The Regulation on determining the Public Administration Reform Index and the Public Administration Reform Performance Index Set at all levels

On 23/11/2020, the People's Committee of Hung Yen province issued the Decision No. 2741 / QD-UBND promulgating the Regulation on the determination of the Public Administration Reform Index and the Public Administration Reform Performance Index Set of departments, agencies and branches of the province; the People's Committees of districts, towns, city and the People's Committees of communes, wards and towns in Hung Yen province.

Accordingly, the scope and subject of application: Defining on monitoring and evaluating the results of the administration reform performance of the provincial departments, agencies and sectors; the People's Committees of districts, towns and city and the People's Committees of communes, wards and towns in Hung Yen province.

The assessment content and scale: The PAR evaluation index is determined according to the constituent criteria and criteria with specific scores of each level attached to the Decision, including: PAR indexes of departments, agencies and branches of the province (Appendix I attached to the Decision); PAR index of the district-level People's Committees (Appendix II attached to the Decision); PAR index of the commune-level People's Committees (Appendix III attached to the Decision).

The contents of the PAR performance index set  include 03 main parts: The evaluation of PAR implementation results, including 07 contents: PAR direction and administration; formulating and organizing the implementation of legal documents; administrative reform; reform of the state administrative apparatus  and organization; building and improving the quality of the contingent of cadres, civil servants and public employees; public finance reform; administrative modernization. The Satisfaction Index of Public Administration Services (SIPAS). Bonus points, minus points.

Scores are calculated as 100 points (corresponding to 100%). The score level is determined specifically for each criterion and component criterion according to the Annex tables attached to the Decision. For agencies and units, due to their specific characteristics as they do not have to fully perform their tasks corresponding to each criterion and component criterion according to the Appendices attached to the Regulation, the scale is calculated as the total maximum score of component criteria and criteria to be evaluated. This specific characteristic is specified by the agencies in Clause 4, Clause 5, Clause 6, Clause 7, Clause 8 and Clause 9 in Article 9 of the Regulation to verify the criteria and component criteria corresponding to the tasks to define or approve at the request of the agency or unit.

The assessment methods include: Self-assessment of agencies and units; the evaluation through sociological investigation; calculating and determining the PAR index.

In addition, the Regulation also specifies the process of evaluating and determining PAR index; data closing time and execution time; responsibilities of heads of provincial departments, agencies and branches; Chairmen of district-level and commune-level People's Committees in implementing the Regulation.
