The provincial People's Committee holds a meeting to give opinions on a number of issues submitted to the provincial People's Council at the 10th session, term XVI
On November 18, 2019, Chairman of the provincial People's Committee Nguyen Van Phong chaired a meeting of members of the provincial People's Committee to give comments on some contents, which are submitted to the provincial People's Council at the 10th session, term XVI. The meeting drew the attendance of: the Standing Committee of the provincial People's Council; Chairman of the Provincial Fatherland Front Committee; members of the provincial People's Committee; leaders of a number of relevant departments, agencies and branches; Chairmen of the People's Committees of districts, towns and city.
At the meeting
At the meeting, the delegates discussed and commented on the following contents: Report on adjusting and supplementing the 5-year public investment plan for the 2016-2020 period in Hung Yen province; Report on the implementation of the public investment plan in 2019 and the plan in 2020; Report on the implementation of state budget - finance tasks in 2019 and the local budget estimates in 2020; Report on the local budget allocation plan in 2020; Report on the budget finalization in 2018.
Concluding at the meeting, Chairman of the provincial People's Committee Nguyen Van Phong requested the Department of Planning and Investment and the Department of Finance to receive the comments from the delegates, in the spirit of ensuring the principles on public investment and spending from the budget capital, not from the capital construction investment. At the same time, he emphasized some of the following contents: All the portfolio under the medium-term public investment plan in the period of 2016-2020, which still lack capital, must allocate sufficient capital to implement, especially the works that have been completed and settled, the remaining capital will be allocated for transitional works and newly constructed ones. To strictly implement the preparation, appraisal, approval, acceptance, settlement and strict management of the quality of public investment projects. Newly started investment projects must be included in the medium-term public investment plan for the 2016-2020 period; to strive to have no outstanding debts of public investment works by 2020. To request the Department of Finance to review and adjust the collection targets of export and import activities in 2020 accordingly. Regarding the provincial budget expenditure in 2020, it is required to focus on building classrooms and houses for poor households and policy families. In 2020, each district, town and city shall plan one waste treatment site; regarding the funding for the construction of a waste treatment plant, the provincial budget will provide partial support, the rest will be allocated from the district budget.
To request the Department of Planning and Investment and the Department of Finance to complete the Report so that the provincial People's Committee reports to the Provincial Standing Committee before submitting to the provincial People's Council at the 10th session, term XVI./.
