The Prime Minister's Decision on promulgating the National Strategy for the Fourth Industrial Revolution to 2030.

On 31/12/2020, the Prime Minister issued the Decision No. 2289 / QD-TTg promulgating the National Strategy on the Fourth Industrial Revolution to 2030.

According to the Decision, the view of the National Strategy on the Fourth Industrial Revolution to 2030 is: To catch up with and effectively utilize opportunities of the Fourth Industrial Revolution to improve labor productivity, efficiency and competitiveness of the economy and strengthen national defense and security potentials through strong research, transfer and application of advanced achievements of the Fourth Industrial Revolution for the socio-economic areas. At the same time, to proactively prevent and respond to limit negative impacts, ensure national defense, security, safety, social justice and sustainable development; perform the Fourth Industrial Revolution on the basis of: (i) taking reforming and perfecting economic institutions and ensuring network safety and security as a premise; (ii) promoting research, development and strong application of technology in enterprises and state management, building a digital Government as a breakthrough; (iii) considering education and training of high-quality workforce, researching and mastering a number of priority technologies to actively participate in the Fourth Industrial Revolution as the core factor; innovating management thinking in an open approach, facilitating and boosting innovation. To bring resources into full play, ensure proactive participation in the Fourth Industrial Revolution.

Specific goals to 2025 are as follows:

- To maintain the Global Innovation Index ranking (GII) of the World Intellectual Property Organization (WIPO) of three leading ASEAN countries;

- The Global Network Safety and Security Index of the International Telecommunication Union (ITU) belongs to the group of 40 leading countries;

- The United Nations E-Government Index is in the group of four leading ASEAN countries;

- Digital economy accounts for about 20% of GDP; labor productivity increases over 7% / year on average;

- Optical fiber broadband network infrastructure covers over 80% of households, 100% of communes; popularize 4G / 5G mobile network services and smart phones; 80% of the population use the Internet; 80% of online public services level 4 are provided on a variety of means of access, including mobile devices; the rate of population with electronic payment accounts is over 50%;

- At least 3 smart cities in 3 key economic regions (North, Central, and South) and deploy 5G networks in these cities.

Specific goals to 2030 are as follows:

- To maintain WIPO's Global Innovation Index (GII) ranking in the group of 40 leading countries in the world;

- ITU's Global Network Safety and Security Index belongs to the group of 30 leading countries;

- E-Government index according to ranking of the United Nations belongs to the group of top 50 countries;

- Digital economy accounts for about 30% of GDP; labor productivity increases by 7.5% / year on average;

- To universalize fiber-optic broadband Internet service and 5G mobile network service;

- To complete the construction of the digital Government;

- To form a number of smart urban chains in key economic regions in the North, the South and the Central; step by step connect with smart urban networks in the region and the world.

The strategic direction to actively participate in the fourth industrial revolution to 2030 is to fully carry out the direction, objectives, guidelines and policies of the Resolution No. 52-NQ / TW; according to objectives, tasks and solutions set out in the Resolution No. 50 / NQ-CP and the Decision No. 749 / QD-TTg; and main orientation as follows: Improving institutional quality and capacity for policy formulation; developing connection infrastructure, building and exploiting database; developing human resource; building an e-Government towards digital Government; developing and enhancing national innovation capacity; investing, researching and improving a number of priority technologies to actively participate in the Fourth Industrial Revolution such as robotics, advanced materials, renewable energy, artificial intelligence, and technology in medicine, internet of things, big data, blockchain ...; expanding international cooperation and integrating science and technology, especially in priority technology fields to actively participate in the Fourth Industrial Revolution.

The tasks and solutions of the People's Committees of provinces and centrally-run cities: To thoroughly grasp and disseminate the spirit and content of the Strategy to local units and businesses; develop programs to support enterprises in training, consulting and transferring priority technology to actively participate in the Fourth Industrial Revolution.

In addition, the Decision also provides tasks and solutions for the ministries and central branches; organizes the performance of the National Strategy for the Fourth Industrial Revolution to 2030.
