On August 11, at the Government's Headquarters, comrade Pham Minh Chinh, Politburo member, Prime Minister chaired a conference between the Prime Minister and enterprises with the theme "Active adaptation, rapid recovery and sustainable development”.
The conference was held in both direct and online form, connecting to 63 provinces and cities across the country. At the Hung Yen bridge point, the conference drew the attendance of comrades: Mr. Tran Quoc Van, Deputy Party Secretary, Chairman of the Provincial People's Committee; Mr. Dang Ngoc Quynh, Member of the Provincial Standing Committee, Standing Vice Chairman of the Provincial People's Committee.

Speaking at the opening of the conference, Prime Minister Pham Minh Chinh shared with the difficulties and challenges that businesses face when both preventing and combating the Covid-19 epidemic, and performing social responsibilities and maintaining business activities in the past time; recognized the positive and important contributions of businesses in the prevention and control of the Covid-19 epidemic.
The Prime Minister emphasized that the conference was organized to assess the substantive and objective impacts of the world economic situation on Vietnam; the current situation, the difficulties and challenges that the business community is facing; the achievements and non achievements in the implementation of policies and solutions of the Government over the past time. The Government and the Prime Minister wish to hear the sharing, proposals and initiatives of enterprises and associations to solve difficulties and overcome bottlenecks in policy implementation; at the same time, supplementing solutions in the spirit of "benefits are harmonized, risks are shared" in order to contribute to the socio-economic development, improve the people's material and spiritual life, develop enterprises in the right direction, healthiness and sustainability.
According to a report by the Ministry of Planning and Investment, thanks to the Government's efforts to control the epidemic and the timely implementation of policies to support the recovery and development of enterprises as well as the efforts to overcome difficulties, the spirit of innovation and proactive adaptation of enterprises, the enterprise's development has achieved a lot of results. In seven months of 2022, the number of joining and re-operating enterprises reached over 130 thousand enterprises, up 26.8% over the same period in 2021; the total amount of additional registered capital into the economy in 7 months attained over 3.3 million billion VND, seeing an increase of more than 37% as compared to the same period in 2021. Up to now, in the whole country there are 871,275 enterprises in operation. The revenue in the first 7 months of 2022 has increased sharply as compared to the same period last year. The export turnover of the business sector has continued to increase strongly, contributing to the economic growth of the country...
However, the rate of enterprises dissolved or stopped operating is still high. Currently, the business sector lacks the force of large and medium-sized enterprises. Besides, the scientific capacity of enterprises is still limited; the linkage and cooperative culture among enterprises is still formal, not really forming a linking block... The main reason is due to the obstacles and legal barriers that have existed for a long time and not been thoroughly resolved, causing the difficulties for production and business investment activities; the high prices of gasoline, oil, fuel and input materials increase the costs of enterprises; there is a local shortage of laborers in a number of industries and fields, and the costs related to workers increase; the difficulty in accessing credit, mobilizing capital for production and business...
At the conference, the delegates comprehensively assessed the production and business situation in the first seven months of 2022; the impact of the world economy on domestic activities, identified opportunities, difficulties, barriers and obstacles that need removing and listened to solutions proposed by enterprises and business associations in a number of industries: tourism, aviation, construction, electronics, supporting industries, logistics, processing and exporting seafood, rice, vegetables, fruits...
Addressing the conference, Prime Minister Pham Minh Chinh highly appreciated the opinions and enthusiasm of businesses, and the frank exchange of representatives of ministries, branches and localities. The Prime Minister suggested that in the coming time, all levels, sectors, localities and the business community need to carry out such a number of solutions as: To maintain macroeconomic stability, control inflation, promote growth, ensure economic growth, and maintain the great balance of the economy. To promote the market to develop strongly, safely, healthily, sustainably, openly and transparently. To continue to improve the investment and business environment, administrative reform, build a digital economy, digital government, digital society, and digital citizenship. To firmly protect independence, sovereignty, territorial integrity, maintain political stability, ensure social order, security, safety and people's safety.
The Prime Minister requested the ministries, branches and localities to review the difficulties and problems of various types of enterprises, at the same time making a plan to promptly and effectively deal with the difficulties, problems according to their functions, tasks and powers, if they are beyond their competence, they shall report them to competent authorities for consideration and decision. To strongly promote the disbursement of public investment capital, lead and activate all capital sources in society, including capital of enterprises. To well understand the situation, research and forecast strategies, provide accurate and timely information to help enterprises develop production and business, diversify types of markets, technology innovation, and digital transformation…
The Prime Minister requested ministries, branches and localities to urgently remove outstanding legal obstacles and barriers hindering production and business activities of enterprises. To continue to support to reduce taxes and fees on gasoline, oil, raw materials and input materials for production and business; do research and develop raw material areas to replace imported materials. To continue to conduct synchronously and effectively the Covid-19 epidemic prevention and control program. To boost the connection of labor supply - demand to meet the market requirements. To step up planning and investment in the construction of socio-economic infrastructure in order to improve the capacity and competitiveness of the economy. To reform the institutions, simplify administrative procedures, business conditions, improve business environment...
The Prime Minister suggested that business associations should promote their role in supporting member enterprises, especially promoting connection activities, helping businesses overcome current difficulties and adapt to the new period. To actively innovate production and business models, restructure enterprises in association with digital transformation, innovation and creativity to find opportunities in challenges, turnaround and adaptation; improve productivity, capacity and competitiveness; care about retaining employees; invest more in technology, high-quality human resources, corporate management and governance....
