Hung Yen's socio-economic situation in January 2019

1. Agriculture and fishery

   1.1. Agriculture

   a) Cultivation

   Regarding to the winter crop plantation: According to preliminary analysis of the survey results, the winter crop of ​​the province covers an area of 9,900 ha, decreased by 1,791 ha, equivalent to a decrease of 15.3% as compared to the last winter crop of 2018.

   According to the evaluation of functional agencies, the weather condition in this winter crop is favorable for the cultivation as well as the growth and development process of plants. With the support of the province and districts, many localities have accelerated the progress of winter vegetables plantation with a rich seed structure, creating a plentiful supply for the market, and it is supposed to have higher productivity than the previous year. However, the production of this winter crop has met many difficulties, the high price of input materials for production such as: seeds, fertilizers, plant protection drugs, labor costs, and the cost for the land preparation increases rapidly, while the price of winter crop products have not increased much in recent years, making it difficult for farmers to invest in intensive farming and reducing the production efficiency. Young labor force is attracted to work in the fields of industry, construction, trade and services, so it lacks part-time workers, especially in the northern districts of the province. Many localities have not yet built the concentrated production areas and it is difficul in irrigation and production protection.

   As of January 21, 2019, the whole province has harvested 9,506 ha of winter crops. In which: maize: 2,370 ha; potato: 185 ha; peanut, soybean: 323 ha; squashes: 1,275 ha; medicinal herbs, flowers and ornamental plants: 888 ha; vegetables: 4,465 ha.

   Besides planting and harvesting winter crops, localities actively prepare for the plan of spring crop plantation in 2019, which focuses on plowing. In the spring crop this year, the whole province is supposed to plant 31,440 ha of rice. Localities have instructed to strictly implement the breed structure and planting schedule. To strengthen the preparation of taking water at the first phase for spring rice cultivation in 2019. To prepare well the soil preparation, soaking, tempering and planting spring rice in accordance with the technical process.

   Fruit trees: Such fruit trees as oranges, bananas are in the process of fruit development and harvesting. The weather in the past time is relatively favorable, the quantity of oranges and pomelos is expected to increase as compared to the same period last year.

   b) Breed

   Facing the situation of mouth and foot disease on pigs, which is happening complicatedly in some provinces and cities nationwide, in order to proactively prevent, control and quell the epidemic, the Provincial People's Committee has required to implement the measures of prevention of diseases in cattle and poultry, thus asking localities to actively deduct their reserve funds for disease prevention and control. The Provincial Steering Committee for prevention and control of diseases in cattle and poultry has launched the month of detoxification and disinfection for the whole breeding environment and facilities, markets, the trading, slaughtering and processing houses of cattle and poultry in the whole province. With a resolute spirit and the efforts of all levels and branches, up to now, the province's cattle and poultry are still safe and the breeding of localities is stable.

   The number of cattle and poultry in the province as compared to the same period last year is estimated as follows: 2.721 buffaloes, up 0.48%; 35,385 cows, up 0.75%; 587,700 pigs, up 0.38%; poultry herd: 8,650 thousand (of which 5,990 thousand chickens), up 3.28%.

   2. Industrial production

   The industrial production index in January increased by 10.23% as compared to the same period in 2018, in which:

   For mining industry, to mainly exploit black sand for the construction and leveling. In recent years, the sand exploitation on the Red River and Luoc River has been strictly managed by the province, the consumption of sand for leveling and construction has been slowing down. Besides, the sand mining also affects people's life and environment. The index of mining industry increased by 2.63%.

   For processing and manufacturing industry: From the last months of 2018 to the beginning of 2019, there are a number of enterprises with the middling production scale that go into operation and expand their production. The index of manufacturing and processing industry in January is estimated to increase by 10.23%. Some industrial products in the month increased over the same period in 2018 such as noodles, vermicelli, instant porridge increased by 7.0%; poultry feed rose by 30.48%; non-carbonated mineral water up 6.60%; all kinds of clothes increased by 2.86%; wooden windows and doors rose by 26.64%; paint and varnish soluble in water up 12.70%; plastic products increased by 16.98%; construction clay bricks (except ceramics and porcelain) with the norm of 220x105x60mm rose by 38.45%; iron and steel of all kinds up 5.14%; integrated electronic circuits increased by 26.51%; fiber optic, fiber optic bundles and fiber optic cables increased by 7.87%; spare parts of motor vehicles up 17.35%; commercial electricity increased by 8.12%.

