On 28/3/2023, the Provincial People's Committee issued the Program No. 56/Ctr-UBND on the Action Program to implement the Resolution No. 14/NQ-CP dated February 8, 2023 of the Government promulgating the Action Program to implement the Resolution No. 30-NQ/TW dated November 23, 2022 of the Politburo.

Accordingly, the purposes and requirements of the Program are: Sticking to the guidelines and orientations of the Party, the Resolution of the Politburo, the objectives, tasks and solutions identified in the Resolution No. 14/NQ- CP dated February 8, 2023 of the Government and the Resolutions of the Provincial Party Committee, the Provincial People's Council, the Action Program No. 35/CTr-TU dated February 15, 2003 of the Provincial Party Committee on the implementation of the Resolution No. 30 -NQ/TW dated November 23, 2022 of the Politburo on the basis of suitability with actual local conditions; the Action Program is the basis for departments, agencies, branches, the People's Committees of districts, town and city to develop action programs and plans of each agency and unit according to their assigned functions and tasks and organize drastic, synchronous and effective implementation, strive to achieve the set objectives; clearly define tasks, solutions and implementation time so that departments, agencies, the People's Committees of districts, town and city actively coordinate, implement synchronously, effectively, ensure coordination closely between the goals and tasks of socio-economic development and ensuring national defense and security.

The specific targets by 2030 are as follows: The GRDP growth rate is about 8.0%/year for the period of 2021-2025, and about 9%/year for the period of 2026-2030. The contribution of total factor productivity (TFP) to the province's GRDP growth is above 50%. GDP per capita by 2030 is 8,550 USD. Economic structure of the province by 2030: Agriculture and fishery 3.6%; industry, construction 64.1%; service sector 32.3%. Total social investment capital in the period of 2026-2030 is about 450 trillion VND. Export turnover of goods reaches about 12-13 billion USD by 2030. The rate of urbanization by 2030 is about 58-60%. The average contribution rate of total factor productivity (TFP) to growth in the period of 2021-2030 is to strive for over 50%. By 2030, the rate of trained workers reaches 76%, of which, the rate of trained workers with degrees and certificates is over 40%. To maintain the annual natural population growth rate below 1%. To strive to reduce the poverty rate to less than 1% by the end of 2025 according to the multidimensional poverty line for the period of 2022-2025. By 2025, the percentage of households using clean water reaches 100%. By 2030: The percentage of industrial zones and clusters that come into operation with a centralized wastewater treatment system meeting environmental standards attains at 100%; the rate of municipal solid waste collected and treated is over 98%. The rate of solid waste collected and treated in rural areas is over 95%.

The vision to 2045 are as follows: Hung Yen is a smart city; fully promotes the core values of the ancient Pho Hien culture; is a beautiful, civilized, modern and rich province with cultural identity of the center of the Red River Delta.

The program sets out 11 main tasks and solutions to be implemented, including: The work of mastering, propagating, disseminating information and implementing the Resolution; stepping up planning work; ensuring inter-regional connectivity; mobilizing, distributing and using resources effectively; improving competitiveness; developing fast and sustainable economy; developing a smart urban system and a synchronous and modern socio-economic infrastructure system; building a favorable investment and business environment; developing science and technology, innovation, digital transformation; developing education, training and improving the quality of human resources; socio-cultural development; taking care of people's health; implementing social progress and justice, ensuring social security and reducing poverty sustainably; effectively managing and using natural resources, protecting the environment, adapting to climate change; strengthening the assurance of national defense and security tasks, increasing the efficiency of foreign affairs; promoting the organization and operation of the political system; administrative reform.
