Minister of Agriculture and Rural Development Le Minh Hoan works with the province on the agricultural development

At the meeting, on behalf of the provincial leaders, Mr. Tran Quoc Van, Deputy Party Secretary, Chairman of the Provincial People's Committee briefly reported the highlights of the province's socio-economic development in 2020, the first six month of 2021, the target of 2021 and the following years; the outstanding results in agricultural production of the province; the province's current strengths in agricultural products and development directions in the future.

Speaking at the meeting, Minister of Agriculture and Rural Development Le Minh Hoan emphasized: In agricultural production, the province needs to set up agricultural products commensurate with the place "The first is Kinh Ky, the second is Pho Hien"; further develop the brand "Pho Hien’s longan". With regard to production, harvesting, processing and consumption of agricultural products, the province should pay attention to promoting linkages in production and supply of products in need of the market, in order to ensure the selling price of products for farmers, limit the situation of bumper crop but low price, supply exceeding the demand. To promote support, develop collective economy, new type of cooperative to support members to connect supply – demand and the consumption market. The Minister of Agriculture and Rural Development said that it is necessary to flexibly apply the plans set out. The Ministry will accompany Hung Yen province to build a brand and image for the agricultural product value chain, in which it is interested in supporting cooperatives because this is the key in digital transformation, integrating data warehouses, transferring to distribution center. To make orientation for farmers to switch from agricultural production thinking to the economic one; circular agricultural production; reduce the quantity of small-scale production to large-scale production to increase value; shift from high-yield agricultural production to high-tech, ecological, responsible and sustainable agriculture. The province needs to develop an agricultural startup program for farmers to connect production with consumption. The Minister of Agriculture and Rural Development also exchanged and introduced the law of supply - demand in the market economy for agricultural production; the production rules and the agricultural production associated with ecotourism development. The Minister of Agriculture and Rural Development said that transforming the growth model and restructuring the agricultural sector is not simply a matter of distributing and shifting the scale of the industry, but it is a journey of model transformation, changing thinking, innovating methods, raising awareness. Therefore, in the coming time, the province is proposed to strengthen the mobilization of farmers into cooperatives and cooperative groups; propose to change crop and season suitably, identify agricultural bottlenecks and have a quick, timely and effective remedy; raise awareness about agriculture and agricultural restructuring. To move from single-sector development to multi-industry integration, from single-value to multi-value integration.

At the meeting, Chairman of the Provincial People's Committee Tran Quoc Van suggested to the Minister of Agriculture and Rural Development and the relevant central agencies to facilitate and remove difficulties such as: Exploiting the potentials and promoting the strengths of the coastal areas, the province is developing a master plan for the socio-economic development in the Red River and Luoc riverbank areas in Hung Yen province and the investment project on building a road connecting the cultural heritage, tourism - economic development along the Red River, Hung Yen province (the route is about 54km long, the cross section is about 35m - 80m, the total investment is about 10 trillion VND). Therefore, it is proposed to pay attention to creating conditions to be able to exploit the potentials, strengths, and the socio-economic development of the Red River and Luoc riverbanks in the coming time. To study and propose to remove and amend the provisions of the Law on Dykes and the Decision No. 257/QD-TTg dated February 18, 2016 of the Prime Minister approving the master plan on flood prevention and control and the master plan on dykes of the system of the Red River, Thai Binh River, suitable for the use of riverbank land of Hung Yen province to ensure safety for flood prevention and control and local socio-economic development. The Ministry of Agriculture and Rural Development is proposed to assume the prime responsibility for solving water pollution in the entire Bac Hung Hai system, and decentralize regulations on the discharge of enterprises' waste to the People's Committee of Hung Yen province. To advise the Government to issue decrees; at the same time, actively developing circulars guiding the establishment and operation of agricultural cooperatives, encouraging farm economic activities. To support the province to develop advanced and modern production models towards clean, high-tech, sustainable and environmentally friendly agriculture. To pay attention to investment in improving the irrigational infrastructure of the province to better meet the tasks of serving agricultural production and ensure safety against floods, inundation and drought; support and arrange capital for the province to complete the implementation of 5-year public investment projects, in the period of 2021 - 2025 in the field of agriculture...
