The Directive on creating favorable conditions for circulation and increasing support for consumption of agricultural products in the domestic market in the complicated context of the Covid-19 epidemic.

On 25/5/2021, the Ministry of Industry and Trade issued the Directive No. 08/CT-BCT on creating favorable conditions for circulation and increasing support for consumption in the domestic market of agricultural products of localities with large agricultural output and concentrated production in the complicated context of the Covid-19 epidemic.

According to the Directive, in order to ensure the dual goals of the socio-economic recovery and development and drastic epidemic prevention and control, support and create the most favorable conditions in timely and effective transportation, circulation and consumption of large output of local agricultural products (concentrated agricultural production with large output) in the domestic market, which is about to be harvested in the unpredictable context of the Covid-19 epidemic, the Ministry of Industry and Trade requests the Departments of Industry and Trade of the provinces and centrally-run cities to urgently perform the following tasks:

- To continue to implement the direction of the Minister of Industry and Trade in the Directive No. 07/CT-BCT dated May 12, 2021 on the implementation of solutions to ensure the balance of supply and demand and stabilize the market; combat the acts of speculation, hoarding and violation of the law in commercial activities during the complicated development of the Covid-19 pandemic and the Official Telegram No. 2734/BCT-KH dated May 17, 2020 on strengthening the prevention and control of the Covid-19 epidemic.

- The focal point to assume the prime responsibility for, and coordinate with other departments and sectors in supporting and creating favorable conditions for vehicles (carriers, delivers and recipients) when transporting essential goods, raw materials and supplies for production in general, and agricultural products in particular, when circulating through provinces and cities in accordance with the direction of the Prime Minister in the Directive No. 16/CT-TTg dated March 31, 2020 on the implementation of urgent measures to prevent and control the Covid-19 epidemic, the Official Letter No. 873/BCT-TTTN dated February 18, 2021 of the Minister of Industry and Trade on promoting circulation of essential goods and consumption of agricultural products, the Official Letter No. 1083/BCT-TTTN dated March 1, 2021 of the Minister of Industry and Trade guiding the purchase and consumption of goods and agricultural products of the epidemic area and guiding documents of the ministries and relevant branches, ensuring the safety of essential goods and agricultural products from epidemic, food safety circulated smoothly.

- The focal point coordinates with relevant departments and branches to create favorable conditions for the business activities of distribution enterprises and cooperatives (modern and traditional), have priority solutions, encourage production, processing and distribution enterprises in the locality to take the initiative and increase the consumption capacity of local agricultural products by two or more times as compared to 2020.

The focal point to assume the prime responsibility for, and coordinate with relevant departments and branches to create favorable conditions for distribution enterprises and cooperatives to open more fixed and mobile sales points (in accordance with the provisions of law) in industrial parks, densely populated areas (districts, wards, communes, townships...) to expand the market for consuming agricultural products, promptly serve consumers in both normal conditions and circumstances or social distancing.

- The focal point to assume the prime responsibility for, and coordinate with the Department of Agriculture and Rural Development and functional agencies in the locality in implementing solutions to promote the consumption of agricultural products with large output, already in the harvest season; prioritize activities of preliminary processing, processing, preservation and storage of agricultural products (to ensure food safety and prevent the epidemic).

- To coordinate with other localities' Departments of Industry and Trade and large distribution enterprises to expand the consumption of agricultural products in the domestic market; advise, report and propose local leaders to work with leaders of other localities to jointly handle problems in the consumption of agricultural products in the locality.

- The focal point to assume the prime responsibility for and coordinate with departments and branches to urge businesses and cooperatives to implement domestic trade promotion activities, consumer demand stimulus programs, and programs to support businesses in recovery after the epidemic; there is a mechanism to prioritize and create favorable conditions for enterprises participating in the program to stabilize and expand the distribution network of goods to densely populated areas, industrial parks, suburban districts, remote and coastal areas, islands... in order to increase the accessibility of stable goods for the disadvantaged, those with low and middle incomes.

- The focal point to assume the prime responsibility for and coordinate with departments and branches to review and synthesize the storage capacity of freezing, cold storage and preservation of agricultural and aquatic products and essential commodities of manufacturing, processing and distribution enterprises in the locality to be ready for use or mobilize to support other localities when it is necessary.

- To coordinate with the Department of Transport and transport businesses and cooperatives in the locality to develop a plan for transporting essential goods, including agricultural products, according to each level to proactively respond to the development of the Covid-19 epidemic to support timely and efficient transportation of goods in the locality and mobilize these means of transport to support other localities when it is necessary.

- To coordinate with the local Market Management Department, strengthen market inspection and supervision activities in the areas of price, product quality, regulations on food safety, the acts of speculation, hoarding and increasing prices illegally in the locality.

- To coordinate with the Department of Information and Communications, mass media agencies in the area to fully inform about the market, prices, policies to support and promote the consumption of agricultural products of the State, inform the stable selling points and safe food for local people; control false information that can destabilize the market.

In addition, the Directive clearly stipulates specific tasks for units under the Ministry of Industry and Trade: Department of Domestic Market, Department of Trade Promotion, the E-commerce and Digital Economy Agency, General Department of Market Management and business associations in the circulation and strengthening of support for the consumption of local agricultural products in the context of the Covid-19 epidemic.
