The Provincial People's Council approves the Resolution on the socio-economic development tasks in 2022

On 8/12/2021, at the 5th Session, the 17th Provincial People's Council approved the Resolution No. 155/NQ-HDND on the task of socio-economic development in 2022.

Accordingly, the Resolution assesses the implementation of the socio-economic development plan in 2021 as follows: Gross domestic product (GRDP) increased by 6.52%. Industries and fields have maintained a good growth rate: industrial production index increased by 8.8%; production value: industry and construction rose by 8.74%; trade and services increased by 2.69%; agriculture and fishery rose by 2.78%. Export turnover is estimated to reach at USD 5,167 million. Total retail sales of goods and services are 45,109 billion VND, up 7.06%. The urbanization rate reaches 41.5%. Economic structure shifts in a positive direction: industry and construction account for 63.67% - trade and services: 27.65% - agriculture and fishery: 8.68%. GRDP per capita reaches 87.7 million VND. Budget revenue attains 17,300 billion VND, achieving 127.3% of the plan, up 4%, of which: import and export tax collection is 3,600 billion VND, reaching 105.9% of the plan, up 6.5%; domestic revenue is 13,700 billion VND, reaching 134.4% of the plan, up 4%. Budget expenditure is 12,601 billion VND, reaching 102% of the assigned estimate, of which: investment and development expenditure is 5,807 billion VND, getting 96% of the plan; recurrent expenditure is 6,794 billion VND, getting 101.5% of the plan. To effectively carry out the fields of education and training, health care, culture and ensure social security. The rate of poor households decreased to 1.32% (according to the poverty line in the period of 2021-2025, it is 2.55%). There are 23 more schools meeting national standards, bringing the total number of schools meeting national standards to 426 schools. To reduce the imbalanced sex ratio at birth to less than 117.5 boys/100 girls; the percentage of communes recognized as meeting national standards in health is 100%; the proportion of people participating in health insurance reaches 92%. The rate of workers in the age group participating in social insurance attains 35%. To create new jobs for 2,35 thousand employees. The rate of trained workers is 67%. The rate of cultural villages and quarters is 89.5%; the rate of cultural families is 92%. The percentage of households using clean water reaches 92%. Administrative reform and local government construction have been promoted. The work of inspection, reception of people, settlement of complaints and denunciations, and prevention of corruption and wastefulness has been enhanced. Local military defense is ensured, political security, social order and safety are maintained, and people's living standards are improved.

Regarding the main goals, tasks and solutions for 2022, the Resolution clearly states the following overall goals: Safely and flexibly adapting, effectively controlling the Covid-19 epidemic, maximum protection of health, people's lives, along with focusing on making good use of opportunities to promote socio-economic recovery and development with comprehensive solutions, stimulating the economy, supporting and removing difficulties for businesses and people, not attenuating the long-term growth drivers. To focus on well performing the task of socio-economic development in 2022. To continue to maintain the economic growth rate, the economic structure shifts in the right direction, promoting the potentials and advantages of the province. To well carry out social security policies and improve people's lives. To step up administrative reform and prevent and combat corruption and wastefulness; ensure national defense, political security, social order and safety.

Key indicators are as follows: Gross domestic product (GRDP) increased by 7%. Industrial production index rose by 8.7%. Production value: construction increased by 5%; trade and services rose by 5.5%; agriculture and fishery increased by 2.2%. Economic structure: industry, construction: 64%; trade and services: 28%; agriculture and fishery: 8%. GRDP per capita is 95 million VND. Export turnover is 5,600 million USD. Total retail sales of goods and services is 48,000 billion VND. Total social development investment capital is 42,000 billion VND. Local budget revenue is 19,525 billion VND, of which: domestic revenue is 15,925 billion VND, revenue from import and export activities is 3,600 billion VND. Total local budget expenditure is 16,751.7 billion VND, of which: investment and development expenditure is 9,049 billion VND, recurrent expenditure is 7,490.5 billion VND. To strive to have 10-15 more communes achieve new advanced rural areas, from 8 to 10 communes achieve model new rural areas. The urbanization rate reaches 43.5%. to maintain the natural population growth rate below 1%; maintain the imbalanced sex ratio at birth at 117 boys/100 girls. The percentage of communes recognized as meeting national health standards is 100%. The proportion of people participating in health insurance reaches 92.6%. The proportion of workers in the age group participating in social insurance reaches 37.5%. The average life expectancy is 75 years old; 9.3 doctors and 30 hospital beds/10,000 people. To create new jobs for 2,500,000 employees. The rate of trained workers is 68%, the rate of trained workers with degrees and certificates is 27%. The rate of poor households is 2.2% (according to the multidimensional poverty line for the period of 2021-2025). The percentage of cultural villages, neighborhoods, agencies and units is 89.5%; the rate of cultural families is 92%. The rate of households having access to clean water is 94%. The rate of waste treatment in urban areas reaches 87%, in rural areas 81%; 100% of hazardous waste is treated safely according to regulations; 100% of industrial zones in operation have a centralized wastewater treatment system up to standards; 100% of investment projects meet environmental protection requirements.
