The meeting of the Steering Committee to implement an construction investment project to build the Ring Road No. 4 - Hanoi Capital Region

The Steering Committee for the implementation of the Ring Road No. 4 construction investment project - Hanoi Capital Region (the Steering Committee) on March 7, held a meeting to evaluate the implementation of the Ring Road No. 4 construction investment project - Hanoi Capital Region; the difficulties and obstacles in the process of implementation and solutions to solve them in order to speed up the project progress in Bac Ninh province.

Comrade Dinh Tien Dung, Politburo member, Secretary of the Hanoi Party Committee, Head of the Steering Committee chaired the meeting. In the attendance were Members of the Party Central Committee, Deputy Heads of the Steering Committee: Mr. Tran Sy Thanh, Deputy Secretary of the Municipal Party Committee, Chairman of the Hanoi People's Committee; Mr. Nguyen Huu Nghia, Secretary of Hung Yen Provincial Party Committee; Mr. Nguyen Anh Tuan, Secretary of Bac Ninh Provincial Party Committee. The meeting saw the participation of members of the Steering Committee: Mr. Tran Quoc Van, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Hung Yen province; Ms. Nguyen Huong Giang, Deputy Secretary of the Provincial Party Committee, Chairwoman of the People's Committee of Bac Ninh province; leaders of the People's Committees of Hanoi city and Hung Yen and Bac Ninh provinces.

Addressing the opening session, Mr. Dinh Tien Dung, Politburo member, Secretary of the Hanoi Party Committee said that the investment project to build the Ring Road No. 4 - Hanoi Capital Region is of great significance to the development of Hanoi city and Hung Yen and Bac Ninh provinces. Along with the efforts of localities, the project has attained a lot of important results so far. However, the project process still has difficulties and obstacles. At the meeting, delegates should focus on discussing solutions to tackle difficulties and obstacles and speed up the implementation.

According to the report, the construction investment project of the Ring Road No. 4 - Hanoi Capital Region has a total length of 112.8km, passing through Hanoi city and Hung Yen province, Bac Ninh province. It is implemented in seven independently component projects. On the basis of the direction of the Prime Minister and the Steering Committee, the People's Committees of Hanoi city and Hung Yen province, Bac Ninh province have focused on directing and organizing the implementation of component projects. However, due to the complicated project, going through 15 districts of 3 localities, so far, the feasibility study report of component projects 1.1, 2.1 and the project feasibility study report of component project 3 are being appraised by the State Appraisal Council. The component projects 1.2, 1.3, 2.2, 2.3 are being appraised by the People's Committees of Hung Yen and Bac Ninh provinces.

At the meeting, the delegates focused on discussing solutions to speed up the implementation of the Ring Road No. 4 construction investment project - Hanoi Capital Region.

Speaking at the meeting, Chairman of Hung Yen Provincial People's Committee Tran Quoc Van said: Hung Yen province has been assigned by the National Assembly to take charge of component project 1.2: Compensation and resettlement support in Hung Yen province and component project 2.2: Building a parallel road in Hung Yen province under the Ring Road No. 4 construction investment project - Hanoi capital area. Following the direction of the Prime Minister, the Steering Committee, the Provincial People's Committee have made efforts to coordinate with the ministries, branches, the People's Committees of Hanoi city and Bac Ninh province to speed up the project implementation. Up to now, the project in the province has achieved a lot of important results. In which, the feasibility study report for component project 1.2; the selection of survey consultancy contractors and a feasibility study report for component project 2.2 and the dossier for making a feasibility study report for component project 2.2 have been completed and submitted it to competent authorities for appraisal from January 16, 2023. The selection of consulting contractors to make environmental impact assessment reports for component projects 1.2 and 2.2 has been completed, which were posted on the portal of the Ministry of Natural Resources and Environment. The total recovered area within the site clearance area reaches 273.5ha/19.3km… In the process of implementing the project in Hung Yen province, there are such difficulties and problems as: the land use planning and plans of some districts no longer have residential land and cemetery land suitable to the needs and aspirations of the people, so the construction of resettlement areas and new cemeteries, which must be approved, adjusted and supplemented in land use planning, then has been implemented. However, the order and procedures for supplementing land use planning take a long time, thus affecting the project's site clearance progress. Funding for site clearance exceeded the National Assembly's Resolution No. 56/2022/QH15 dated June 16, 2022 by about VND 2,227 billion… Chairman of the Provincial People's Committee Tran Quoc Van proposed a number of solutions to speed up the progress of project such as: Allowing the province to use source funds as provincial-level salaries to allocate increased funds for site clearance; the Steering Committee continues to propose to the Prime Minister to allow the People's Committee of Hung Yen province to approve the component projects according to the schedule promulgated by the Prime Minister in Resolution No. 106/NQ-CP dated August 18, 2022, the adjustment of investment policy of component projects before approval of the feasibility study report will be made later. Ministries and sectors prioritize the appraisal and comments on component projects 1.2 and 2.2 and send them to the province before March 12, 2023 as a basis for approving component projects, meeting the overall schedule of the project. The Ministry of Natural Resources and Environment guides the preparation of an environmental impact assessment report for component 1.2: Compensation and resettlement support in Hung Yen province...

Speaking at the meeting, Secretary of the Provincial Party Committee Nguyen Huu Nghia said that in order to ensure the progress of the project according to the Resolution of the National Assembly and the direction of the Prime Minister, it is necessary to have close coordination among ministries, branches and members of the Steering Committee. Secretary of the Provincial Party Committee Nguyen Huu Nghia proposed to the Steering Committee on the basis of opinions and recommendations of localities on difficulties and problems in the process of implementation to report to the Government, ministries and branches for solutions as soon as possible. In addition, the Steering Committee soon gives feedback to allow localities to flexibly use capital for site clearance work...

Speaking at the conclusion of the meeting, Secretary of the Hanoi Party Committee Dinh Tien Dung acknowledged the efforts and flexibility of localities in project implementation. However, at present, the progress of the project is slower than required. The Secretary of the Hanoi Party Committee suggested the participation of the whole political system in the implementation of the project. In which, focusing on propaganda, mobilizing people to agree and support the work of site clearance; have flexible mechanisms and policies in the compensation for site clearance. The process needs to be closely coordinated to ensure that there are no errors in verifying the origin of the land... To promote the roles and responsibilities of each collective and individual, strive to complete the project on schedule.
