On 14/9/2022, the Department of Planning and Investment issued the Notice No. 2543/TB-SKHĐT on inviting interest in an investment project using land.

Accordingly, the Department of Planning and Investment of Hung Yen province invites interested investors to submit an application for the implementation of the project "Trade, service and luxury housing complex (Lavida Green)" in Nghia Hiep commune, Yen My district, Hung Yen province with the following information:

* Name of project; investment objectives; investment scale of the project:

- Project name: Trade, service and luxury housing complex (Lavida Green) in the area of ​​Nghia Hiep commune, Yen My district, Hung Yen province.

- Investment objective: Building adjacent housing, shophouse, apartment for sale; office for lease, commercial - services floor  to meet the needs of comfortable accommodation with high quality apartments, fresh living environment, full of urban utility services, contributing to promoting the urban development and socio-economic development for the locality.

  - Investment scale:

  + Land area of the project: 45,640.70 m2.

  + Population size: 3,661 people.

  + Land use structure according to the Project on the adjustment of detailed planning with a scale of 1/500 of the Project on Trade, services - luxury housing complex (Lavida Green) approved by the Provincial People's Committee in the Decision No. 791 /QD-UBND dated April 4, 2022, in which: Residential land 26,373.55 m2; green land, parking lot 4,375.35 m2; traffic land 14,891.8 m2.

  + Preliminary construction investment plan: The scale of construction investment (according to the content of the Decision No. 791/QD-UBND dated April 4, 2022 of the Provincial People's Committee on approving the detailed planning with the rate of 1/500 of the Project on Trade, service – luxury housing complex (Lavida Green).

  * Preliminary total cost of project; investment

- Total investment capital (provisionally calculated): 2,110,680,300,000 VND (In words: two thousand, one hundred and ten billion, six hundred and eighty million, three hundred thousand dong).

In which:

+ Total cost of the project (excluding the costs of compensation, resettlement support, land use levy, land rent) (m1) is provisionally calculated as follows: 2,099,059,770,000 VND (In words: two thousand, ninety-nine billion, fifty-nine million, seven hundred and seventy thousand dong).

  + The cost of site clearance compensation (the preliminary value of remaining investment costs in land) (m2) is provisionally calculated as follows: 11,620,530,000 VND (In words: eleven billion, six hundred and twenty million, five hundred and thirty thousand dong).

+ The cost of construction and equipment of the project under consideration: 1,505,714,150,000 VND (In words: one thousand, five hundred and five billion, seven hundred fourteen million, one hundred and fifty thousand dong).

- Investment capital: The enterprise's own capital and other lawfully mobilized capital sources in accordance with current regulations.

* Investment term and progress:

- The project's operation term is 50 years from the date the investor is granted the investor's written approval.

- Investment progress: Complete the project within 36 months (03 years) from the date of approval of the investor to implement the project.

* Land area of the project: 45,640.70 m2

* Project location: In Nghia Hiep commune, Yen My district, Hung Yen province. Location of the land: The North is adjacent to the project of General commercial service area and housing in Pho Noi industrial park; the South borders Phu Minh Co., Ltd.; the East borders on Hanosimex Knitting Company; the West borders the provincial road No. 380 (the scope and boundary of the land area according to the detailed planning with a scale of 1/500 of the Project on Trade, service - luxury housing complex (Lavida Green) approved by the Provincial People's Committee in the Decision No. 791/QD-UBND dated April 4, 2022).

* Land use purpose: The project's land use purpose is defined as rural residential land and commercial and service land.

* Current status of the land: The land for production, business, trade and services has been leased by the Provincial People's Committee to Vietnam Sufat Co., Ltd. to implement the project "Sufat Commercial Service and Production Complex" in the Decision on investment policy No. 139/QD-UBND dated October 12, 2016, issued the Certificate No. B0628598 dated June 24, 2016 of land use rights, ownership of houses and other land-attached assets. However, Sufat Vietnam Co., Ltd. has changed, so the company proposed to terminate the project operation ahead of schedule and approved by the Department of Planning and Investment of Hung Yen province in the Notice No. 1871/TB -SKHDT dated August 13, 2021, Sufat Vietnam Co., Ltd. has made a written commitment to voluntarily return the land to the province to allocate land to the selected investor.

* The approved planning criteria: According to the detailed planning with a scale of 1/500 approved by the Provincial People's Committee in the Decision No. 791/QD-UBND dated April 4, 2022.

* Preliminary requirements on investor's capacity and experience: In the Appendix attached to the Decision No. 2075/QD-UBND dated September 12, 2022 of the People's Committee of Hung Yen province (posted on the national bidding network system).

* Deadline for submission of application for project implementation: 09:00 on October 27, 2022.

The investor's application for registration of project implementation must include 06 sets (including: 01 original and 05 copies) with the following components: A written registration of project implementation; profile of the investor's legal status, capacity and experience; other relevant documents (if any).

* Interested investors who wish to register for project implementation must carry out procedures to be granted digital certificates and submit project registration dossiers on the national bidding network system and submit them directly to the Department of Planning and Investment of Hung Yen province before 09:00 on October 27, 2022.
