The Ministry of Information and Communications on June 5, held a teleconference to promote and improve the quality of online public service provision and use. Mr. Nguyen Manh Hung, Member of the Party Central Committee, Minister of Information and Communications, Vice Chairman of the National Committee for Digital Transformation chaired the conference. Mr. Nguyen Duy Hung, Vice Chairman of the Provincial People's Committee, Standing Deputy Head of the Provincial Steering Committee for Digital Transformation chaired the conference at the province's bridge point.

At the conference, the delegates heard an introduction about the draft set of criteria to evaluate the quality of online public service delivery, assessment methods, test results and proposed roadmap, tasks and solutions for ministries, branches, localities and businesses. Accordingly, the set of criteria consists of 3 pillars with a total score of 100. Specifically: function evaluation criterion 70 points, performance evaluation criterion 20 points, and convenient information access criterion 10 points. The quality of online public service provision of the Public Service Portals is divided into 5 levels with scores ranging from less than 50 points to 100 points. The Ministry of Information and Communications evaluates the quality of online public services from the perspective of people's experiences with the Public Service Portal of 20 ministries, branches and 63 provinces and centrally-run cities. On the basis of survey, monitoring and measurement results in March 2023, the Ministry of Information and Communications summarizes and emphasizes 10 groups of issues and 20 specific tasks such as: Action Plan 2023, Information system to handle administrative procedures, full online public services...

Speaking at the conclusion of the conference, Mr. Nguyen Manh Hung, Minister of Information and Communications, Vice Chairman of the National Committee for Digital Transformation emphasized the need to change from the approach to improving the quality of public service. Ministries, sectors and localities shall upgrade software for performing online public services; urgently review administrative procedures and online public services, give priority to 25 essential public services.
