Comrade Pham Minh Chinh, Politburo member, Prime Minister chaired the national urban conference in 2022 on November 30 to disseminate Resolution No. 148/NQ-CP dated 11/11/2022 of the Government promulgating the Government's Action Plan to implement Resolution No. 06-NQ/TW dated January 24, 2022 of the Politburo on urban planning, construction, management and sustainable development in Vietnam to 2030, with a vision to 2045 (Resolution No. 148/NQ-CP). At the Hung Yen bridge point, the conference drew the attendance of Mr. Nguyen Hung Nam, Vice Chairman of the Provincial People's Committee; leaders of a number of departments and branches.

On January 24, 2022, the Politburo issued Resolution No. 06-NQ/TW on planning, construction, management and sustainable development of urban areas in Vietnam to 2030, with a vision to 2045 (Resolution No. 06-NQ/TW). Accordingly, the overall goal is to accelerate the speed and improve the quality of urbanization, develop sustainable urban areas according to the network, form a number of urban centers and smart dynamic urban chains connecting to the region and the world. The rate of urbanization will reach at least 45% by 2025 and over 50% by 2030; the number of urban centers nationwide will be about 950 - 1,000 urban centers by 2025, about 1,000 - 1,200 urban centers by 2030.

On 11/11/2022, the Government issued Resolution No. 148/NQ-CP, with four main following objectives: Developing and promulgating the Government's action plan to unify the direction of all levels and sectors to thoroughly grasp the contents and seriously and effectively implement Resolution No. 06-NQ/TW; concretize the objectives, tasks and solutions stated in Resolution No. 06-NQ/TW with practical tasks and solutions of the Government; beef up the constructive and coordinating role of the Government on the principle of clear, centralized and democratic assignment; strive to achieve the specific goals of Resolution No. 06-NQ/TW. In Resolution No. 148/NQ-CP, the Government has set out 5 groups of tasks, 33 tasks and 15 specific targets in urban planning, construction, management and development of urban areas.

Previously, on November 16, the Ministry of Construction coordinated with the Central Economic Commission to successfully organize three seminars: "Improving the quality of urban planning towards sustainable development"; “Development of technical infrastructure and digital transformation in urban management”; "Mechanisms and policies for urban development management in Vietnam".

The delegates were disseminated the main contents of the Government's Resolution No. 148/NQ-CP. Representatives of ministries and central branches, representatives of international organizations, associations, universities, research institutes, related businesses and localities discussed, contributed ideas and recommendations to effectively implement Resolution No. 148/NQ-CP of the Government. In particular, focusing on discussing and recommending such a number of contents as: Perfecting urban administration, developing urban infrastructure, building new countryside associated with sustainable urban development...

Concluding the conference, Prime Minister Pham Minh Chinh highly appreciated the concentration of delegates, leaders of ministries, branches and localities at the conference. Delegates have had objective and profound opinions, many proposals, recommendations, solutions close to reality, contributing a lot of initiatives to the rapid and sustainable urban development.

Prime Minister Pham Minh Chinh emphasized that urban development is one of the driving forces for socio-economic development, therefore, urban development must have specific goals and a feasible roadmap; grasp trends, solve difficulties and challenges to create motivation for the economy. In the process of urban construction and management, ministries, branches and localities should pay attention to: Continuing to embellish and rebuild established urban centers; developing new sustainable cities in the direction of green, circular and smart; improving adaptability and tolerance to risks; keeping abreast of reality, evaluating, setting goals, implementing focused and key tasks; planning must go ahead, have strategic thinking and vision; in the process of implementation, to regularly evaluate and draw experience; combine state, private and other resources to mobilize for urban development...
