To strengthen the implementation of social insurance policies and the roadmap for universal health insurance

On September 9, 2020, the People's Committee of the province issued the Official Letter No. 2378 / UBND-KGVX on strengthening the implementation of social insurance policies and the roadmap for universal health insurance.

Accordingly, due to the impact of the Covid-19 epidemic, many businesses in the province had to narrow their production scale, cut down on laborers, leading to a decrease in compulsory social insurance participants; at the same time, the number of people who request to receive one-off subsidy increased as compared to the same period last year, affecting the ability to complete the development plan for participants of social insurance and health insurance in 2020 of the province. In order to successfully complete the assigned targets and tasks of 2020, as a premise for the upcoming 2021-2025 period, the Provincial People's Committee requests departments, agencies, branches, unions, and the People's Committees of districts, towns and city to perform the following tasks:

- To continue to drastically and effectively perform assigned targets and tasks on social insurance and health insurance in 2020; focus on directing the development of participants in social insurance, health insurance, unemployment insurance; work out plans to exploit and develop specific objects for each month and each week in each locality; promote the development of participants of voluntary social insurance to compensate for the reduced number of compulsory social insurance participants due to the effect of Covid-19 epidemic.

- To continue to promote propaganda and dissemination of policies and laws on social insurance and health insurance so that people understand the meaning and benefits of participating in social insurance and health insurance; effectively combine traditional propaganda with new forms of communication; effectively promote communication channels and social networks to propagate and mobilize people and employees to participate in social insurance and health insurance.

- The Provincial Social Insurance: To preside over and coordinate with the Provincial Tax Department, the Department of Planning and Investment to direct the review and identification of units and subjects that are eligible to participate in compulsory social insurance but have not yet participated; expand the system of social insurance and health insurance collection agents in the whole province to create profits for close-to-target propaganda, make it convenient for people to participate in social insurance and health insurance; continue to direct the promotion of administrative reform and effective application of information technology in operational stages, accelerate the delivery and return of results of administrative procedures through the public postal service system, maintain the electronic transactions to make profits for the units and people in transactions with the social insurance agency. To improve the quality of public service, reduce troubles, create favorable conditions for people to join and benefit from social insurance, health insurance and unemployment insurance.

- The Department of Health: To strengthen the direction of electronic assessment at medical facilities using health insurance, coordinate with the social insurance agency to guide the medical facilities using health insurance to take the initiative in controlling fluctuations and sudden increases when there are warnings from the assessment information system, ensure the assigned estimate of costs of medical examination and treatment using health insurance; chair and coordinate with the Provincial Social Insurance, the Department of Finance, the Department of Education and Training, the Department of Labor, War Invalids and Social Affairs to advise the Provincial People's Committee on supporting the health insurance premium from the date of January 1, 2021, for a number of subjects such as Party members, who are rewarded a badge of 30 years or more of age; garbage collectors in villages and quarters, who do not have health insurance cards; people from agricultural households with average income; the students in the province; people from full 60 years old to under 80 years old and religious dignitaries of religious organizations recognized by the state with permanent residence and living in the province without health insurance card; people from near poor households in the province; which will be completed before October 31, 2020.

The Department of Labor - Invalids and Social Affairs firmly grasp the number of subjects eligible for compulsory social insurance; coordinate with the Provincial Social Insurance and the District Steering Committee to effectively manage and exploit to increase the beneficiaries of social insurance and health insurance.

In addition, the Provincial People's Committee assigns tasks in implementing social insurance policies, the universal health insurance roadmap for a number of agencies and units: the Department of Education and Training, the management agencies on social insurance, health insurance of the province, the People's Committees of districts, towns and city./.
