On August 12, 2020, the Provincial People's Committee organized a workshop on improving the Public Administration Performance Index (PAPI). Vice Chairman of the Provincial People's Committee Nguyen Duy Hung attended and directed the workshop. It saw the attendance of: Associate Professor, Dr. Le Van Chien, Director of Institute of Leadership Studies and Public Policy, Ho Chi Minh National Academy of Politics; Mrs. Do Thanh Huyen, Public Policy Analyst, United Nations Development Program in Vietnam; leaders and specialists of departments and branches; leaders of the Provincial People's Committee, Heads of Home Affairs Divisions of districts, city and towns.

At the workshop, delegates heard Mrs. Do Thanh Huyen, Public Policy Analyst, United Nations Development Program in Vietnam sharing her knowledge about PAPI and practical experiences of provinces and cities, which have done a good job in enhancing their PAPI; PAPI survey results in 2019 in Hung Yen province. Associate Professor, Dr. Le Van Chien, Director of Institute of Leadership Studies and Public Policy, Ho Chi Minh National Academy of Politics presented a number of solutions to improve PAPI in Hung Yen province.

Through listening to the knowledge of PAPI, the participants focused on discussing a number of such contents as: Choosing the survey sample of PAPI; the solutions to raise citizens' knowledge criterion; the criterion for accessing judicial services.

Speaking at the workshop, Vice Chairman of the Provincial People's Committee Nguyen Duy Hung affirmed that Hung Yen province has had drastic solutions to improve PAPI of Hung Yen province over the past time. He requested departments, branches and units to perform the following tasks to improve PAPI: To implement solutions to improve both PAPI and the Provincial Competitiveness Index (PCI), because these two indices have dialectical linkage, both aiming to serve and satisfy people and businesses; focus on raising the indices with scores below 5 in 2019 (transparency index; environmental governance index; e-governance index); continue to maintain and develop the indices with scores above 5; the Department of Home Affairs advises and urges departments, branches and localities to carry out the programs and plans of the Provincial People's Committee on improving PAPI; departments, branches and localities enhance their responsibilities in implementing solutions to raise PAPI of departments, sectors and units./.
