The Plan on the safe and flexible adaptation, effective control of the COVID-19 epidemic in Hung Yen province

On 15/10/2021, the Provincial People's Committee issued the Plan No. 157/KH-UBND to safely, flexibly adapt and effectively control the COVID-19 epidemic in Hung Yen province.

According to the plan, the current epidemic level of Hung Yen province is determined to be level 2. For district and commune levels: the District-level People's Committees shall determine the epidemic level and direct the determination of the epidemic level in the area according to the Resolution No. 128/NQ-CP dated October 11, 2021 of the Government promulgating the temporary regulation "Safely and flexibly adapting, effectively controlling the Covid-19 epidemic".

Regarding the applied measures: In order to adapt safely, flexibly and effectively control the COVID-19 epidemic; the Provincial People's Committee directs the organization of activities in the province from 00h00 on October 16, 2021 until there is a new notice as follows:

* For organizations, agencies, businesses

General requirements for goods production and trading establishments; service providers; means of transportation; cultural, sports, tourism, religious and belief establishments:

Establishment owners, managers: Must have a plan and take responsibility for implementing measures to prevent and control the epidemic according to the guidance of ministries, specialized branches and management agencies; strictly conduct the 5K Message; scan QR codes for people coming or make a list for management;

Customers, service users, people participating in activities and events: Regularly wear masks, strictly implement the 5K Message.

Persons working at establishments providing catering services, spas, beauty salons, accommodation, on passenger means of transport: Must have had a full dose of COVID-19 vaccine in the past 14 days or have recovered from COVID-19 disease for a period of 6 months.

- Indoor and outdoor activities:

+ Indoor and outdoor activities: Ensure no more than 30 participants or no more than 100 people in case participants have had enough doses of COVD-19 vaccine in the past 14 days or have recovered from COVID-19 disease for a period of 6 months.

+ Weddings and funerals must not exceed 30 people at the same time, strictly comply with 5K regulations.

- Public passenger transport by road and waterway:

+ Intra-provincial passenger transport: Taxis, contract cars, tourist cars, buses and cross-river passenger transport operate with a capacity of no more than 50% of the seats.

+ Inter-provincial passenger transport:

Fixed-route road transport ensures no more than 30% of trips in 7 days of the unit according to the allowed traffic.

Cross-river passenger transport is allowed to carry no more than 50% of the vehicle's capacity. Vehicle drivers and passengers must have had a full dose of vaccine over 14 days or have recovered from COVID-19 within 6 months.

- Intra-provincial and inter-provincial circulation and transportation of goods: Ensure the requirements of epidemic prevention and control under the guidance of the Ministry of Transport and the Provincial People's Committee.

- Production, business, service:

+ Production and business establishments, construction units of traffic and construction projects, works: Operate when there is a plan and take responsibility for implementing measures to prevent and control the COVID-19 epidemic according to the Decision No. 2194/QD-BCDQG dated May 27, 2020 of the National Steering Committee for the COVID-19 Prevention and Control; the Decision No. 2787/QD-BYT dated June 5, 2021 of the Minister of Health and related regulations.

+ Trade centers, supermarkets, convenience stores, wholesale markets, traditional markets: Ensure to meet the requirements of epidemic prevention and control.

+ Restaurants, coffee shops; barber, spa, beauty care, massage, gym, yoga establishments: Operate at no more than 50% capacity at the same time, no more than 10 people in a closed room.

To continue to stop sidewalk food services; discos, karaokes, bars, games, internet.

- Education and training activities: Based on the actual situation and the epidemic level determined in each district and commune to arrange direct teaching activities or combining online teaching to ensure epidemic prevention and control in the direction of the Ministry of Education and Training and the Ministry of Health; teachers who directly teach must be vaccinated with a full dose of vaccine over 14 days; arrange different school hours, recess time, lunch time; not organize activities with large gatherings of people.

- Religious and belief establishments: Ensure that there are no more than 30 people at the same time, or 100 people in case participants have had enough doses of COVID-19 vaccine over 14 days or have recovered from COVID -19 within 6 months.

- Cultural, sports, tourism activities

+ Hotels, motels, tourist attractions; cinemas; cultural and artistic performance events; performances and sports competitions: Operate at no more than 50% of capacity, only accepting guests, participants who have had a full dose of COVID-19 vaccine over 14 days or have recovered from COVID-19 within 6 months or have a valid negative test result within 72 hours.

+ People's daily physical exercise and health training activities: Not gather more than 30 people who have not received the full dose of vaccine or 100 people in the case of participants who have received a full dose of COVD-19 vaccine in the past 14 days or have recovered from COVID-19 within 6 months.

- Office operations will return to normal, but make a plan and take responsibility for ensuring the regulations on COVID-19 prevention and control.

- Information technology applications:

+ People's information about vaccination, COVID-19 test results, COVID-19 treatment results must be promptly updated to the PC-COVID software system.

+ To perform QR code scanning for all people entering/exiting public places, using public transport, production and business locations, crowded events.

* For individuals:

- To comply with 5K regulation.

- To apply information technology:

+ To make medical declaration when showing symptoms or moving back from epidemic areas to local health facilities; register for medical treatment.

+ To scan QR codes at crowded places (commercial centers, supermarkets, markets, public transport, factories, hospitals,...).

+ To register for vaccination on the management platform of vaccination against COVID-19 and receive an electronic injection certificate according to the regulations of the Ministry of Health.

- The travel of people from localities with different epidemic levels:

+ People traveling from high-risk (level 3) and very high-risk (level 4) areas to the province:

People who have recovered from COVID-19 within 6 months: Self-isolate at home for 07 days; test twice on the first day and on the 7th day from the date of arrival/return to the locality.

Persons who have received a full dose of COVID-19 vaccine: To concentratedly isolate for 07 days; test twice on the first day and on the 7th day from the date of arrival/return to the locality.

People who have not had enough doses of COVID-19 vaccine: 14-day concentrated isolation; continue to self-monitor health for the next 07 days and implement the 5K Message; test 3 times on the 1st, 7th and 14th day from the date of arrival/return to the locality.

+ People travelling from at-risk areas (level 2) to the province:

Persons who have received full doses of COVID-19 vaccine or have recovered from COVID-19 within 6 months: Self-monitor health at home, place of residence for  07 days from the date of arrival/return to the locality and implement the 5K Message. In case of having a negative test certificate within 72 hours from the time of taking samples, they are allowed to live and work normally and implement 5K Message.

Persons who have not received enough doses of COVID-19 vaccine: Self-monitor their health within 07 days at home and place of residence and implement the 5K Message.

+ People traveling from low-risk areas (level 1) to the province:

Persons who have received a full dose of COVID-19 vaccine or have recovered from COVID-19 within 6 months: To live and work normally as prescribed; implement 5K Message.

People who have not received enough doses of COVID-19 vaccine: Local health authorities receive visitors based on epidemiological assessment and epidemic situation in the area to guide monitoring, isolation, and collection of samples for necessary case.

In case people subject to concentrated isolation are the elderly, people with underlying health conditions, pregnant women, and children, they will be isolated at home and accompanied by a caregiver.

In case of abnormal health signs such as cough, fever, difficult breathing, sore throat, loss of taste, they must immediately report to the nearest medical agency for monitoring and treatment according to regulations.