For the industry of electricity, hot water and steam production and distribution: The electricity production across the country has improved, the electricity sector has met the demand of electricity consumption for the production and daily life. Therefore, the power consumption in the province remains high. Hung Yen power industry is gradually improving the power transmission system, changing the business management in line with the market economy and the trend of international economic integration, so the ability of electricity distribution is increasingly secured and highly efficient. In January, the total amount of commercial electricity is estimated to reach 333 million kWh, seeing an increase of 8.12% as compared to the same period in 2018

Water supply, waste management and treatment activities: Water supply in the province is growing, due to the increasing demand for clean water of people, many water plants are built and well provide water for people to live and produce. Besides, the waste treatment of the province has increased quite well because there are many establishments involved in the waste, industrial and domestic waste water treatment. Therefore, the production index of the water supply, waste water and waste treatment is estimated to increase by 12.76% over the same period in 2018.

   3. Investment and construction activities

   a) The investment capital under the local budget

   Through the review and synthesis, the investment capital under the local budget in 2019 is temporarily allocated as follows: Total investment capital: 2,530,422 million VND, of which: the provincial budget capital: 1,278,072 million VND, the district one: 754,850 million VND, the commune one: 497,500 million VND.

   From the beginning of the month until now, the weather is favorable, but new projects and works have not been implemented much, which partly affects the progress and value of the works and projects. The investment capital under the local budget in January is estimated to reach VND 180,660 million, seeing an increase of 12.61% as compared to the same period of 2018. Of which: the provincial budget capital: VND 85,520 million VND, up 7.88%; the district one: 58,110 million VND, up 26.88%; the commune one: VND 37,030 million, up 4.76%.

   b) Foreign investment

   As of January 21, 2019, the whole province has had 423 foreign-invested projects, with a total registered capital of 4,400,237 thousand USD, including 1 licensed project in 2019 with the registered capital of USD 64,890 thousand. The countries with the largest number of projects and investment capital are as follows: Firstly, Japan has 154 projects with the registered capital of 2,916,478 thousand USD, accounting for 66.28% of the total registered capital; secondly, Korea has 128 projects with the registered capital of 647,030 thousand USD, accounting for 14.70% of the total one; thirdly, China has 84 projects with the registered capital of 439.708 thousand USD, accounting for 9.99% of the total one.

   4. Trade and services

   a) Retail sale of goods

   January is the month before Tet holiday so the goods circulation on the market is more active than other months of the year. Total retail sales of goods in January are estimated to reach at VND 2,292,054 million, up 2.75% over the previous month and 13.71% over the same period in 2018.

   The retail sales of goods as compared to the previous month are as follows: food increased by 5.68%; garment rose by 7.91%; home appliances, tools and equipment up 4.17%; educational and cultural items increased by 1.65%; automobile rose by 5.58%; petrol and oil of all kinds up 3.52%; gold and precious metals increased by 2.50%; other goods rose by 4.40%.

   b) Accommodation and catering services

   The revenue from accommodation and catering services in January is estimated to attain at 153,713 million VND, increased by 2.65% as compared to the previous month and 8.90% over the same period in 2018. In which: Catering service reached VND 148,530 million, increased by 2.66% as compared to the previous month and 9.12% as compared to the same period in 2018. The reason is that it is the month before the Lunar New Year, many conferences and parties took place, so the revenue from catering service increased as compared to the previous month and the same period last year. Accommodation service reached VND 5,183 million, seeing an increase of 2.20% as compared to the previous month and 2.96% as compared to the same period in 2018. The accommodation service in the province mainly serves people in the province, so the revenue is relatively stable.

