,806 billion VND, reaching 83.2% of the plan, of which: Development investment expenditure is 3,337 billion VND, reaching 104.5 % of the plan assigned at the beginning of the year and getting 64.5% of the plan; recurrent expenditure is VND 4,745 billion, reaching 70.9% of the plan. The proportion of people participating in health insurance reaches 88.6% (the yearly plan: 92%). The rate of workers in the age group participating in social insurance attains 33% (the yearly plan: 35%). 1.74 thousand employees are created new jobs (the yearly plan: 2.33 thousand employees).

Infrastructure of industrial zones and clusters is interested in investment and development; there are 3 more industrial parks with a total area of ​​428ha approved for investment policy by the Prime Minister; 6 new industrial parks are being studied, surveyed and formulated a plan to add to the master plan. The management of architecture - planning has been strengthened; the formulation of the Hung Yen Provincial Planning for the period of 2021-2030, with a vision to 2050 is actively being sped up. Trade promotion activities, connecting supply and demand have been carried out effectively, in line with the Covid-19 epidemic conditions; focusing on supporting and connecting the consumption of key agricultural products of the province such as oranges, pomelos, etc. to prevent the "bumper crops but falling price" from happening. To develop and well conduct a plan to ensure essential goods, contribute to balancing supply and demand, stabilizing the market to serve people in the province, especially in isolated areas due to the influence of the Covid -19 epidemic, not allow the shortage of goods and price fever. The estimated consumer price index (CPI) in 9 months increased by 1.05% over the same period last year. Agricultural and fishery production continues to develop in the direction of commodity production in association with the implementation of the Project on restructuring the industry towards increasing added value and sustainable development; in the first 9 months of the year, the value of agricultural and fishery production has reached 9,509 billion VND, up 2.29% over the same period (the yearly plan: up 2.2%); actively changed the structure of crop seasons and varieties in the direction of increasing productivity, quality and efficiency. In the first 9 months of 2021, the amount of newly and adjusted investment attraction capital increased by 42,617 billion VND and 450.7 million USD; business support and development activities are carried out effectively; in the first 9 months of 2021, there are 1,007 newly established enterprises, with a registered capital of 18,031 billion VND. The progress of implementation and disbursement of public investment capital of the province is quite good; in which 3,078 billion VND/3,192.7 billion VND is disbured, reaching 96.4%; ODA and concessional loans are disbursed 29.5 billion VND/41.8 billion VND, reaching 70.5% of the plan. Land management is continually strengthened; the land use planning up to 2030 and land use plans for the first year of 10/10 districts, cities and towns have been appraissed. Science and technology activities continue to develop in the right direction and in depth; State management of science and technology is continually paid attention. Transport infrastructure continues to receive strong investment and attention; important transport projects of the province are being actively carried out and completed. Education - training work; health, population and people's health care; culture, sports and tourism; labor, war invalids and society; communications; administrative reform, local government building and religious management, emulation and commendation are continually promoted; local military defense and security and order are comprehensively directed and organized. The work of preventing and fighting crimes and social evils has been enhanced.

The Provincial People's Committee proposes to adjust the socio-economic development targets in 2021 as follows: Gross domestic product (GRDP) increases by 6.0%. Industrial production index increases by 8.0%. Production value: Industry, construction increase by 8%; Trade and services increase by 3%; agriculture and fishery increase by 2.2%. Economic structure: Industry, construction: 62.23% - trade, services: 28.49% - agriculture, fishery: 9.28%. GRDP per capita is 84.5 million VND. Total retail sales of goods and services are 44,000 billion VND. The urbanization rate reaches 41.5%. The rate of people participating in health insurance attains at 90%.

