According to a report of the Ministry of Information and Communications, the policy communication over the past time has achieved such positive results as: proactive and active participation in grasping, effective and timely dissemination of guidelines and directions of the Party, policies and laws of the State, thereby unifying awareness, will and actions in implementation. Policy communication is placed in an important position in the direction and administration of the government system from central to local levels; considered as one of the important solutions to strengthen supervision and increase the efficiency of policy and law formulation and enforcement. Policy communication has been carried out seriously and effectively, thereby contributing to the publicity and transparency of the guidelines and policies of the Party and State, contributing to "People know - People understand - People believe - People follow - People do". Through policy communication, social consensus has been created, contributing to bringing policies and laws into life. Policy communication is increasingly scientific, in the direction of going one step ahead, creating social awareness and consensus, ensuring two-way interaction on the basis of grasping the laws, needs, habits and psychology of the objects affected by the policy... However, policy communication still has shortcomings and limitations such as: some ministries, branches and localities have not paid enough attention and invested in the policy communication; the content and form of communication are still simple, mainly one-way, sometimes even imposing, lacking creativity and passiveness, which reduces the effectiveness of communication...
The conference spent time discussing such issues as: policy communication putting people at the center of development; policy communication according to functions and tasks; arranging funding for the organization of policy communication activities; the current situation and solutions on policy communication in a number of fields; the role and mission of the press in policy communication...
Speaking at the conference, Prime Minister Pham Minh Chinh affirmed that policy communication is an important part of communication activities of the Party and State, including the Government's communication. Policy communication must focus on the people, all policies are geared towards the people. It is necessary to renew thinking and approach to policy communication. Prime Minister Pham Minh Chinh asked to pay attention to whether the policy is correct, successful or not; find out subjective and objective causes affecting implementation results and research to find solutions, set specific tasks to solve and conduct policies. Communication is needed before, during and after the policy is enacted. Ministries, sectors and localities agree on awareness and right action, effectiveness, bringing practical benefits...
Speaking at the Hung Yen bridge point, Mr. Nguyen Duy Hung, Vice Chairman of the Provincial People's Committee, requested departments, branches, localities and units to clearly define specific roles and responsibilities in policy communication.