c) Tourism and traveling services

    This is the month before the Lunar New Year, so the demand for tourism of people decreases as compared to the previous month. The revenue from tourism and traveling services in January is estimated to attain at VND 520 million, down 6.47% as compared to the previous month, but still increased by 6.56% over the same period in 2018.

   d) Other services

   The revenue from other services in January is estimated to reach at VND 413,732 million, up 24.84% as compared to the same period of 2018. In which, the fluctuation of service sectors is as follows: Revenue from real estate business increased by 36.66%; revenue from education and training services decreased by 0.97%; revenue from health services and social assistance activities increased by 1.86%; revenue from arts and entertainment services increased by 2.07%; revenue from computer, personal and household appliances repair services decreased by 4.48%; revenue from other services increased by 6.88%.

   5. Price index

   a) Consumer price index

   The Lunar New Year 2019 is approaching, in the whole province, the atmosphere of "Celebrating Tet holiday" is bustling. The goods for Tet holiday this year are in various types and beautiful designs with high quality to fully meet the demand of people. The prices, supply and demand of goods and services in the province are still relatively stable, there is no situation of hoarding and price rise.

   As compared to the previous month, in January Consumer Price Index (CPI) increased slightly, only 0.05%. In which: there are 5/11 groups of goods and services with lower price indexes than the previous month, including: garments, hats and footwear fell by 0.43%; home appliances and equipment decreased by 0.17%; traffic down 2.96%; post and telecommunications fell by 0.33%; culture, entertainment and tourism decreased by 0.19%. There are 4/11 groups of goods and services with increasing price indexes over the previous month, including catering service rose by 0.79%; beverages and cigarettes increased by 1.20%; housing and construction materials up 0.26%; goods and other services increased by 0.01%. There are 2/11 groups of goods and services with stable price indexes as compared to the previous month: medicines and medical services; education.

   As compared to the same period in 2018, in January CPI increased by 1.91%. In which: catering service increased by 5.77%; beverages and cigarettes rose by 2.06%; garments, hats, footwear fell by 0.47%; housing, electricity, water, fuel and construction materials down 1.80%; equipment and home appliances increased by 1.0%; medicines and medical services fell by 0.53%; transport service decreased by 2.44%; post and telecommunication services decreased by 0.73%; education increased by 1.80%; culture, sports and entertainment rose by 2.10%; goods and other services up 2.83%.

   b) Gold and US dollar price index

   In January, the gold price index increased by 2.81% over the previous month and at an average of 3,626,000 VND / tael. The US dollar price index decreased by 0.5% over the previous month, the average price was 23,254 VND / USD.

c) Production price index

   The price index for agricultural, forestry and fishery production in January decreased by 2.21% over the previous month and up 15.08% over the same period in 2018. Of which: Agricultural production price index decreased by 2.50 % as compared to the previous month and up 17.39% over the same period in 2018; fishery production price index increased by 0.46% over the previous month and decreased by 3.56% as compared to the same period in 2018.

   The industrial production index in January decreased by 0.33% over the previous month and up 0.37% over the same period in 2018. In which: The price index of manufacturing and processing industrial products decreased by 0.39% over the previous month and 0.36% over the same period in 2018; the price index of production and distribution of electricity, gas, hot water, steam and air conditioning increased by 0.22% over the previous month and 4.22% over the same period in 2018; the price index of natural water exploitation, waste water and waste management and treatment services increased by 0.26% over the previous month and 3.49% over the same period in 2018.

   6. Transport activity

   a) Passenger transport activity

   Passenger transport in January is estimated to reach 1,230 thousand turns of carriers and 77,003 thousand turns of passengers, increased by 11.56% in turns of carriers and 12.09% in turns of passengers over the same period 2018; passenger transport revenue is estimated to attain at VND 57,803 million, up 14.92%. The main reason is that it is the time before Tet holiday, the demand for traveling increases quite high because the number of pupils, students and employees who have been off and go to their howntowns, which makes the transport revenue increase relatively high over the same month last year.

   b. Cargo transport activity

   Cargo transport in January is estimated to attain at 2,780 thousand tons of freight and 100,078 thousand tons of rotational goods, increased by 18.38% in tons of freight and 17.45% in tons of rotational goods over the same period last year; cargo transport revenue is estimated to reach at VND 240,713 million, up 19.11%. The main reason is that this is the month before the Lunar New Year, so the demand for transporting goods also increases, which positively increases the revenue and volume of transport and goods circulation.

