On May 18, the Office of the Party Central Committee coordinated with the Central Economic Commission to hold a conference to thoroughly grasp and implement the Resolution No. 06-NQ/TW dated January 24, 2022 of the Politburo on the planning, construction, sustainable management and development of urban areas in Vietnam until 2030, with a vision to 2045 (the Resolution No. 06).

The overall objective of the Resolution No. 06 is to speed up and improve the quality of urbanization, develop sustainable urban centers in a network, form a number of urban centers, a series of smart dynamic urban areas connected with region and the world. The institutions and policies on the planning, construction, management and sustainable urban development have basically been completed. Urban infrastructure, especially framework technical infrastructure and essential social infrastructure, is built and developed synchronously and modernly. Economic growth in urban areas is fast, efficient and sustainable. The quality of life in urban areas is high, ensuring to meet the basic needs of housing and social infrastructure for urban residents. To develop modern, green, smart urban architecture, rich in identity, with typical cultural elements preserved and promoted.

The Resolution No. 06 sets out specific targets. Accordingly, the urbanization rate will reach at least 45% by 2025 and over 50% by 2030. The ratio of urban construction land to the total natural land area will reach about 1.5-1.9% by 2025, about 1.9-2.3% by 2030. The number of urban centers nationwide by 2025 will be about 950 - 1,000 centers and about 1,000 - 1,200 centers by 2030. By 2025, 100% of existing and new urban centers will have master plans, zoning plans, urban renovation, embellishment, reconstruction and development programs; ensuring that at least 100% of grade-III urban centers or higher complete the criteria for urban classification in terms of urban infrastructure, especially the infrastructure for healthcare, education and training, and urban-level cultural works. By 2030, to form a number of national and regional urban centers that achieve urban-level health, education, training and cultural norms equivalent to the average level of cities in the group of four leading ASEAN countries.

The ratio of traffic land to urban construction land will reach about 11 - 16% in 2025, 16 - 26% in 2030. The average green tree area per urban dweller will reach about 6 - 8m2 by 2025, about 8 - 10m2 by 2030. The average residential floor area per capita in urban areas will be at least 28m2 by 2025, and at least 32m2 by 2030.

The urban economy contributes to the national GDP about 75% by 2025 and about 85% by 2030. The share of the digital economy in the GRDP of the cities under the Central Government will reach an average of 25 - 30% in 2025, 35 - 40% by 2030. To build a central smart city network at national and regional levels with international connectivity and 3-5 urban centers with regionally and internationally recognized brand names by 2030.

With a vision to 2045, the urbanization rate is in the middle and high group of ASEAN and Asia. The urban system is linked into a synchronous, unified and balanced network among regions, capable of coping with and adapting to climate change, preventing and combating natural disasters and epidemics, and protecting the environment, typical architecture rich in identity, green, modern and smart. To build at least 5 cities of international stature, act as a focal point for connection and development with regional and international networks. The economic structure of urban areas develops in a modern direction, with a large proportion of green economic sectors and digital economy.

At the conference, leaders of ministries, branches and localities focused on discussing and analyzing the situation and results of urbanization in the provinces and cities; stated the limitations and inadequacies in the process of urbanization leading to failure to meet development requirements and propose and recommend solutions for sustainable urban development. To affirm the important role of urbanization, the delegates said that it is necessary to focus on leadership to accelerate the development of integrated planning; improve institutions and policies, soon make a mechanism to attract strategic investors to deploy new urban models; focus on housing security; calculate housing needs carefully; develop green urban…

Speaking at the conference, Comrade Vo Van Thuong, Politburo member, Permanent Secretary of the Secretariat emphasized as follows: Urbanization is an objective necessity and an important driving force for rapid and sustainable socio-economic development in the future. On that basis, all levels of Party committees, Party organizations, cadres and Party members continued to study, thoroughly grasp and fully and deeply understand the content of the Resolution No. 06 of the Politburo; unifying the awareness and action in perfecting institutions, planning, construction, management and sustainable urban development is a regular and important task of the whole political system; soon develop programs and action plans to implement the resolution with specific roadmaps and assignments; supplement and concretize the targets stated in the resolution into the annual and phase-by-phase plan of the sector, locality, agency or unit; ensuring that urban planning must have a long-term, synchronous and modern vision, taking people and quality of life as the center, urban culture and civilization as the foundation for development; it is necessary to focus on completing the legal system and promulgating mechanisms and policies with outstanding breakthroughs for sustainable urban development, promoting economic growth in urban areas quickly and effectively. In order for the more effective urban management, it is necessary to carry out stronger decentralization for urban governments in association with high responsibility, ensuring unified leadership, direction, and management of the Central Government; promote and well exploit resources from the city itself and the ones from society for urban development.