At the meeting, the Provincial People's Committee submitted to the Provincial People's Council such reports and draft Resolutions as: the Report on the implementation of budget revenue and expenditure for the period of 2016-2020 and 5-year financial-budgetary plan in the 2021-2025 period, the draft Resolution on the 5-year financial-budgetary plan for the 2021-2025 period; the Report on the final settlement of State budget revenues in the locality, the final settlement of local budget expenditures in 2020 and the draft Resolution on approving the final settlement of local budget expenditures in 2020; the proposal and draft Resolution on approving the list of projects, whose land needs recovering and approving the list of projects using rice land under 10 ha to be adjusted and supplemented in 2021; the proposal and draft Resolution on adjustment of payroll assignment of civil servants and contract workers under the Decree No. 68/2000/ND-CP in state administrative agencies and organizations of Hung Yen province in 2021 at the Resolution No. 348/NQ-HDND dated December 22, 2020 of the Provincial People's Council.

Representatives of the Economic - Budgetary Board, the Legal Affairs Board of the Provincial People's Council presented the Verification Report on the reports submitted to the Provincial People's Committee at the meeting.

Then, under the direction of Chairman of the Provincial People's Council Tran Quoc Toan, the delegates discussed in the Hall about the reports and draft Resolutions submitted at the meeting; which mainly focuses on the following contents: the budget revenue and expenditure in the province; the decentralization of revenue sources among budgetary levels; the province’s financial reserve fund ratio.

The delegates conducted a vote on dismissing the Member of the Provincial People's Committee, term 18, for the period of 2021-2026, for Mr. Pham Dang Khoa, former member of the Provincial Standing Committee, former Director of the Provincial Police due to his transfer of new duty at the Ministry of Public Security. At the same time, delegates of the Provincial People's Council unanimously voted to additionally elect Mr. Nguyen Thanh Truong, Director of the Provincial Police as a member of the Provincial People's Committee, term 18, for the period of 2021-2026.

After a period of urgent and serious work, the 4th Session, the 17th Provincial People's Council has completed all the proposed contents and programs. 100% of the members of the Provincial People's Council highly agreed, voted to approve 02 Resolutions on personnel work and 05 thematic resolutions.

Speaking at the end of the session, Chairman of the Provincial People's Council Tran Quoc Toan said that the most urgent, key and important task from now to the end of 2021 is to focus all resources on proactively developing scenarios, implementing specific measures in each field to quickly restore and develop the province's socio-economic situation, strive to best fulfilling the set targets for 2021. The Provincial People's Council suggested that all levels and sectors should pay attention to the following key contents: Continue to maintain and control the epidemic well, promote the effectiveness of measures to prevent and control the Covid-19 epidemic in the past time, not subjective, negligent and lose vigilance; urgently prepare carefully the conditions to ensure the transition from the goal of "no Covid-19" to "safely and flexibly adapting, effectively controlling the Covid-19 epidemic" according to new guidelines of the Central; at the same time, continuing to promote the performance of the "dual goal" of both prevention and control of the Covid-19 epidemic and socio-economic development. The Provincial People's Committee urgently directs the agencies according to their assigned functions and tasks, deploys and coordinates to strictly implement the Resolutions of the Provincial People's Council approved at the meeting, ensuring publicity and transparency in accordance with regulations of the law, achieving high quality and efficiency. To follow up and promptly update the economic growth scenario to have practical and effective solutions to ensure the socio-economic development goals in 2021; at the same time, urgently developing a socio-economic development plan in 2022 close to the actual situation and ensure the roadmap for the implementation of the province's goals in the Plan of 2021-2025 period; more proactive in researching, reviewing and proposing new policies to effectively mobilize and use all resources for socio-economic development, overcome difficulties, limitations and obstacles. To strengthen measures to increase budget revenue and restructure the budget to ensure balance and efficient use of the budget to meet the needs of the socio-economic development goals of 2021. To highly focus on performing solutions to rectify investment management and accelerate disbursement of public investment capital; promote administrative reform, create a very open and attractive investment environment to bring into full play the potentials and strengths of the province. The Standing members of the Provincial People's Council, the Boards of the People's Council, the delegations of the Provincial People's Council and the Provincial People's Council’s deputies better promote their roles and responsibilities in renewing and improving the quality of meetings; renew working methods and voters contact; strengthen the effectiveness and efficiency of supervision and participation in decision-making on important local issues. In the immediate future, it is necessary to strengthen coordination with sectors and agencies, carefully prepare the conditions to hold the 5th session of the Provincial People's Council, which will take place at the end of 2021.