   7. Financial and banking activities

   a) State budget revenues

   In January, the budget revenue is estimated to reach at VND 1,022,633 million, down 8.71% as compared to the same period of 2018. Of which: Domestic revenue: VND 730,000 million, down 14.62%; import and export taxes: VND 292,633 million, up 10.34%. Some revenues in the month are estimated as follows: Revenue from central SOEs: VND 12,000 million, up 66.88%; revenue from local SOEs: VND 3,000 million, down 26.36%; revenue from foreign-invested enterprises: VND 180,000 million, down 5.40%; revenue from non-state sector: VND 230,000 million, down 17.96%; registration fee collection: VND 34,000 million, up 8.75%; personal income tax collection: VND 70,000 million, down 7.17%; revenue from housing and land: VND 155,600 million, down 26.88%.

   b) State budget expenditures

   From the beginning of the year to January 21, 2019, the local state budget expenditure reaches VND 290,310 million. In which: Expenditure on development and investment: VND 62,705 million; regular expenditures: 227,605 million VND. A number of regular expenditures are as follows: expenditure on economic activities: 24.809 million VND; expenditure on education and training: 59,659 million VND; expenditure on health care: VND 12,142 million; expenditure on cultural and sports activities: 2,621 million VND; expenditure on social security: VND 39,180 million; expenditure on administrative management: VND 66,742 million; other expenditures: 22,298 million VND.

c) Banking operation

   As of January 31, 2019, the total capital of credit institutions reached VND 73,403.356 million, seeing an increase of 0.66% as compared to December 31, 2018. In which: mobilized capital from the population and economic organizations reached VND 64,319,554 million, up 0.34% and accounted for 87.62% of the total capital.

   Total outstanding loans to the economy reached VND 56,335,166 million, up 0.81% as compared to December 31, 2018. In which: short-term loans: VND 39,872,652 million, up 0.84%; medium and long-term loans: 16.462.514 million VND, up 0.74%. The loans in local currency: VND 53,919,979 million, up 0.75%; the loans in foreign currency: VND 2,415,187 million, up 2.15%. Regarding credit quality: Bad debt (in group 3,4,5) is VND 1,171,810 million (accounting for 2.08% of total outstanding loans), down 1.67% as compared to December 31, 2018.

   8. Some social activities

   a) Cultural and sports activities

   The province propagandizes to celebrate the 89th founding anniversary of the Communist Party of Vietnam (3/2/1930 – 3/2/2019) and the Lunar New Year in 2019. From 22 - 23/12/2018, at the Provincial Sports Competition and Training House, Hung Yen Provincial Table Tennis Federation organized the Table Tennis Tournament 2018 for provincial clubs. It saw the participation of over 200 athletes from 23 clubs in the whole province. The athletes compete in 5 categories and 8 age groups: 13 years old and younger, 18 years old and younger, 19-25 years old, 26-35 years old, 36-45 years old, 46 -55 years old, 56-65 years old and 66 years old and older.

   At the National Sports Games, the provincial Sports Team selected and sent 58 athletes to participate in 10 subjects in 36 subjects of the 8th National Sport Games in 2018. The province team won 25 medals of all kinds, including 3 Gold medals, 7 Silver medals and 15 Bronze medals, ranking 35/65 provinces, cities and industries across the country.

b) Taking care of policy beneficiaries and people with meritorious services

On the occasion of the Lunar New Year of 2019, the State President and the Provincial Party Committee – the People's Council – the People’s Committee – the Provincial Fatherland Front Committee visited and gave gifts to people who have made meritorious services to the revolution, policy beneficiaries and support to social beneficiaries, as specifically: People with meritorious services (martyrs' families; veterans; sick soldiers; armed forces heroes, labor heroes in the resistance wars; people with meritorious services to the revolution; people in the resistance war infected with toxic chemicals; people in the resistance war imprisoned by the enemy) and families of soldiers working in Truong Sa, Hoang Sa and DK1 rig are 35,578 people with the amount of VND 500,000 / gift, including VND 300,000 in cash and 1 gift bag valued at VND 200,000; in addition, businesses support the gift valued at VND 50,000 for each.

