On November 3, the Standing Committee of the National Assembly held a national teleconference to implement the Politburo's conclusion on the orientation of the law-making program for the 15th National Assembly term. At the conference, Comrade Vo Van Thuong, Politburo member and Standing member of the Secretariat thoroughly grasped and directed the implementation of the Politburo's Conclusion No. 19-KL/TW dated October 14, 2021 on the orientation of the law-making program for the 15th National Assembly term (The Conclusion No. 19). The Politburo's conclusion clearly states that the goal of law-making work for the 15th National Assembly term is to synchronously perfect the development institution and create a legal framework for the successful implementation of socio-economic development tasks in the period of 2021-2025, 12 national development orientations, 6 key tasks and 3 strategic breakthroughs, which were proposed in the 13th National Party Congress. In the process of performing the orientation of the law-making program for the 15th National Assembly term, it should be noted as follows: The formulation and promulgation of laws must be cautious, sure, do well at each stage, set high requirements on quality, not run by quantity, follow up and promptly meet the requirements of practice. The issues are urgent, mature, clear, proven by practice, with highly consensus, then the law is formulated and promulgated; the urgent and necessary issues, but new and not yet reaching a high consensus, can be conducted on pilot. In the immediate future, law projects with complex contents and many different opinions have not yet been implemented and need more time for careful research. To focus on perfecting the legal system fully, synchronously, uniformly, timely, feasibly, stably, openly, transparently and internationally competitive; take the legitimate rights and interests of people and businesses as the focus; strengthen supervision and control over the exercise of state power; promote innovation. To overcome the situation of unstable legal documents and the delay in promulgating detailed regulations and guiding documents. At the same time, tightening discipline, upholding responsibility, especially the leader in law-making; anti-negative right in the law-making work, not influenced by the unhealthy behavior of any organization or individual, not let the situation of "group interests", local interests of state management agencies integrated in legal documents.

On the basis of ability and time, the National Assembly’s Party Committee selected and identified 137 legislative tasks to be performed during the 15th National Assembly term out of a total of 193 tasks proposed by agencies and organizations.

Speaking at the conclusion of the conference, Comrade Vuong Dinh Hue, Politburo member, Secretary of the National Assembly's Party Committee, and Chairman of the National Assembly suggested that relevant delegates, branches and organizations need to study and thoroughly grasp the Decision No. 19 of the Politburo; agencies of the National Assembly, the National Assembly’s deputies and ministries, branches and localities need to raise awareness of the meaning and importance of legislative work, research, and contribute ideas on law-making so that the promulgated legal documents must really be the legal framework, creating a transparent and fair environment for the successful implementation of socio-economic development tasks. The Fatherland Front and its member organizations improve the quality of law-making supervision and collect comments from people and businesses so that promulgated legal documents must be consistent with the Party's line and meet the practical requirements.
