The Decision of the Prime Minister approving the National Strategy on Green Growth for the period of 2021 - 2030, with a vision to 2050

On 1/10/2021, the Prime Minister issued the Decision No. 1658/QD-TTg approving the National Strategy on Green Growth for the 2021 - 2030 period, with a vision to 2050.

According to the Decision, the overall objective of the Strategy is green growth, contributing to promoting economic restructuring associated with growth model innovation, in order to achieve economic prosperity, environmental sustainability and social equality; towards a green, carbon-neutral economy and contribute to the goal of limiting global temperature rise.

The specific objectives of the National Strategy on Green Growth for the period of 2021 - 2030, with a vision to 2050 are as follows:

- To reduce the intensity of greenhouse gas emissions per GDP

+ Target by 2030: The intensity of greenhouse gas emissions per GDP will reduce by at least 15% as compared to 2014.

+ Target by 2050: The intensity of greenhouse gas emissions per GDP will decrease by at least 30% as compared to 2014.

- To green economic sectors

+ To transform the growth model towards greening economic sectors, applying the circular economy model through economical and efficient exploitation and use of natural resources and energy based on scientific and technological foundation, application of digital technology and digital transformation, sustainable infrastructure development to improve growth quality, promote competitive advantages and minimize negative impacts on the environment.

+ The main target by 2030: The consumption of primary energy on average GDP in the period of 2021 - 2030 will decrease from 1.0 - 1.5%/year; the proportion of renewable energy in the total primary energy supply reaches 15 - 20%; digital economy attains 30% of GDP; forest cover rate is stable at 42%; at least 30% of the total irrigated dry crop area shall apply advanced and water-saving irrigational methods.

+ The main target by 2050: The consumption of primary energy on average GDP per period (10 years) will reduce by 1.0%/year; the proportion of renewable energy in the total primary energy supply reaches 25 - 30%; strive for the digital economy to attain 50% of GDP; forest cover rate is stable at 42 - 43%; at least 60% of the total irrigated dry crop area shall apply advanced and water-saving irrigational methods.

- To green lifestyles and promote sustainable consumption

+ To build a green lifestyle combined with a traditional beautiful lifestyle to create a high-quality life in harmony with nature. To carry out urbanization and build new rural areas to ensure green and sustainable growth goals; create a sustainable consumption culture in the context of integration with the world.

+ The main target by 2030: The percentage of urban daily-life solid waste collected and treated up to standards and regulations as prescribed will reach 95%; the proportion of urban daily-life solid waste treated by the directly burial method as compared to the collected waste is 10%; the rate of urban wastewater collected and treated up to standards and regulations as prescribed is over 50%, respectively, for urban centers of grade II or higher and 20% for the remaining urban types; the rate of public passenger transport in special urban centers and urban centers of grade I will reach at least 20% and 5%, respectively; the percentage of buses using clean energy in special urban centers attains at least 15% with the total number of buses in operation and in urban centers of grade I reaching 10% of the number of new buses; the ratio of green public procurement in the total public procurement reaches at least 35%; at least 10 cities approve and implement the Master Plan on green growth urban development towards sustainable smart cities.

+ The main target by 2050: The rate of collected and treated solid waste meeting national standards and regulations will reach 100%, of which the burying of organic solid waste and recyclable waste will be minimized; 100% of urban areas are built synchronously and complete drainage systems, eliminating flooding in urban areas and 100% of treated wastewater must meet technical regulations before discharged into receiving sources; the rate of public passenger transport in special urban centers and urban centers of grade I will reach at least 40% and 15%, respectively; the percentage of buses using clean energy in special urban centers and urban centers of grade I will reach 100% and at least 40% of the number of new buses, respectively; the percentage of green public procurement in the total public procurement attains at least 50%; at least 45 urban areas approve and implement the Master Plan on green growth urban development towards sustainable smart cities.

- To green the transition on the principles of equality, inclusion, and resilience

+ To improve the quality of life and people's resilience to climate change, ensure equality in conditions and opportunities to promote capacity and enjoy the fruits of development, leave no one behind in the green transition.

+ The main target by 2030: Human development index (HDl) to reach over 0.75; 100% of provinces and cities develop and implement provincial-level air quality management plans; the percentage of the population that has access to clean water, meeting the standards as prescribed by the Ministry of Health is at least 70%.

+ The main target by 2050: Human development index (HDI) to reach over 0.8. The percentage of the population that has access to clean water, meeting the standards as prescribed by the Ministry of Health is at least 90%.