To visit and give gifts to veterans, sick soldiers and people with meritorious services who are living in 05 nursing centers in the province, and those with meritorious services who were born in Hung Yen and lives in nursing centers outside the province, each center: 01 gift worth 3,000,000 VND (including 2,500,000 in cash and 01 gift bag worth 500,000 VND); to donate 24 veterans, sick soldiers and relatives of martyrs who are living at 05 nursing centers each with 01 gift worth VND 500,000, including VND 300,000 in cash and 01 gift bag valued at VND 200,000; in addition, businesses support the gift valued at VND 50,000 for each.

   To visit and give gifts to 22 families with meritorious services (each district and city with 02 families, in Khoai Chau district: 03 families, An Thi district: 03 families), each family has 01 gift worth VND 1,500,000, including 1,000,000 VND in cash and 01 gift bag worth 500,000 VND; in addition, businesses support the gift valued at VND 50,000 for each.

To give gifts to 25,918 elderly people at the ages of 70, 75, 80, 85, 90, from 91 to 99, 100, over 100 years old, with the total amount of 9.114.55 million VND.

To give 9,953 gifts in cash to poor households in communes, wards and towns in the province, with the amount of VND 300,000 / household (of which VND 250,000 comes from the provincial budget and VND 50,000 from the Fund for the Poor at all levels).

   To support celebrating Tet holiday for 773 people living in social protection establishments (Social Work and Protection Center, Center for Psychiatric Nursing, Hy Vong Tien Cau Center, Khoai Chau Rehabilitation and Vocational Training School for disabled people, Tien Lu Rehabilitation and Vocational Training School for disabled people), with the amount of 200,000 VND / person.

   To give gifts to children in extremely difficult circumstances, children from poor households and near poor households (Funding by the provincial Child Protection Fund): The sponsorship of Hyundai Aluminum Vina Company for 100 children with special circumstances, each district and city: 10 children, with the amount of VND 1,000,000 / child / year; to support Hung Yen children who are studying and training at Ninh Binh Reformy School with the amount of VND 3,000,000; to support 333 children in extremely difficult circumstances, children from poor households, near poor households, children with serious diseases in the community, each gift worth VND 400,000 (including VND 200,000 in cash and 1 gift bag worth VND 200,000; to visit and give gifts to 30 children who are being treated at the hospital on Tet holiday, each gift worth VND 500,000 (including VND 300,000 in cash and 1 gift bag worth VND 200,000).

   c) Environmental protection and fire and explosion prevention

   From December 16, 2018 to January 15, 2019, Hung Yen province has detected 25 cases of environmental violations, of which 24 cases are handled with the amount of VND 643 million, 1 case is in the process of investigation and handling. The main reason is the management of hazardous waste, the discharge of waste exceeded the standards and regulations and other violations.

   From December 16, 2018 to January 15, 2019, there is no fire or explosion in Hung Yen province.

   d) Traffic safety

   According to data from the Traffic Safety Department of Hung Yen province, from December 16, 2018 to January 15, 2019, there are 18 traffic accidents, all are road accidents, 15 people killed, 12 people injured.  As compared to the previous month, the number of accidents increased by 2 cases, up 12.50%; the number of deaths rose by 12 people, up 400.0%; the number of injured people increased by 2 people, up 20.0%. As compared to the same period in 2018, the number of accidents increased by 2 cases, up 12.50%; the number of deaths rose by 4 people, up 36.36%; the number of injured people is equal to the same period last year.
